A permanent organization was established in January of 1879 with Hurlbut E. Griswold of Atlantic as commander. Iowa City post no. 3 was established during the years of the provisional state department. The Samuel J. Kirkwood Post 8 of Iowa City was established under the permanent Department of Iowa.
