2 Introduction The Jamaica Ship Registry (JSR) is administered by the Maritime Authority of Jamaica (MAJ) a statutory corporation established under the Shipping Act Main objective of the MAJ is to : 1.Develop shipping 2.Regulate matters pertaining to merchant ships and seafarers. 3 Introduction Functions of the MAJ: 1. Administer registration of ships 2. Regulate certification of seafarers 3. Regulate safety of shipping-construction & navigation 4. Administer policy for the development of shipping in general 5. Inspect ships for maritime safety/prevention of marine pollution 6. Establish maritime training and safety standards 7. Conduct Casualty investigations affecting ships 4 2

3 Structure of the MAJ Board Of Directors (8 members) Director General Deputy Director General Legal Affairs Corporate Services Shipping Policy & Research Safety, Environment & Certification Marketing & Public Relations 5 Introduction In relationship to the JSR, the technical directorate (Directorate of Environment, Certification and Safety (DSEC): Provides technical evaluation of the suitability of vessels prior to acceptance for registration under the Jamaican flag Approves the manning level for ships Issues crew certification/endorsements Establishes and manages the worldwide network of surveyors which conduct registration and annual flag State surveys of Jamaican vessels Responds to any technical issues concerning the vessel (E.g. Port state control detentions, request for exemptions) Investigates (preliminary) marine casualties involving Jamaican ships 6 3

4 JSR A A Commitment to Quality IMO INVOLVEMENT/ REPRESENTATION IMO member since 1976; a party to all the major international safety, (security) and pollution prevention (compensation/liability) conventions MAJ provides effective representation of Jamaican flagged ship owners at critical IMO meetings such as STW, Council, Technical Cooperation, Assembly, MSC, MEPC, FSI and Legal Committees. Jamaica has: Chaired the IMO STW Sub Committee for the last five consecutive years Chaired IMO Committee 1, A 23 Been Council member since 2007 Staff appointed to the IMO Panel of Competent Persons 7 JSR A A Commitment to Quality IMO INVOLVEMENT & REPRESENTATION (cont d) Representation WMU Board of governors Continued to represent the Caribbean on the IMO Joint Working Group on Dismantling of Ships Been appointed by the IMO to train ISPS personnel in the Caribbean Lead Partner in Region for Globallast Partnership Project 8 4

5 In Essence The JSR has the support of a fully developed maritime administration (Maritime Authority of Jamaica) equipped to discharge all the functions of a responsible flag State 9 JSR A A Commitment to Quality Part of a Broader Jamaican Maritime Development Strategy Platform for increasing Jamaica s s maritime profile in international shipping community Catalyst for investment in other maritime activities such as: drydocking; ; marine insurance; ship broking and finance, etc Ultimately establishing Jamaica as a shipping centre 10 5
