Richard F. Ali, Chairman, called the meeting to order at 6:30 p.m. Maryann Brown called the roll. Members Present: Members Absent: Staff Present: Guests: Richard F. Chairman asked Susan Sganga to sit on the dais to fill in for James Kerr who arrived late. ITEM 2. Conflicts of Interest. There were no conflicts of interest other than 203 S. Church Street. ITEM 3: Approval of Minutes. Chairman asked the Board if there were any questions, additions or deletions to the minutes of the November 19, 2018 meeting. He called for a motion to adopt the minutes of the meeting. Motion: Second: Action: Michael McCarver moved to approve the minutes of the November 19, 2018 meeting. 4 ITEM 4: COA # Certificate of Appropriateness The Historic District Commission is requested to consider a Certificate of Appropriateness request from David Murza for approval of previously installing a wood railing on the porches and replacing a wood 2 over 2 window with a metal exterior 1 over 1 window. Also, approval to install a new concrete patio with a 12 x 12 pergola in the rear yard, as well as the installation of a new concrete driveway and walkways leading to the porches from the driveway at the property located at 500 S. Church Street (Tax ID # ) Tabled from November 19, 2018 Meeting Chairman asked any parties offering testimony to come forward and be sworn. Keri Mendler and David Murza came forward to be sworn. Keri Mendler, Planner, introduced this item. She said tonight she is presenting an update on the COA request for 500 S. Church Street. She said this item was tabled at the November 19, 2018 Historic District meeting in order to allow staff time to determine what the minimum railing height would be in order to meet the building code. She said at this time she will introduce the findings: 1. The subject property located at 500 S. Church Street is owned by Southern Interior Design Corp. and is zoned R-10 (Residential-Low Density) (Exhibit 1,2) 2. The property is located in the South Monroe Historic District. (Exhibit 3) 3. Staff presented this item at the November 19, 2018 meeting. The Commission tabled the request in order to give staff time to determine what the minimum railing height would be in order to meet building code. Staff discussed this matter with the Chief Building Inspector, Tom Brown. The minimum railing height would be 36 inches in order to meet building code. The remaining items from this COA are still under consideration and they include installing a new concrete patio and pergola in the rear yard, replacing a wood 2 over 2 window with a metal exterior 1 over 1 window, installing a new driveway, and installing a walkway to provide access from the driveway to each porch. (Exhibit 4-9) Keri said staff has provided the appropriate guidelines and conclusions in the staff report. She said she would be happy to answer any questions and the applicant is here as well to answer any questions. Chairman said he had a question and some comments. He asked what is the height of the railing right now. Mr. Murza said 40 inches. Chairman said he was a little bit confused when we specifically tabled the COA at the last meeting and had it reflected in the minutes. He said still the driveway was poured and the pergola was put up when they were not approved. David Murza said everything was based on schedule, so since we had discussion with you and everything was kind of approved, besides the rail height, we thought that would be okay to do it and save some time. He said it would have been another three (3) weeks to do them. Chairman said to Mr. Murza that he has done good work in the City several times. He said this Commission is responsible and has to follow certain guidelines ourselves. He said we don t base our guidelines on times. He said if something is not approved it is not approved. 5 Chairman said going forward, if it wasn t specifically asked at the meeting and reflected in the minutes that none of that was approved, he could see some confusion. He said it was pretty clear that the projects were not approved. He said going forward if something is not approved, it is not approved. He said he understands there is a construction timeline. Mr. Murza said Keri took a couple of shots right after they did the pergola and driveway and she told them they could not do anything more at that site, so they did not. Chairman said if those things are not approved and he has to remove them, not only are you setting your time frame back even further, you are incurring a lot more expense. He said it is your benefit and our benefit to follow our state and federal guidelines. James Kerr said to Mr. Murza that at our last meeting we tabled this request. He said there is a history of doing work before getting approval. He said this is the fourth house in the calendar year. Megan Woazeah said to Mr. Murza that the standards that we hold you to are the same that we hold everyone else to that comes before this Commission. She said we need to make it equitable across the Board. Chairman said work that is not approved is not to be done until it is approved or denied. He said time frame schedule does not come into play. He said financial costs do not come into play. He said it is whether it is approved or not approved going forward. He said now we need to get back to the questions at hand. Chairman asked if there were any questions regarding the railing and the window. Keri said everything is still up for discussion. James Kerr asked about the metal framed window. Mr. Murza came forward and said the metal on the window is on the side and on the bottom. He said the sashes are wooden. He said the metal is over the top of the wood on the sides of the window. Jennifer said she lived in the Historic District for 34 years and Dale Loberger, the President of this Commission at the time, approved storm windows over wood windows that are typically metal to save heat that would go in and out of these windows. She said she did not think that this window is that much more different than storm windows. She did not see a problem with this herself. Discussion was held on the mix of windows in the house, some being 1 over 1 and some being 2 over 2. Michael McCarver asked Mr. Murza how many windows are on the front of the house. Mr. Murza said there are two sides since it is a corner house. He said from Church Street, there are four (4) windows. Chairman asked if there were any questions or comments regarding the railing. James Kerr asked Mr. Murza if he had any ideas of how to make the railing to look more like an Eastlake railing. He suggested to Mr. Murza to apply balusters on the front of his current modern day square pickets. He said some kind of wood, Eastlake design. He said you can get a template out of a catalog. He said this is his suggestion. Mr. Murza said the people who own the house really like the way the railing is now. He said this would be an easy fix because to cut it down to 36 inches is more headache and it would not cost them a lot of money. 6 Keri said she would need a sample if the Commission wants to do this and also that Mr. Murza knows what he is agreeing to. Chairman suggested putting in the motion that the alterations to the balustrade are an Eastlake design and that David Murza come up with his concept, run it by Keri, and if it s good she will approve. He said if she has any questions, she can confer with James. Keri asked if the Commission wanted the balustrade height the 36 inches required by building code because that was the issue at hand the first time. Chairman said right now it is 40 inches and Mr. Murza said he would make the alterations and leave the height as it is rather than cut it down. James Kerr said the horizontal alterations would visually bring it down in size. Philip Millward asked Mr. Murza if the driveway was going to be stained. Mr. Murza said no, it was going to stay as it is, a dark gray color. There were no questions about the pergola. Jennifer Smith said the pergola looked great. Chairman asked if there were any further questions. There were none. Chairman asked if there was a motion on the Findings of Fact. Motion: Second: Action: Jennifer Smith made a motion to accept the Findings of Fact for Certificate of Appropriateness # Megan Woazeah Approved. Chairman asked if there was a motion on the Certificate of Appropriateness as submitted. Motion: James Kerr made a motion to approve Certificate of Appropriateness # with the friendly amendment that the balustrade have applied Eastlake architecturalstyle moldings on the Church and Houston Street facades of the house, not to exceed the current 40 inches in height, and that everything else would be as requested. Second: Richard Ali Action: Approved. Jennifer Smith asked Mr. Murza about the architectural pieces over the original windows and if there would be any way to copy them to put over the two windows on the side. 7 ITEM 5: COA # Certificate of Appropriateness The Historic District Commission is requested to consider a request from Philip Millward for the property located at 203 S. Church Street (Tax ID # ). The applicant has requested approval for the following projects: a. Convert the existing enclosed rear laundry area into a deck/porch; b. Replace windows in the existing laundry area with original 6 1 over 1 wood windows; c. Replace windows at the right front of the home to create a breakfast/sunroom; d. Install a wooden handrail on the front porch steps and a wood balustrade on the porch roof as depicted in the Sweet Union book; e. Replace the front porch columns as necessary with fiber glass columns; f. Add an asphalt or stained concrete driveway on the right side of the home; and g. Install a gazebo in the rear yard. Philip Millward recused himself from this request. Alternate Susan Sganga was asked to sit on the dais and fill in for Philip Millward during this request. Chairman asked any parties offering testimony to come forward and be sworn. Keri Mendler and Philip Millward came forward to be sworn. Keri Mendler, Planner, introduced this item. She said tonight she is here to present a COA request for 203 S. Church Street. She said at this time she will introduce the findings: 1. The subject property located at 203 S. Church St. is owned by PM Home Solutions and is zoned R-10 (Residential-High Density). (Exhibit 1, 2) 2. The property is located in the South Monroe Historic District. (Exhibit 3) 3. On November 6, 2018, the applicant applied for a COA in order to request approval for the following projects: a. Convert the existing enclosed rear laundry area into a deck/porch; b. Replace windows in the existing laundry area with original 6 1 over 1 wood windows; c. Replace windows at the right front of the home to create a breakfast/sunroom; d. 8 Jennifer Smith asked Philip if the shutters were wood. Philip said no. Philip said he was going to take them off and paint the area to see what it looks like. James Kerr said the balcony will look nice. Jennifer Smith said the longer windows will look nice. Philip said he wanted to match the others even though he will lose space. Chairman asked if there were any further questions. There were none. Chairman asked if there was a motion on the Findings of Fact. ITEM 6: COA # Certificate of Appropriateness The Historic District Commission is requested to consider a request from Jimmy Karagounis to install a 36 hand rail around the porch and replace and expand the existing driveway with concrete at the property located at 522 Everette Street (Tax ID # ) Philip Millward returned to the dais. Susan Sganga returned to the audience. Chairman asked any parties offering testimony to come forward and be sworn. Keri Mendler and Jimmy Karagounis came forward to be sworn. Keri Mendler, Planner, introduced this item. She said tonight she is here to present a COA request for 522 Everette Street. She said at this time she will introduce the findings: 1. The subject property located at 522 Everette Street is owned by John Karagounis and is zoned R-10 (Residential-High Density). (Exhibit 1-2) 2. The property is located in the South Monroe Historic District. (Exhibit 3) 3. On November 28, 2018 the applicant applied for a COA to request approval to install a wooden 36 handrail on the front porch as well as replace and expand the existing driveway with concrete. 9 4. The proposed structure does meet the review criteria for a Certificate of Appropriateness according to Section of the Unified Development Ordinance. 5. James Kerr asked if John and Jimmy are the same person. Mr. Jimmy Karagounis said brothers. Mr. Kerr said do you live there. Mr. Karagounis said could not hear. Mr. Karagounis came forward to the microphone. Jennifer Smith asked about the railing. Mr. Karagounis said on one side of the house there is a drop so where they made the railings higher, the code says 36 inches, they are about 38 inches. He said in the front it is only 28 inches. He said code didn t state it needs to be 36 inches. He said the porch floor is not three (3) feet. He said he felt it looked better to be a little bit shorter. Chairman asked Keri if it was supposed to be a minimum of 36 inches for the height of a railing. She said she understands what Mr. Karagounis is talking about. She said it has to do with how far the bottom of a porch is to the actual ground. She said that is probably what Mr. Karagounis is referring to. Mr. Karagounis said that is what Mr. Brown told him. Keri asked Mr. Karagounis if he told Mr. Brown all the dimensions. Mr. Karagounis said he did and as soon as he went back to the house he measured it and he was told if it was above 28 inches a 36-inch railing was needed. Megan Woazeah said looking at the that Tom Brown sent, the last part states that guards are required along open sided walking surfaces that are located more than 30 measured vertically to grade or the floor below at any point within 36 horizontally to the edge of the open side. Mr. Karagounis said the drop is 28 inches and the railing is 28 inches. James Kerr asked Mr. Karagounis if there was a ghost line of any railings that were there before. Mr. Karagounis said he didn t see any. Keri said she looked in the Sweet Union book and she did not see any either. Megan Woazeah asked Mr. Karagounis where the driveway was to be located. Mr. Karagounis said it would be replaced in the same area and go up to the corner of the house to allow space for two (2) cars. Jennifer Smith asked if he was going to stain the driveway. Mr. Karagounis said yes. James Kerr asked Mr. Karagounis if the walkway was going to connect with the new driveway. Mr. Karagounis said it is not going to connect but it is going to come to the street. Chairman asked if there were any further questions. There were none. Chairman asked if there was a motion on the Certificate of Appropriateness. Motion: Second: Action: Jennifer Smith made a motion to approve the issuance of Certificate of Appropriateness # Michael McCarver Approved. ITEM 7: Other Keri said she passed around the Save the Date notice for the CLG Training on January 25, She said she needs at least two (2) people to attend so that it will count as our yearly training. She said it will probably be from 10:30 am to 4:30 pm with a lunch. Keri said the lunch will be on your own so that we get people in our Downtown. She said as far as renting a space, that will be the City s responsibility. James Kerr said in 2005 the City approved the Downtown Master Plan which had a very detailed list of items to be completed in the Downtown Business District and preservation of the contiguous residential areas. He said to his knowledge and observation, only the pocket parks have happened. He asked Keri if she or anyone in Planning have an update as to when they are going to start implementing the changes that were approved 13 years ago. He said it was very specific to roadways and the main changes were to get rid of the one-way streets. He said that was supposed to happen in Keri said she is not sure about any updates, but Brian Borne is the best person to reach out to for those questions. James Kerr asked Keri if he could give us an update or get someone from Streets, Planning or Budgeting. He said one street was a State Road but since then it is no longer a truck route or thru-way because it has been realigned to be M. L. King Jr. Blvd since they approved the Master Plan. Keri said she would talk to Brian. James said it would be important for everyone who lives Downtown to hear this because everyone complains about the one-way streets because they are ridiculous. He said any time you are riding through town after 10:00 pm and the lights being red is just stupid. James Kerr asked Keri to set something up and we can fill a room with Historic District residents that want to talk about traffic. Chairman asked if some of this would have been talked about at the meetings back in January and February when the Planning Board met with the Consultants. Keri said part of that was the Transportation Plan and Future Land Use Plan. She said for the Downtown Area and the Concord Avenue Area, which were both small area plans, and our Future Land Use Plan, we specifically called those out as Character Areas so that when people want to develop those areas, they go to those plans specifically so we aren t contradicting two (2) different plans or anything like that. She said she was sure the Transportation Plan included some of the Downtown stuff just because it was considered its own area. 11 Chairman asked Keri if we need to ask Brian about this or will she do that. Keri said she would talk to him. James asked if everybody was interested in this. He said the City spent hundreds of thousands of dollars on this Plan and spent a year going through it and approving it. He said the pocket parks areas are beautiful but as far as he can tell that is the only thing that has happened. Keri said she can talk to Brian. She said she does not know if it will be in a Historic District Meeting but James said he meant something where they might have people attending that live Downtown that want to hear this. Keri said she can talk to him. She said we might need to put you in touch with him too so you can get exactly what you want. Chairman asked Keri if there will be a conducted tour on January 25 th (CLG Training). Keri said she did not think there would be a tour. She said she will have the Historic District Walking Tour which includes some stops with descriptions, as well as a list of restaurants and shops. She said this will be yearly training so people from all over the State will be attending from other Commissions. Keri said staff has selected a Consultant for the guideline update so the contract is being worked on now. Hopefully, everything will remain on schedule and staff will get started in January. Chairman asked if there are any staff approved COAs that we would be interested in. Keri said there hasn t been a lot since the last meeting. She said she will send an update. Jennifer Smith asked Keri if she had any updates on the Center Theatre. Keri said she is not sure. She said she thinks they have submitted permits. Houston St. SUMMARY STATEMENT The Historic District Commission is requested to consider a Certificate of Appropriateness request from Chip Wardwell for the property located at 312 E. Houston Street. The applicant has requested approval for the following projects that have already been completed: a. The recent painting of the brick exterior; b. The recent enclosure of the metal columns with wood; c. The recent replacement of a metal handrail with a wood handrail; and d. The recent installation of a wood railing around the front stoop. The applicant is also requesting approval to replace the existing asphalt shingle roof with a metal roof, which has not be done. 13 RELEVANT DESIGN GUIDELINES Masonry, pg Retain and preserve masonry features that contribute to the overall historic character of a building and a site, including walls, foundations, roofing materials, chimneys, cornices, quoins, buttresses, piers, columns, lintels, arches, and sills. 2. Repaint previously painted masonry surfaces in colors that are appropriate to the historic material, building, and district. It is not appropriate to apply coatings or paint to unpainted masonry surfaces that were historically not coated. It does not appear this home has been painted in the past. 3. Removal of paint from masonry surfaces is not recommended unless the brick is of high quality and was intended to be exposed. Undertake removal only with a chemical paint remover specifically formulated for masonry. Always test the remover on an inconspicuous area or test panel first. Architectural Metals, pg Retain and preserve architectural metal features that contribute to the overall historic character of a building and a site, including such functional and decorative elements as roofing, flashing, cornices, hardware, casements windows, and fences. 2. Retain and preserve the finishes and colors of original architectural metals whenever possible. The metal columns on the front stoop were enclosed with wood. The metal handrail was also replaced with a wood handrail. 3. If replacement of a deteriorated detail or element of an architectural metal feature is necessary, replace only the deteriorated portion in kind rather than the entire feature. Match the original detail or element in design, dimension, texture, and material. Consider compatible substitute materials only if using the original material is not technically feasible. The metal columns on the front stoop were enclosed with wood. The metal handrail was also replaced with a wood handrail. Roofs, pg Retain and preserve the original roof shape, material, and forms that contribute to the historic character of the building. 2. Retain and preserve all architectural features which contribute to the historic character of the building such as chimneys, dormers, turrets, cupolas, balustrades, spires, and shingles. 3. If replacement of a historic roofing material or feature is necessary, replace only the deteriorated or missing element in kind to match the original in design, dimension, detail, color, and material. Consider compatible materials only if the original material is not technically feasible. The applicant is requesting to replace the asphalt shingle roof with a metal roof. 13

14 FINDINGS Staff offers the following Findings: 1. The subject property located at 312 E. Houston St. is owned by Jacqueline and William Wardwell and is zoned R-10 (Residential-High Density). (Exhibit 1, 2) 2. The property is located in the South Monroe Historic District. (Exhibit 3) 3. On November 28, 2018, staff was informed that this house recently had new porch railing installed. Staff investigated the matter and also determined the house had been painted and the metal columns had been replaced or boxed in. Staff sent a courtesy letter to the owners of the property on November 30 th and informed the owners they needed to apply for a COA for the work that had been done. (Exhibit 4) 4. On December 17, 2018, the property owners filed the Certificate of Appropriateness asking for approval of the following projects: a. The recent painting of the brick exterior; b. The recent enclosure of the metal columns with wood; c. The recent replacement of a metal handrail with a wood handrail; and d. The recent installation of a wood railing around the front stoop The applicant is also requesting approval to replace the existing asphalt shingle roof with a metal roof. (Exhibit 5-8) 5. The proposed structure does meet the review criteria for a Certificate of Appropriateness according to Section of the Unified Development Ordinance. 6. All adjacent property owners have been notified of the Certificate of Appropriateness request. (Exhibit 9) CONCLUSIONS The proposed project to paint the brick exterior, enclose the metal columns with wood, replace the metal handrail with wood, add a wood railing, and replacing the asphalt shingle roof with a metal roof at 312 E. Houston Street as presented (is/is not) congruous in concept according to the Masonry, Architectural Metals and Roof guidelines contained within the South Monroe Historic District Guidelines: Masonry, pg Retain and preserve masonry features that contribute to the overall historic character of a building and a site, including walls, foundations, roofing materials, chimneys, cornices, quoins, buttresses, piers, columns, lintels, arches, and sills. 2. Repaint previously painted masonry surfaces in colors that are appropriate to the historic 14
