The purpose of this report is to produce questions to assist in the success of the Ten Year Plan to End Homelessness and improve community services throughout these counties for people without a permanent place to live. This report is not an analysis document. It is an exploratory document. Raw data remain virtually unchanged. primary stakeholders who review this document are encouraged to direct inquiries and/or suggestions to: William B. Box Vancouver, WA -- profbrown@comcast.net A research team, including more than community members who completed hours of intensive and comprehensive training, collected data from people without a permanent place to live in designated areas throughout Marion and Polk counties. Designated areas included parks, camps, shelters, community service sites, under bridges, streets, and other areas where people without a permanent place to live are most likely to be found. Research team members interviewed individuals who did not have a permanent place to live. The interviews were conducted using an interview schedule designed to be as unobtrusive as possible, and anonymity was afforded to all individuals who voluntarily participated in the interview process. Another designated area was the Marion y Jail where more than prisoners voluntarily participated in a survey that focused on issues related to homelessness. The jail survey component of this study resulted in a participation response rate exceeding %. We were not granted access to administer the survey at the Polk y Jail. The data contained in this report is a result of an extensive examination of data-entry accurateness and represents a reflection of participant responses. The survey instrument and the interview schedule include many quantifiable variables germane to homelessness. The categories of variables include: Demographics Education Employment Veteran status Residency

It is important for readers to approach this report as a guide for developing questions and points of interest conducive to the continued planning, development, and implementation of the Ten Year Plan to End Homelessness. This report should generate questions and ideas that will advance a comprehensive knowledge base of people without permanent residences in Marion and Polk counties. Pacific Policy and Research Institute and Homelessness Research: Pacific Policy and Research Institute (PacPRI) was created to provide comprehensive research, program evaluation, program development, and training for agencies and organizations in many inter-related areas. The mission of PacPRI rests on a platform of Community collaboration and strategy development. Addressing the problems and needs of people without a permanent place to live is an inter-related area that PacPRI considers socially significant with implications to a variety of issues for all members of all communities. The purpose of this study was to create a starting point for addressing homelessness in Marion and Polk counties. The goal of the study was to identify as many people as possible during a one-day count and obtain data that provide a broader insight into the lives of people without a permanent place to live in Marion and Polk counties. These data provide a foundation for community action to address and impact the problem of homelessness at the local level. Participatory Action Research: Participatory Action Research (PAR), the hallmark of Pacific Policy and Research Institute, is a "dynamic process that develops from the unique needs, challenges, and learning experiences specific to a given group." PAR is a process whereby people (researchers and participants) develop goals and methods, participate jointly in the gathering and analysis of data, and explore strategies of implementation in ways that elevate consciousness and promote constructive social change. Participatory Action Research makes use of standard research techniques and provides a methodology for involving a community in the development and assessment of programs set to promote community change. Programs utilizing data generated from PAR share three broad goals: To investigate an aspect of reality to transform it To develop critical consciousness among all parties concerned To improve the lives of all who are involved in the research process

Box Vancouver, WA (--) pacpri.com PAR focuses on factors germane to each of these problems, and integrates individuals who are members of populations affected by these problems into the data gathering and analysis process. Second, members and non-members of problem populations become part of the research process as active participants. Integration of member and non-member participants fosters critical consciousness among all parties. Additionally, PAR improves the potential to make positive social change in the lives of all participants. Finally, PAR is consistent with the mission of PacPRI in promoting social justice and individual dignity through socially responsible scientific, comprehensive, and transparent research. Starting Point: This research marks the starting point for launching the Ten Year Plan to End Homelessness in Marion and Polk counties. Data collected from this study provide crucial information about the breadth and depth of the problem of homelessness confronting communities in Marion and Polk counties. The purpose of this report is to establish a starting point for the Ten Year Plan, and to develop viable tools for program implementation, and accommodate variable measurement and program evaluation.

5 Homeless Totals Totals for the homeless count conducted on January, 7 include one-night shelter counts, count reports from five school district sites, DHS site count surveys, street counts, street surveys, and data collected from the Marion y Jail. The jail counts required the development of two count formulas. The first formula includes only participating prisoners at the Marion y Jail who had no permanent housing before their arrest. The total count using formula is,. The second count formula includes only participating prisoners who have no permanent housing following their release. The total count using formula is,. The total chronic homeless count includes only those individuals who have been without a permanent place to live for more than one year, indicate they have a disability, and are alone. The number of chronic homeless persons identified on January, 7 is, which includes identified in the street interviews, in the shelter interviews, and from the one-night shelter counts. The Salem Police Department launched a sweep of homeless people throughout much of the city that resulted in extensive movements of homeless people removed from areas where they slept and congregated.

The interviews were conducted on the street, in parks, under bridges, and in camps. participants were informed that their names would not be collected, and that their participation was completely voluntary. Note: The Salem Police Department launched a sweep of homeless people throughout much of the city that resulted in extensive movements of homeless people who were removed from areas where they slept and congregated. The commitment of members of the count teams prevailed, and completed interviews resulted in a rare collection of data crucial to understanding the problems associated with homelessness. DEMOGRAPHICS: Street interviews resulted in data collected from males, 7 females, and five individuals described as trans-gender persons. Ages of the respondents were collapsed into four groups () Under years of age, () - years of age, () - years of age, and () Over years of age. 12 P.O. Box Vancouver, WA (--) pacpri.com HOMELESS CHARACTERISTICS: participants (7.7%) indicate they have been homeless for more than months. Over 7% of all participants indicate they have a place to sleep, and over % said they have been in the same location from day to months. Over % of the participants say they have stayed in a shelter, and over percent indicated their stay in a shelter lasted days or less. Most participants who have stayed in a shelter lived in a local shelter just over % report staying in a shelter outside of Oregon. Over % of participants indicate they eat regularly, although over 7% say they eat times or less per day. Over % of the participants indicate their source of money/income comes from part time work, followed by panhandling (.%) and scavenging (%). When asked about their plans for tomorrow, over % indicated they had no plans or did not know what their plans were,.% said survive, and.% indicated their plans included looking for work. Over % of all respondents indicated they were looking for work. More than % of the participants said they were alone. When asked about the primary cause of being homeless.% said mental health issues,.7% said their jail and prison records, and over % said they had no other options. When asked about the most difficult aspect of being homeless.% said dealing with people and.% indicated police harassment (There was a sweep of homeless people conducted by Salem Police Department on the day of the count January, 7). Over % said that finding a safe place to sleep was the most difficult part of being homeless. When asked what is necessary to improve their current situation, over % said having a place to live, nearly % said job or work opportunities, and almost % said nothing will ever be done (indicating the prevalence of hopelessness as the third most frequent response). Over 7% indicated they had experienced discrimination because they were homeless. Almost % said they had experienced violence during the time they had been homeless. These were not probing questions but rather exploratory questions to determine if the participant had ever been in jail or in prison. The purpose for asking these questions was to determine how many participants had health problems, disabilities, how many felt they were at risk for HIV/AIDS and/or Hepatitis C, and when was the last time they saw a doctor. Over % indicated they felt they were at risk for HIV/AIDS and/or Hepatitis C. Over % said they had medical problems, and more than % said they had concerns about disabilities. This inquiry was extended to examine whether or not eviction resulted in homelessness status, and finally, whether any of those evictions were a result of their inability to pay utility bills. Nearly % () of the participants experienced eviction from a home. Over % () of those participants who experienced eviction said that eviction resulted in becoming homelessness. Over 7% () of those participants who became homeless because of their eviction said the eviction was due, in part, to their inability to pay their utility bills. Two of the individuals did not reside in a shelter, but they were in the shelter to eat. DEMOGRAPHICS: Shelter interviews resulted in data collected from males and females. Ages of the respondents were collapsed into four groups () Under years of age, () - years of age, () - years of age, and () Over years of age. Thirty-two (.%) said they were currently living in a shelter, and over % stated they had lived in the shelter for more than days. Over % said they lived in Salem for more than three years. Over % said they had been homeless for more than one year before they came to the shelter where they participated in the interview, and nearly % said they had previously stayed at other shelters. Over % said they are able to eat regularly, and over 7% said they were able to eat three times daily. Over % said their source of income was part-time work, followed by.7% who received SSI. Fewer than % indicated their source of income came from panhandling or scavenging. When asked about their plans for tomorrow, over % indicated they would be looking for work, over % said they had no plans or did not know what their plans were for tomorrow, and nearly % said their plan was to survive. Over % said they planned to leave the area. Nearly % said they were seeking employment. Nearly % said they were in the shelter alone. When asked about the primary cause of being homeless.% said mental health issues, 7.% said their jail and prison records, and over % said they had lost everything. When asked about the most difficult aspect of being homeless.% said dealing with people and.% indicated insecurity the most difficult aspect. Over 7% said that knowing that people do not care and over 7% said not knowing where to sleep were the most difficult aspects of homelessness. When asked what is necessary to improve their current situation, over % said having a place to live, nearly % said job or work opportunities, and almost % said providing healthcare.
