1 7 Key Programs and Projects An investment program divided into short term ( ), medium term ( ) and long-term (beyond 2016) has been prepared to guide public and private investments in ecotourism development in the three islands. The list of programs and projects is not exhaustive and represents only the initial ones identified in the process of the formulation of the Central Visayas Isle Ecotourism Development Plan. Hence, there is a need to re-visit the list to refine and add on to it. In addition, a regular review and updating of the investment program is necessary to adjust for new and changed priorities as well as the costs of the projects. In the case of programs and projects proposed for government funding, the concerned entity shall endeavour to include these in the annual budgeting cycle of government. 38 P a g e

2 39 P a g e Programs and Projects Short Term ( ) Ecotourism Sites Development and Promotion 1. Formulation of Island Ecotourism Master Plans and/or Destination Plans The strategic plan shall lay out the specific actions and activities for ecotourism development in the destinations for a certain time period. It will include an assessment of the identified priority ecotourism sites for readiness. Bantayan Island, Camotes Group of Islands, President C.P. Garcia Island LGU, DOT P 90,000, Local Govt 2. Development of product standards and guidelines 3. Conduct of ecotourism market studies The standards and guidelines shall contain benchmarks to ensure quality of products and services. They shall include what may be allowed and prohibited. The studies aim to get information on ecotourism market trends, profile of visitors/tourists, and other information that may assist forward planning for ecotourism. Conduct of / participation in tourism fairs The fairs shall gather industry players, investors, government agencies, LGUs and visitors to generate awareness and interest of the islands attractions. Conduct of Information, Education and Communication (IEC) campaigns Activities will include production of IEC materials, conduct of briefings and info campaigns, and press releases Region; all three islands LGU, DOT P 300,000 LGU, National Govt 7. Conduct of seminars on product development and preservation of the rural setting and cultural heritage The seminar will target LGUs, industry players, and the community. The seminar aims to develop skills on product development. All three islands DOT P 75,000, LGUs, Private 8. Restoration of cultural and heritage sites The project involves the restoration/ enhancement of cultural and heritage sites. All three islands LGU P 1,000,000 Provincial Govt, Municipal Govts 9. Conduct of festivals The project aims to preserve and showcase traditional practices of the islands. All three islands LGU P 300,000 LGU On-going Environmental Protection and Management 10. Preparation/Updating of Protected Area Management Plans This activity includes the preparation of the following protected area plans: On-going

Marine sanctuary development The project aims to establish dive sanctuaries. All three islands Provincial LGU, Municipal LGU, P 1,500,000 LGU On-going 12. Technical Assistance in the preparation of CRM Plan Technical assistance will be provided to LGUs in the preparation of plans. All three islands, LGUs On-going 13. Coral reef restoration Activities will mainly involve the restoration of damaged corals. Sta. Fe, Bantayan P3,000,000 On-going Infrastructure Development 14. Construction of coastal road in Camotes Island The project aims to improve accessibility of existing and potential tourism sites in Camotes. Camotes Island DPWH, LGUs 15. Improvement of roads leading to tourism sites The project aims to improve accessibility of existing and potential tourism sites. All three islands DPWH, LGU, LGUs Community Development 16. Creation of Camotes Island Tourism Council The Council shall oversee the management and development of ecotourism activities in the Island. Camotes Island DOT, LGUs DOT On-going

Development of This activity includes development of ecotourism activities/ tour packages and activities for packages tourists. 2. Construction of Municipal This project aims to establish a Museum Municipal museum. 3. Construction of Zipline This project aims to establish a zipline in Oboob Mangrove Park. 4. Improvement of Kota Fort This project aims to rehabilitate and improve facilities at the Fort. Private Municipality of P 200,000 DOT 5. Upgrading of Kota Fort Park Activities will include landscaping and beautification of the park. Community-based Solid and Liquid Waste Management Project The components include: a) Construction of materials recovery facilities b) Construction of Sanitary Landfill All municipalities in the three island groups Mojon, Bantayan LGU, Private LGU P 300,000,000 P 35,000,000 Provincial Govt, Municipal Govts, Private Provincial Govt

Assessment/ classification and preparation of Cave Management Plan The project aims to assess cave sites for ecotourism development. It includes the preparation of plans for site development. Construction of facilities and amenities The project seeks to provide such facilities as toilet and information center at the tourism sites for the comfort and convenience of visitors. Improvement / development of feeder airport/airstrip The project involves improving/ upgrading the following airports/ airstrips: a) Bantayan Island airport upgrade and expansion b) Camotes Island airstrip 2 km., 30 meters wide Santa Fe, Bantayan Island San Francisco, Camotes Island DOTC-ATO DOTC-ATO P 100,000,000 P 100,000,000

Construction/ improvement of sea ports The project involves work on the following ports: a) Poro port expansion b) Construction of all-weather port in San Francisco c) Development of roll-on roll-off (RORO) port Poro, Camotes Is. Construction of foot bridges The project involves the following: a) Installation of Bamboo Foot Bridge (480 meters length) b) Installation of Bamboo Foot Bridge (150 meters length) Brgy. Fodia, Brgy. Conduct of skills enhancement training for the community The training program includes the following: a) Innovative training on handicraftmaking b) Training for women and differentlyabled persons on therapeutic massage and other livelihood programs; c) Training on operation and management of tourism enterprises, and; d) Communication skills training for community tourist guides.
