1 S tzuminus Nuts uamaat Shqwaluwun BC FERRIES, FIRST PEOPLES CULTURAL COUNCIL AND STZ UMINUS FIRST NATION REVEAL COAST SALISH ARTWORK FOR SECOND SALISH CLASS VESSEL Victoria, BC B Since C Ferries, the First Peoples Cultural Council and Stz uminus First Nation revealed today the second of three Coast Salish artistic designs for BC Ferries new Salish Class vessels. Stz uminus First Nation s John Marston designed the artwork that will adorn the Salish Eagle. The artwork will also be displayed inside the vessel for customers to view along with a profile of the artist. Coast Salish artist John Marston s bold depiction of beautiful red eagles adorning the hull of the new vessel represents the strength and respect the eagle carries in First Nations culture. Marston s work is strongly influenced by his ancestors and their masterpieces. Last August the First Peoples Cultural Council issued a call for artists and Coast Salish artists were invited to submit their portfolios for consideration. From 37 expressions of interest, a jury of artist peers and BC Ferries representatives identified One Heart, One mind F.N. Coast Salish artist Marston says, Gliding along the Salish Sea, the Salish Eagle is shifting from our ancient roots into a time where our history is coming alive into the forefront of our modern society. The jury reviewed the design concepts with attention to artistic excellence, Coast Salish artistic style, ability to express the vessel names through artwork, ability to provide digital images for fabrication and ability to meet the project timeline. In addition to Marston being selected as one of the three artists, Darlene Gait from Esquimalt Nation was selected to design the artwork for the Salish Orca. Her design was unveiled in March. The third artistic design by Thomas Cannell from Musqueam for the Salish Raven will be shared publically in the coming months. The Salish Class ferries are currently under construction at Remontowa Shipbuilding S.A. in Gdansk, Poland. All three vessels will be in service for the summer of The Salish Orca will replace the Queen of Burnaby on the Comox Powell River route. The Salish Eagle will replace the Queen of Nanaimo on the Tsawwassen Southern Gulf Islands route. The Salish Raven will also provide service to the Southern Gulf Islands. Under contract to the Province of British Columbia, BC Ferries is the service provider responsible for the delivery of safe, efficient and dependable ferry service along coastal British Columbia. 2 About Hello Everyone! Please accept my heart-felt gratitude to be living, working, and learning in Stz uminus First Nation territories. I m filled with excitement for my new position as Stz uminus First Nation s Researcher. Some of you already know me because I ve had the pleasure of working in the community for the past two years on a cultural-mapping and digital-video project, spearheaded by Shirley Louie at the Recreation Centre and supported by Dr. Brian Thom (my Master s thesis supervisor) at the University of Victoria (UVic). I m currently completing my Master s in Anthropology at UVic. I love to organize information, film and edit video, create digital maps, and listen to and record peoples experiences and stories. I believe that digital technologies can be a powerful tool to support community-based research interests. Fall Plans This fall, Shirley and I look forward to sharing the digital map and videos we created (featuring beloved Elders and community members) with you through in-person presentations and online social media. You can look forward to watching educational, funny, and heart-felt stories about your territory, history, and culture, all of which have been approved to be public and are easily shareable online. We look forward to your comments and feedback! I ll also be documenting current activities to add to the research library, so if you see me around with a camera and a notebook, please don t hesitate to say hi and ask me what I m doing! 3 STZ UMINUS FIRST NATION Public Works Services Road Construction Work has Started To: Subject: All Kulleet Bay, Shell Beach, Oyster Bay Residents and Staff Road Construction Work Date: September 23, 2016 Dear Community Member, Road rehabilitation work has begun! The schedule is still being ironed out and will be published soon. Work will be scheduled from September 19, 2016 through June 2017 and is highly weather dependent. The anticipated work sequence will be as follows: First- Tideview Loop Road- Ditching & preparation for Road Base Rock- Now till Mid-October. Loop Road will be open during construction, but there may be minor delays (Except for Emergency Vehicles) Kulleet Bay Hill Road reconstruction when started will require road shutdown and detour around on the loop road. (4 weeks Duration) may start as early as September 28, 2016 if we get approvals. Three gravel roads on IR #12 will be prepared. All other roads will be patched and repaired prior to re-surfacing with asphalt surface Community Center Parking lot work will likely be completed in the spring. Please Help Us: Very Important! Please stay out of the construction zones as much as possible using alternate routes Please Watch over the construction equipment and ask the kids to stay away Please Drive slowly through the construction zones to protect the flaggers and workers Please obey all signs during construction. 4 Road Funding Secured from the Canadian Government STZ UMINUS FIRST NATION Public Works Services The Government of Canada has awarded Stz uminus First Nation (SFN) about $1.4 million in funding for road rehabilitation and development purposes to be spent in the next two years. These funds came from the Building Fund Canada Program and will be administered by Indigenous and Northern Affairs Canada (INAC). This is somewhat of a rare funding opportunity because INAC has generally focused on water and sewer improvements, and has not funded many road projects in the past 10 years. The SFN project for this 2016 fiscal year (almost $1.1 million) includes: 1) Paving the emergency access on the Tideview Loop Road; 2) Overlay most of the existing paved roads in Shell Beach and Kulleet Bay, and 3) Hopefully pave two of the roads in Oyster Bay IR12. The 12-year old roads on IR13 are a thin (1.5 cm thick) chip seal pavement, and have dried out. The roads are deteriorating at a rapid rate, so these funds are a huge gift. We also hope to overlay the pavement in the Community Center parking lot, stripe parking spaces, and create safe bus circulation lanes in the parking lot. This chip seal pavement overlay will lengthen the life of the pavement for another 10 to 15 years in IR13. Annual maintenance and overlay monies will need to be saved, and future seal coat overlay projects will be required for various pieces of the road pavement each year in order to continue to water proof, and maintain our valuable roadways, and to preserve this valuable public works asset. Next year s project ($340,000) is to design a road at Squaw-Hay-One IR11 from Chemainus Road, and build a railroad grade crossing across the Island Corridor Rail tracks, easterly towards the traditional fishing village near the water, and will open the land-locked 75% of Squaw-Hay-One. Due to the funding limits, the entire road may not get built here, but the access across the tracks is the biggest hurdle in this effort. Additional planning by Chief and Council, and SFN Land Management will be required to: 1) determine the best alignment; 2) develop a plan for the easterly ¾ of this land, and 3) ensure protection to the traditional village site A Trans Canada Highway Ladysmith, BC V9G 1M5 Ph Fax
