SPECIALTIES Only yard that can build carriers; only nuclear-capable yard apart from Electric Boat; New north yard was built for super-tanker construction but is now to be used for carriers. One carrier under construction, $1000 MM; Nine submarines under construction, $2160 MM; One commercial tanker under construction, $50 MM; Five tankers being converted for Exxon, $100 MM; One major nuclear submarine overhaul, $8 MM. EXPECTATIONS Two more carriers, $2000 MM; More nuclear submarines; One of six yards bidding for T-AO 187 Class of Fleet Oilers. ASSESSMENT Uniquely well-qualified for Iowa, but already working at full capacity and needed by Navy for carrier construction.
3 SHIPYARD Norfolk Shipbuilding and Drydock Corporation LOCATION Norfolk, Virginia OWNERSHIP Private FACILITIES Three shipyards in Norfolk area, geared for ship overhaul and repair. No significant recent experience in ship construction. Excellent large floating drydock. WORKFORCE About 2000 SPECIALTIES Major repair yard in Norfolk area, well-managed and very competitive in Navy overhaul market and commercial ship repair market. Regular overhaul, USS "Detroit" $34 MM; Regular overhaul, USS "Austin" $13 MM; Regular overhaul, USS "Barnstable County" $7 MM. EXPECTATIONS Not a competitor for new construction or major conversion programs; Routinely wins lion's share of Norfolk-based overhaul contracts. SUBCONTRACTORS Tracer (Weapons Systems) Stenwick (Engineering) ASSESSMENT Not really qualified for Iowa contract No experience of combatant ships; No experience on large-scale Navy programs; Not clear that Norfolk can recruit, train and manage workforce needed; Facility needed by Navy for overhaul work.
4 SHIPYARD Ingalls Shipbuilding (Teamed with Avondale) LOCATION Pascagoula, Mississippi OWNERSHIP Subsidiary of Litton Industries, Inc FACILITIES WORKFORCE Large yard, modern when built in the 1960's, designed for construction of long series of standard ships. No drydock large enough for Iowa (will use Avondale dock). About 15,000, down from peak in recent years of about 22,000. Union yard. SPECIALTIES Ingalls is designed for long series of standard ships and is good at it, especially combatants. Very limited capability for other types of work and has record of disaster whenever it tries something different. 6 cruisers, $2,000 MM; 10 jack-up drill rigs, $300 MM; 5 destroyer overhauls, $73 MM. EXPECTATIONS More cruisers; The LND Class of amphibious ships, for which Ingalls is the best yard; The new DD-51 Class of destroyers. SUBCONTRACTORS Probably no major subcontractors; teaming arrangement with Avondale is, however, potentially a management nightmare given distance between yards and combination of union and non-union work forces. ASSESSMENT Technically qualified but no experience with this type of work; needed by Navy for combatant ship construction.

(Teamed with Ingalls) LOCATION New Orleans, Louisiana OWNERSHIP Subsidiary of Ogden Corporation FACILITIES Large yard, partially modernized, designed for construction of commercial ships of all types. Good large floating drydock. WORKFORCE About 6,000: Level fluctuates wildly with workload. Non-union yard. SPECIALTIES Most recent experience is in commercial ship construction; No recent combatant experience; limited repair and conversion experience. 3 containerships, $270 MM; 2 tankers, $300 MM; 2 dredges, $110 MM; 2 Navy oilers, $200 MM. EXPECTATIONS One of 6 yards bidding for new T-AO 187 Class of fleet oilers; One of 5 yards bidding for T-AKX program; One of 6 yards bidding for SL-7 program. SUBCONTRACTORS Probably no major subcontractors; teaming arrangement with Ingalls is essentially designed to provide dry-docking capability. (See Ingalls for mgmt. difficulties). ASSESSMENT Not qualified for Iowa on its own; No recent combatant experience; Significant conversion experience.

One cargo ship, $70 MM; almost finished EXPECTATIONS No contracts in pipeline; One of 6 yards competing for new SL-7 contract; One of 5 yards competing for TAKX contract.
