1 COMMUNITY APPEARANCE INDEX (Formerly: Litter Index) CITY OF ATLANTA 2014 Keep Atlanta Beautiful has completed its ninth Litter Index and fourth Community Appearance Index, an expansion of the Litter Index, including optional indices for Illegal Signs, Graffiti, Abandoned/Junk Vehicles and Outside Storage. The results of the Litter Index are intended to help quickly and reliably assess the litter situation in our city and to assist us in achieving long-term, sustainable results with litter abatement programs. A team of surveyors visually assessed the entire city based on pre-selected sub-areas in each City Council District. These sub-areas were selected using Keep America Beautiful (KAB) criteria providing a fair representation of land use within the areas, e.g., residential, commercial, educational, recreational, industrial, and agricultural. Note that we must survey areas that meet KAB criteria; not just because they are known to be littered. Trained volunteers scored the sub-areas using a four-point scoring system to estimate the presence of litter in the area being scored: 1 represents No Litter 2 represents Slightly Littered 3 represents Littered 4 represents Extremely Littered These scores are the building blocks upon which the Litter Index process is based. The data collected on the 2014 scoring sheets were averaged to obtain scores for each City Council District and for the City, and is displayed on Raw Scores (Page 4), along with the scores by street in each of the districts. Having used most of the same sub-areas for the past eight years, it was time to review those sub-areas and take the opportunity to make changes to update the Index. KAtlB staff met with most council members or members of their staffs to identify new sub-areas. Because of these changes, the data presented for 2014 is baseline date and can t be used for comparisons to the previous year. The comparisons will start again next year comparing the 2014 and 2015 data. 1
2 City wide averages beginning in 2006, when we began the Litter Index, through 2014 follow: * * * Years of new baseline date The Litter Index Scale is 1= No litter, and 4=Extremely Littered. The District Summary (Page 5) shows the 2013 and 2014 District Average Scores, however they cannot be compared because of changes in sub-areas this year. Keep Atlanta Beautiful encourages the residents of Atlanta s neighborhoods to get out and clean up their streets and vacant lots. We offer free cleanup supplies (trash bags and latex gloves and lend our Litter Grabbers) to any group wanting to do cleanups by contacting us at info@keepatlantabeautiful.org giving the number of volunteers expected, date of the cleanup, when supplies will be picked up, and name of neighborhood and district being cleaned. We can also be contacted for Graffiti Removal supplies, paint for painting over graffiti and other beautification projects. In 2011, Keep America Beautiful added several optional indices to the Litter Index, and changed the name of this program to Community Appearance Index. The Litter Index, which is NOT optional, is one of the indices; the others are Illegal Signs, Graffiti, Abandoned/Junk Vehicles and Outside Storage. We chose to survey for ALL the indices; they are reported below with results reflected on pages 6-9 Illegal Signs Index 1 = No illegal signs 3 = 6 10 illegal signs 2 = 1 5 illegal signs 4 = 10+ illegal signs For Illegal Signs (Page6), look for your district and the number for illegal signs by street observed. Refer to the index at the bottom of the page for the actual number of illegal signs. The presence of stickers may be counted as signs. If Illegal Signs are a problem in your district, you might recruit volunteers to photograph the illegal signs, recording their exact locations and the date on the back of the signs, then taking them to Public Works along with the picture and their telephone numbers. The volunteers should expect to appear in court as witnesses. Another option is to report the signs to Public Works publicworks@atlantaga.gov asking them to remove them. Graffiti Index 1 = No Graffiti 3 = <12 feet, could be cleaned with a crew 2 = several small tags 4 = continuous, could be clean with a crew 2
3 Evaluate the Graffiti (Page 7) on observed streets in your district and determine if volunteers should be recruited for graffiti removal. Graffiti removal supplies are available by calling or ing Keith Flemming in the Department of Parks at If the graffiti is too much for volunteers, report it to Public Works so it can be removed. Graffiti, or tags, should be removed or reported as soon as they are noticed. Abandoned/Junk Vehicles 1 = No abandoned or junk vehicles 3 = 2 3 abandoned or junk vehicles 2 = 1 abandoned or junk vehicle 4 = 4 + abandoned or junk vehicles We observed Abandoned/Junk Vehicles (Page 8) in two districts. Abandoned vehicles should be reported to Public Works publicworks@atlantaga.gov or to the Office of Codes Compliance if on private property. codesrequests@atlantaga.gov Outside Storage Index 1 = No openly stored items 3 = Items openly stored could fill an 8x10 shed 2 = 1 4 openly stored items 4 = Items openly stored could fill a 10x20 shed We observed Outside Storage (Page 9) in three districts. Outside Storage issues should be reported to the office of Codes Compliance. City Council members are encouraged to disseminate these findings to their neighborhood leaders to help them identify areas in need of cleanups. Keep Atlanta Beautiful gave out cleanup supplies to more than 2,468 volunteers in 47neighborhoods around the city during 2013, and has been involved in the placement of 96 trash cans in the past 8 years. It is apparent we need more neighborhood cleanups and more trash cans.
