Be it toll roads, airports, cities etc. The story keeps getting repeated. Is it that projections are kept conservative to give the concessionaire an unfair gain? Is it that our vision is too narrow or our system allows only for incremental improvement planning instead of transformational planning? Or, it is simply too short a planning horizon while the project financing may run into years, the project crosses peak capacity in just a few years creating dissatisfaction towards paying user fee for new infrastructure that apes the old one.
