4 HAWTHORNE COMMUNITY CALENDAR Dear Friend, 4 As we begin the New Year, we are full of hope for a successful and healthy year. As Mayor, I have hope that our new Governor will maintain the course of his predecessor and re-enact the 2% cap on arbitration awards and tax increases. We have worked to keep our services up and our municipal taxes reasonable. I can t thank our first responders enough for keeping us safe and our DPW for keeping our roads clear. Hawthorne is a great place to live. It maintains a small-town feeling even though it is next to the third largest city in New Jersey. Hawthorne has a great volunteer spirit and neighbors who care about one another. Please refer to this calendar for our many public events. I look forward to seeing you at the bandshell. In addition, the Clerk also serves as Secretary to the Municipal Corporation, Administrative & Election Official, Chief Registrar of Voters and Records Coordinator & Manager of the Borough. ELECTION INFORMATION Elections play an important part in the life of the Hawthorne community. Two elections are held each year: the Primary Election, and the General & School Board Elections June 5th November 6th 2018 ELECTION DATES Primary Election General Election & School Board Election Voter Registration Information A person must register at least 21 days preceding an election to be eligible to vote. Mawhinney Memorial Ambulance Corp is a non-profit community-based organization that works for the benefit of the community by providing medical care and emergency medical assistance. The Corps, founded by the William B. Mawhinney Veterans of Foreign Wars Post 1593 has an ambulance squad facility located at 970 Goffle Road. The corps is always looking for new members, and if you would be interested and would like additional information, please call us at or visit DOMESTIC VIOLENCE RESPONSE TEAM (DVRT) The team is comprised of trained community volunteers. The team s function will be to aid victims of domestic violence immediately following a police response to domestic violence incidents. Volunteers will aid victims at that critical point in which they have reached out for police. The volunteers will provide an empathetic approach in providing victims information concerning the availability of restraining orders, shelters, 24-hour hotlines and counseling services. James Knepper at , or visit RESTRICTED ON-STREET PARKING In the general vicinity of the commuter train station, the Borough has established restrictions for on-street parking between the hours of 9 am and 10 am weekdays. Hawthorne residents must purchase a $2 sticker from the Borough Administrator s office to park on the street as designated. Resident applicant must show: 1) vehicle registration 2) proof of insurance 3) registered owner s driver s license 4) one other form of identification showing Hawthorne address (tax bill, lease, utility bill, bank statement ). Non-Resident commuters need to purchase a parking sticker and are limited to parking on Grand Avenue as so designated. 7

SERVICES FOR SENIORS SHOPPING TRIPS FOR HAWTHORNE SENIORS he Borough of Hawthorne provides transportation for Hawthorne senior citizens to area shopping T malls monthly (see website for details). Any Hawthorne senior citizen who would like to participate in the shopping trips should be at the corner of Grand Avenue and McKinley Avenue on the designated date by 9 am. The bus returns to Hawthorne around 2:30 pm. Reservations are not needed, but limited seating is on a first-come first-serve basis. Please see website for details /seniorcitizen.cfm Medical & Dental Appointments SENIOR CITIZENS ORGANIZATIONS Golden Circle Meets at the Louis Bay 2nd Library 345 Lafayette Ave, on the 1st and 3rd Thursday of the month at 12:30 pm. Golden Horizons Meets at St. Anthony s Church 276 Diamond Bridge Ave., on the 2nd and 4th Friday of the month at 1:00 pm. Volunteers provide rides, by appointment, to Hawthorne senior citizen residents who need transportation for medical and dental appointments. Call (973) ext. 340 to leave a message if you need this transportation assistance. This program is NOT for emergency service and cannot be used for admission or discharge from a hospital or nursing home. Passengers must be able to get to the vehicle on their own. A personal care attendant may accompany a passenger to assist on the trip, but must travel to and from the same destination. Passengers are required to schedule ride requests 24 hours in advance for in-town appointments and 48 hours in advance for out-of-town appointments, and are encouraged to call as soon as the appointment is made. The Hawthorne Municipal Alliance is a volunteer community organization that focuses its efforts towards the prevention of Alcoholism and Substance Abuse. Established by the Borough Council, the Alliance is a coalition of parents, educators, elected officials, police, administrators and students who are concerned about alcohol, tobacco and drug use in our community. The Alliance works closely with local municipal officials, law enforcement, school personnel, Borough organizations and residents to support local programs and alcohol/drug free events. Meetings of the Municipal Alliances are open to the public and all are encouraged to attend. What Can You Do To Be A Winning Parent? Talk to your kids about the consequences of alcohol and drugs, AND don t be afraid to talk to your kids circle of friends. Set and communicate clear rules be direct about your expectations and the consequences of your child s actions. If your teen is attending a party, call the parent host to ensure there will be appropriate supervision and no alcohol. Call your friends parents and make sure you re all on the same page about underage drinking and how your child is getting to and from the party. ALWAYS give your child permission to call you at any hour for any reason for a ride. Help your child identify another adult they trust and can also call at any time for help. Be a good role-model for your child. Help your teen to make good choices. Talk to older siblings about the consequences of supplying alcohol to younger brothers and sisters or their friends. Sponsored Alliance Programs Through Grants received from the Governor s Council on Alcoholism and Drug Abuse (GCADA), the Hawthorne Municipal Alliance educates, provides healthy programs and gives valuable information to our town residents. Funding is distributed to the Alliance annually by the County of Passaic. ROAR A comprehensive K-8 program developed by our police departments experience working with students that has replaced DARE. Junior Police Academy A partnership between the Hawthorne Police Department and the Boys & Girls Club of Hawthorne designed for students in grades 6-8. Students are required to complete an application that includes a pledge not to possess or use tobacco, alcohol and drugs. Project Graduation The Alliance will co-sponsor Project Graduation for all graduates to reduce risk taking and celebrations with alcohol. Year long preparations will reinforce the no use message. PD/NJ Leadership Camp A week-long summer camp attended by students entering the sixth grade. Run by police officers with cooperation from the school district and the NJ Army National Guard to teach leadership skills, drug and alcohol awareness and prevention and discipline. Peer Leaders Teens are trained as role models to reduce the negative influence by peers by building positive peer leaders through the Elks training. Those Who Host, Lose The Most: Don t be a party to teenage drinking is a public awareness campaign run during prom and graduation season. The objective is to educate parents about the health, safety and liability risks of serving alcohol at teen parties and increase awareness of underage drinking laws. 9

Note: if you have Bulky Garbage that needs to be disposed of before you move out, please see page 14 for more details on how & when to dispose of these items. You cannot leave garbage on the street for more than 24 hours before it is collected. WATER BILL CHANGES If you are responsible for the water bill, you must call the Water Department at to schedule a Final Water reading. Please call at least two days prior to closing and, if possible, have the name of the next responsible party (i.e., buyer). Contact the Building Department at Ext. 214 for information. HAWTHORNE MUNICIPAL POOL The Hawthorne Pool season begins full-time when the public schools let out for summer recess and ends on Labor Day. It opens weekends starting Memorial Day weekend. Swimming lessons are available for a minor fee; the schedule for lessons will be available after the pool opens. The pool complex is located on Wagaraw Road at May Street. For additional information visit the website at /pool.cfm HAWTHORNE CODE ENFORCMENT The Code Enforcement Officers are responsible for the enforcement of various quality of life ordinances in the Borough of Hawthorne. SNOW AND ICE REMOVAL SECTION REMOVAL REQUIRED It shall be the duty of the owner or owners, occupant or occupants of any premises abutting or bordering upon any street, avenue or highway in the Borough of Hawthorne having a public sidewalk to remove or cause to be removed all ice and snow from the public sidewalk in front of the said premises within eight hours of daylight after the same shall have been formed thereon. No snow or ice may be removed from the sidewalk into the street, avenue or highway. Ice and snow shall be removed for the full width of the sidewalk or 48 inches, whichever is the lesser. CLEAN COMMUNITIES If you are a member of a community group and would like to plan a clean up project, call for information. STORM DRAINS What is the major source of water pollution? Believe it or not, it is the habits of the regular person that have become the most significant source of water pollution. Storm water runoff, along with nonpoint source pollution, are the technical terms for the water that falls on the ground when it rains and gets into our rivers through the storm drain system. In plain terms, whatever goes in those grates that are in the streets, goes into our rivers, and into our oceans. Throw garbage into the storm drain and you are throwing garbage into the river. The storm drains are not connected to the sewer system. Storm

11 HAWTHORNE COMMUNITY CALENDAR Solutions to Storm Water Pollution A GUIDE TO HEALTHY HABITS FOR CLEANER WATER Pollution on streets, parking lots, and lawns is washed by rain into storm drains, then directly into our drinking water supplies and the ocean and lakes our children play in. Fertilizer, oil, pet waste, pesticides, detergents, grass clippings: you name it and it ends up in our water. Stormwater Pollution is one of New Jersey s greatest threats to clean and plentiful water, and that s why we re all doing something about it. By sharing the responsibility and making small, easy changes in our lives, we can keep common pollutants out of stormwater. It all adds up to cleaner water, and it saves the high cost of cleaning up once it s dirty. As part of New Jersey s initiative to keep our water clean and plentiful, and to meet federal requirements, many municipalities and other public agencies including colleges and military bases, must adopt ordinances or other rules prohibiting various activities that contribute to stormwater pollution. Breaking these rules can result in fines or other penalties. As a resident, business, or other member of the New Jersey community, it is important to know these easy things you can do every day to protect our water. LIMIT YOUR USE OF FERTILIZERS AND PESTICIDES Do a soil test to see if you need a fertilizer. Do not apply fertilizers if heavy rain is predicted. (Borough Ordinance No ) Look into alternatives for pesticides. Easy Steps You Can Do Every Day to Protect Our Water Maintain a small lawn and keep the rest of your property or yard in a natural state with trees and other native vegetation that requires little or no fertilizer. If you use fertilizers and pesticides, follow the instructions on the label on how to correctly apply it. Make sure you properly store or discard any unused portions. PROPERLY USE AND DISPOSE OF HAZARDOUS PRODUCTS Hazardous products include some household or commercial cleaning products, lawn and garden care products, motor oil, antifreeze, and paint. Do not pour any hazardous products down a storm drain because storm drains are usually connected to local water bodies and the water is not treated. If you have hazardous products in your home or workplace, make sure you store or dispose of them properly. Read the label for guidance. Use natural or less toxic alternatives when possible. Contact your municipality, county, or facilities management office for the locations of hazardous waste disposal facilities. KEEP POLLUTION OUT OF STORM DRAINS Municipalities and many other public agencies are required to mark certain storm drain inlets with messages reminding people that they are connected to local water bodies. Do not let sewage or other wastes flow into a stormwater system. Many municipalities and public agencies must enact and enforce local pet-waste rules. An example is requiring pet owners or their keepers to pick up and properly dispose of pet waste dropped on public or other people s property. Make sure you know your town s or agency s requirements and comply with them. It s the law. And remember to: Use newspaper, bags or pooper scoopers to pick up waste. Dispose of the wrapped pet waste in the trash or unwrapped in a toilet. Never discard pet waste in a storm drain. DON T FEED WILDLIFE Do not feed wildlife such as ducks and geese in public areas. Many municipalities and other public agencies must enact and enforce a rule that prohibits wildlife feeding in these areas. DON T LITTER Place litter in trash receptacles. Recycle. Recycle. Recycle. Participation in community cleanups. DISPOSE OF YARD WASTE PROPERLY Keep leaves and grass out of storm drains. If your municipality or agency has yard waste collection rules, follow them. Use leaves and grass clippings as a resource for compost. Use a mulching mower that recycles grass clippings into the lawn. 11

Bring the empty paint can down to Recycling Center. FLUORESCENT TUBES (LIGHTS - LONG TUBE) Bring to the Recycling Center. Compact fluorescent bulbs are NOT accepted at the Recycling Center - check your home improvement store for disposal. APPLIANCES & ELECTRONICS Stoves, refrigerators (must remove doors), dishwashers, washing machines, dryers, freezers, microwaves, toaster ovens, dehumidifiers, lamps, leaf blowers (any large or small appliance or electronic item) METAL, MISCELLANEOUS SCRAP Metal lawn furniture, metal cabinets, grills, metal swing sets, sheds, basketball poles, lawn mowers, bicycles, tools, pots & pans, metal garbage cans, copper or metal pipes to Recycling Center or call CARPET, AREA RUGS & PADDING All Rugs must be brought to the Recycling Center. No wet carpet will be Accepted at the Center. UNUSED MEDICINES & PRESCRIPTION DRUGS The Hawthorne Police Department has a Safe & Secured Drop Box for any unused & expired medications. The drop box is located in the Municipal Building by the Police Dept. Dispatch Center. Accepted in the drop box are the following: solid pharmaceuticals, such as pills, capsules, patches, inhalers & pet medication. No syringes or liquids. Residents can drop off these kinds of items anytime: 7 days a week/ 24 hours a day. 14

15 HAWTHORNE COMMUNITY CALENDAR Vegetative and Yard Waste Vegetative waste collection at the curb begins April 3 and ends October 26 (once a week pick up on your yard waste day). In November and December there is leaf collection (bagged at curb) on your yard waste day. For Leaf pick up on the street; please consult the New Leaf Schedule for your weeks (see page 17 in this calendar for the leaf schedule). Leaf bags are available April Oct. at Recycling Center 3 / $1.00 With the exception of Christmas tree recycling in January, there is no vegetative waste collection in January, February, and March. Curbside Collection All yard waste, including grass clippings, leaves (seasonal), twigs, shrub trimmings, and tree branches up to two (2) inches in diameter and up to four (4) feet long can be left at curb, bagged, bundled or placed in containers (maximum size 32 gallons). * Plastic bags are prohibited for vegetative waste. * Each residence is limited to six (6) bags, bundles or containers per pick up. DROP OFF at Recycling Center You may bring yard waste (NO GRASS) to the Recycling Center during regular hours: Monday through Saturday 9 am to 4 pm, Sunday 11 am to 3 pm NO GRASS ACCEPTED! MULCH COMPOSTING : Is available to residents Free of Charge & can be picked up at the Recycling Center during the Centers regular business hours Sunday thru Saturday. Compost material is generated by the town & residents who bring leaf & yard waste to the center. Composting Is Natures Way of Recycling Material. Shade Tree Commission & Borough Trees DON T CUT, CALL The Hawthorne Shade Tree Commission (HSTC), created under Borough Ordinance 45-33, is our official Borough organization for the health and management of Borough trees. Each year the HSTC plants shade trees throughout the Borough. If you would like to request a tree to be planted in the Borough right-of-way at your property or have any other concerns regarding trees, please call the Shade Tree message line at , ext. 219 or online /shadetree.cfm. The Borough s right-of-way is generally a 10-foot strip that extends from the edge of the street onto a property. If a tree is partially or totally within this rightof-way, the tree belongs to and is maintained by the Borough. Trees in the Borough right-of-way may NOT be damaged, trimmed, have roots cut, altered or items placed on them in ANY way. They may NOT be removed without first receiving permission from the HSTC. Borough Ordinance Chapter 491. Work being done on property that may affect or impact a Borough tree requires that the HSTC and/or designated Borough officials review the scope of the work PRIOR to work commencing at the property. Types of work that typically impacts Borough trees and requires review may be as follows: 1. Sidewalk repair or replacement 4. Driveway work 2. Building foundation or site work 5. Potable water (drinking water) line work 3. Sewer (wastewater) line work 6. Roadway work CHRISTMAS TREE RECYCLING Christmas trees and wreaths will be recycled on your regular yard waste day during January. After January 31, trees can be brought to the Recycling Center. Place trees and holiday greens at the curb as follows: Remove garland, tinsel, lights, decorations, and tree stand. Remove wire used to secure tree, wreaths, and greens If a tree disposal bag is used, remove the bag from tree when disposing at curb and throw the bag in the garbage. 15

17 BOROUGH OF HAWTHORNE NEW *2018 *LEAF SCHEDULE For safety and efficiency, we encourage residents to use brown paper leaf bags or barrels instead of raking leaves into the streets The Borough will provide three (3) ways for RESIDENTS to dispose of leaves: 17 1) Bag your leaves for weekly collection on your yard waste day. Starting Tuesday, November 6th you may put your leaves to the curb on your regular yard waste collection day in six (6) barrels or (6) brown paper bags. No plastic bags will be allowed. - and / or - 2) Bring your leaves to the Recycling Center. The center is open from 8:30am until 4:00pm, Monday through Saturday and from 11:00am until 3:00pm on Sunday. - and / or - 3) Rake your leaves to the curb per the following DPW Schedule below: Not Closer than 15 Feet to any Storm Drain Leaves can be raked to the curb a week before your scheduled date. The leaf collection schedule can change due to weather conditions, equipment breakdown and emergencies. (N.J.A.C. 5:70-2.3) The Borough of Hawthorne requires a Continued Certificate of Compliance inspection of all properties PRIOR to sale or transfer of ownership. In addition, the Borough requires all rental premises or units used for dwelling purposes, except owner-occupied premises, with not more than two rental units to be registered with the Municipal Clerk s office. WHAT THIS MEANS: Sale or Transfer of Ownership Prior to the sale or transfer of ownership of any property, a Certificate of Continued Compliance and Smoke Detector Compliance must be obtained. This requires a physical inspection of the property. This application is available through the building department at Borough Hall. Change of Tenancy Prior to a change of tenancy (renter) a Certificate of Smoke Detector Compliance must be obtained for all rental units (apartments). This application is also available through the Building Department at Borough Hall. A physical inspection is not required for rental units, but the owner or agent must present a notarized application stating that all required smoke detectors are in place and working.
