10 EU BENEFITS OF MOS EXTENSION TO MOROCCO 1. Connects the TEN-T Network to Morocco 2. Enhances European-Moroccan traffic flows 3. Facilitates intercontinental trade 4. Baseline for the development of further EU connections: i.e. Zeebrugge 5. Reduces bottleneck at Gibraltar Strait: c. 300,000 lorries/yr 6. Increases human safety: less accidents, less liability risks & costs 7. Improves workers life standards reducing long distance driving 8. Reduces environmental footprint of transport 9. Requires & promotes efficient local transport networks

11 MoS PERFOMANCE CONSTRAINTS BY EU CUSTOMS Constraint: Full customs paperwork is required for all cargo boarding on a regular line ship at a EU port with a EU destination if the ship was previously in a non EU port (Morocco) Solution 1: Maintain Customs simplified status for cargo shipped only between 2 EU ports Solution 2: Add Morocco to EU customs clearance simplification (as per EU conversations in process with Turkey & Morocco): Norway model

12 MoS PERFOMANCE CONSTRAINTS BY SPANISH ROAD REGS. Constraint: Trucks between 40 & 44 Tns are not allowed on Spanish roads even if they form part of multimodal transport (allowed in other EU countries: France, Portugal, Belgium...) Solution: Adapt Spanish Law to EU standards
