1 STANDARD SUMMARY PROJECT FICHE 1. Basic Information 1.1 CRIS Number: 03/ Title: Reconstruction of the main road Nr. 4 between Fényeslitke and Tiszabezdéd 1.2 Sector: Infrastructure development 1.3 Location: Hungary, Northern Great Plain Region, Szabolcs-Szatmár-Bereg County 2. Objectives 2.1 Overall Objective: Economic and social cohesion based on increased business activity in the Hungarian Ukrainian border region Increased economic, trade and cultural co-operation in the border region 2.2 Project Purpose: Safe access to Záhony-Csap border station Increased throughput of the main road Nr. 4. Easy access to the Industrial Park in Tuzsér and the biggest railway relay station and the Euro Gate truck terminal, the Logistic and Trade Centre. 2.3 Accession Partnership and NPAA priority The project complies with the Accession Partnership s priorities and NPAA criteria. Reinforce road transport capacity is one of the Accession Partnership s priorities. Expanding the reliability of the Záhony border crossing station is an NPAA criteria. 2.4 Contribution to National Development Plan The objectives of the project reflect the NDP priorities, which are based on sectoral strategies and on the development strategies of the Northern Great Plain Region. The development of access infrastructures is a key priority in the region. Improved structures shall contribute to strengthen the economy of the region and to realise its development potential as envisaged by the other Phare Economic and Social Cohesion projects. 2. Cross Border Impact The proposed project will contribute to an easier, faster and safer crossing of the Hungarian-Ukrainian border, more intensive bilateral economic and social relations as well as a to develop co-operation between companies, institutions, and to increase the number of visitors. The proposed infrastructure development is in line with the 2 nd priority of the Joint Hungarian Ukrainian Border Region Development Strategy (Infrastructure development, border crossing development) and within this priority it is consistent with the measure

2 Development of roads in harmony with the development of EU corridor V. development. 3. Description 3.1 Background and justification: As a result of measures taken to enhance economic development in the region a Euro Gate truck terminal was constructed. It serves the border crossing of trucks a year and consequently several enterprises started to operate in the region. The Logistics, Trade and Business Center operates in Záhony and provides the enterprises involved in the east-west trade with business services. It provides offices, meeting and negotiation rooms as well as exhibition halls. At the moment only half of the offices are rented by Hungarian and international companies. Another factor aiming at accelerating the development of the region is the industrial park in Záhony, which is currently under construction. In addition, it is worth noting that this border crossing is particularly important also because of its railway relay station, whose capacity is equal to the capacity of the port of Hamburg. The road Nr. 4. goes through Tuzsér - its industrial park is the only one in Hungary where the wide trans-siberian gauge and the standard gauge European railway systems come together. The growing activity of the companies requires more transport both by truck and by train. (Enclosed maps-annex 9.) The existing infrastructure places a barrier to possible further development: traffic is slowed down on the access road to the truck terminal and at the border station. Due to the unfavourable cross-section characteristics the access road is obstructing the passengers transit and the freight-traffic. Reconstruction of this road is essential since the safe accessibility of the border station will ensure that the trucks coming from Western Europe could use this road and will not detour to the North avoiding the region. The access road to the border station, at its present technical state, is not suitable for growing international transport. Furthermore, it is not adequate to carry the increased traffic generated by the border station. Therefore a reconstruction planned is crucial for the growing traffic needs. After the implementation of the project the carriageway will be strengthened to 11, tons load on axle and levelled into the road profile with asphalt between point of junction of Fényeslitke and point of junction of Tiszabezdéd (between and km sections). The project complies with the complex logistics development plan that is intended to improve road transport, accessibility of the industrial park and of the Trade, Logistic and Business Centre. The reconstruction is in line with the strategic aims of the following documents: Development strategies of the villages concerned 2

3 Development Plan of the County Road and Transport Network (1999) Settlement Master Plan of Szabolcs-Szatmár-Bereg County (1999) Szabolcs-Szatmár-Bereg County Development Program (00) Ukrainian-Hungarian Border Region Development Strategy (03) National Development Plan (02) 3.2 Linked activities: In 199 the bridge linking Hungary with the Ukraine as well as the border station were reconstructed and enlarged from EU funds in order to raise the level of border crossing services for the increased transit traffic. Truck terminals were constructed on both sides of the border, in order to provide full customers services. The construction of the by-pass road (which is part of the highway road Nr. 3.) for Nyíregyháza in the north of region, will soon begin. Reconstruction of the road Nr. 4. between Záhony and Tiszabezdéd which is under construction. (Project number: HU ) The modernisation works of the Chop border post in the Ukrainian side, opposite to Zahony, have been funded under the 1999 Tacis CBC Programme. The project was completed in September 02. Reconstruction of the road from Chop in the Ukrainian side will be financed by Ukrainian national fund. 3.3 Results: The project will achieve the following result: Upgrading 13,18 km of main road Nr. 4., to 11, tons load on axle between point of junction of Fényeslitke and point of junction of Tiszabezdéd. (between and km sections) Easier access to the Záhony border station and to the Logistics, Trade and Business Centre and Tuzsér Industrial Park. Increased accessibility of the local population and the companies to the Ukraine. 3.4 Activities: Upgrading 13,18 km of main road Nr. 4, to 11, tons load on axle between point of junction of Fényeslitke and point of junction of Tiszabezdéd 3. Lessons learned: The Road Management Company of Szabolcs-Szatmár-Bereg County successfully took part in many projects financed by the PHARE Programme. Experiences gained during implementation of previous project (HU ) had been considered during project design. 4. Institutional Framework The engineering tasks during the implementation will be carried out by the Szabolcs-Szatmár-Bereg County State Road Management Public Enterprise. The Ministry of Economy and Transport Management delegates the right of the 3

4 ordering party to the Road Management and Co-ordination Directorate 1, which thus becomes the Employer. The Owner will be the Hungarian State.. The rate of Phare support within the total funding will be 7 %, while the Hungarian government will contribute 2 % (tax free). The ratio between the Phare and the national amount is binding and has to be applied to the final contract price. 6. Implementation Arrangements 6.1. Implementing Agency The project will be implemented under the co-ordination and supervision of the Prime Minister Office, whose representative, Lunk Tamás, will be designated as PAO. The Prime Minister Office through the National Agency for Regional Development (16 Budapest, Gellérthegy u. -32) - is responsible for tendering, contracting, implementing and for the administrative and financial tasks Twinning Not applicable Non-standard aspects The rules of the PraG will be strictly followed Contracts The project will be carried out in the framework of one open international works tendering and contracting operation. The contract net value will be 2,667 M EUR. The project will be implemented through 1 open international works tender including 1 LOT. The procedure will be carried out according to the valid rules of the PraG.The Phare support will amount 2,0 M EURO the national co financing is M EURO 7. Implementation Schedule 7.1. Environment An environmental impact report is not required when strengthening public roads according to Government Act Nr.12/199. (XII.12.). In any case, after the implementation of the project, since the throughput of the road will increase and the waiting time at the border station will decrease, the level of noise, vibration and dust pollution will be measured.. Rates of return In this type of investment the calculation of the financial rates of return is not applicable, since the project will not generate direct income. In any case, the economic internal rate of return is estimated at 14%. 11. Investment criteria Catalytic effect: Faster and safer border crossing will improve the transit both on national and international level. At the same time easy access to Industrial Park in Tuzsér will assist national and foreign forwarding companies in making their operation in a more effective way, and it will accelerate economic development of the border region Co-financing: The Road Management Company of Szabolcs-Szatmár-Bereg County via the Road Management and Co-ordination Directorate will provide in total 0,667 M EURO as own contribution to the total project costs Additionality: Financial support provide by Phare will not displace any other funding Project readiness and Size: The plan and the detailed budget needed for the implementation of the project will be available by May 03. Working design will be completed by July 03. The projects complies with minimum project size requirements. The Phare support is 2,0 M EURO. 11. Sustainability: The economic benefits originated from the road reconstruction will overcompensate the costs of the project. The construction and the technology comply with EU norms and standards. The project has not adverse effects on the environment because of the increased throughput of the road. However, the level of air pollution, noise, vibration and dust pollution can be measured. After the construction the Road Management Company will take care of permanent maintenance of the road.

6 11.6. Compliance with state aids provisions All actions financed by Phare will be carried out in line with the PraG and will respect the state aid and competition provision of the Europe Agreement Contribution to National Development Plan The project is in full compliance with the priorities of the Regional Development Plan and the priorities of the National Development Plan. 12. Conditionality and sequencing The project beneficiary provides adequate guarantee of the availability of funds for the required co-finance contribution and for the subsequent operation and maintenance. 6
