2 INTRODUCTION Windsor Park Nordic Centre is home to the Cross Country Ski Association of Manitoba s programming, events and activities. As CCSAM celebrates over two decades of success at the centre, it has developed a Vision for Windsor Park Nordic Centre that builds on its success. Over the last several decades, considerable personnel and capital investment into the Windsor Park Nordic Centre have been made by CCSAM. Unfortunately, over the last several years CCSAM has been receiving short term leases from the City of Winnipeg, which has affected the association s vision for the future and at worst, jeopardizes the Cross Country Ski Association of Manitoba s viability. CCSAM and the City of Winnipeg are long term partners and it is the intention of this report to build upon this relationship to benefit all its stakeholders. CCSAM is confident that its vision for the future will be achieved. This report will: Provide the City of Winnipeg with a greater awareness of the impact of The Cross Country Ski Association of Manitoba and its home, the Windsor Park Nordic Centre. Provide the City of Winnipeg with an understanding of the CCSAM Vision for the Windsor Park Nordic Centre. Indicate how CCSAM can play a key role in the development of Windsor Park and its amenities. Capital campaign initiatives of CCSAM will be directed to development at Windsor Park. Form the basis for the proposed fifty year lease of Windsor Park with the City of Winnipeg and the Cross Country Ski Association of Manitoba. A long term lease is essential for future viability of the Cross Country Ski Association of Manitoba. 2 P a g e

3 CROSS COUNTRY SKI ASSOCIATION OF MANITOBA OUR PURPOSE, VALUES AND VISION WHO WE ARE OUR PURPOSE: The Cross Country Ski Association of Manitoba is the Provincial Sport Organization for cross country skiing in the province of Manitoba. CCSAM is a partner of Sport Manitoba, which governs sport in Manitoba, and Cross Country Canada, which governs cross country skiing in Canada. CCSAM is a volunteer-based organization that provides leadership and direction towards athletic excellence, individual achievement, and broad participation in the sport of cross country skiing. The CCSAM operates the Windsor Park Nordic Centre which is home for its programming and winter activities. VALUES: Beliefs and Guiding Principles Developing and supporting elite skiers and a competitive High Performance Ski Program. Providing quality leadership and professional management. Developing and promoting public awareness programs. Developing and promoting a healthy lifestyle. Creating and maintaining a strong sense of motivation and self-esteem through physical activity. Introducing and developing individual and team skills. Encouraging a sense of fair-play. Respecting the well-being and rights of all participants. Developing and promoting of broad-based ski programs for all Manitobans. Developing an active and growing club structure. Promoting and involvement in developing quality ski facilities. Vision: That Windsor Park Nordic Centre be recognized as the premier Canadian Urban Nordic Centre producing excellence in all its programming and development of high performance athletes. 3 P a g e

8 WHERE WE ARE NOW Current Situation: Windsor Park Nordic Centre is key to the viability of the Cross Country Ski Association of Manitoba and impacts on tens of thousands of its stakeholders. The number of skiers utilizing Windsor Park Nordic Centre has steadily increased with 2010 seeing record numbers. The demand is increasing and CCSAM is committed to servicing the Windsor Park Nordic Centre. The Windsor Park Nordic Centre has a tremendous impact on the quality of life in Winnipeg and Manitoba; wellness and fitness of its stakeholders; economic impact; and sport development of cross country skiing in Winnipeg and Manitoba. The Cross Country Ski Association of Manitoba wants to invest in the revitalization of Windsor Park. CCSAM has a vision for Windsor Park that would provide benefits yearround. Short term leases by the City of Winnipeg have not permitted the advancement of CCSAM s vision for the future and future capital investment into Windsor Park. The Cross Country Ski Association of Manitoba is committed to the development of the Windsor Park facilities that will also benefit the summer users of the facility. The Cross Country Ski Association of Manitoba is committed to investing both its human and capital resources into Windsor Park to benefit the facility year- round. The City of Winnipeg would benefit tremendously from the investment and would truly be a win-win relationship for all. CCSAM has a vision for Windsor Park that would benefit all stakeholders. To proceed with these investments the security of a long term lease from the City of Winnipeg is required. 8 P a g e

11 WINDSOR PARK NORDIC CENTRE PROPOSAL TO CITY OF WINNIPEG The partnership between the Cross Country Ski Association of Manitoba and the City of Winnipeg has produced successful results. Windsor Park Nordic Centre has grown and developed over decades producing positive and measurable impact. The Cross Country Ski Association of Manitoba is committed to the further development and growth of the Windsor Park Nordic Centre but requires a long term lease arrangement with the City of Winnipeg. The Cross Country Ski Association of Manitoba proposes the following partnership with the City of Winnipeg: 1. City of Winnipeg provide a fifty-year long term lease agreement with the Cross Country Ski Association of Manitoba for Windsor Park. The long term lease would enable the Cross Country Ski Association of Manitoba to invest in both the short and long term development of the Windsor Park Nordic Centre. 2. In return for the fifty-year long term lease from the City of Winnipeg, the Cross Country Ski Association of Manitoba will continue to manage the operations and invest both its capital and human resources into building Windsor Park Nordic Centre into a premier Urban Nordic Centre. The Cross Country Ski Association of Manitoba will fulfill the mutually agreed upon conditions of the lease agreement. 3. The Cross Country Ski Association of Manitoba wishes to build on the existing partnership with the City of Winnipeg. It is important that the Request for Proposal (RFP) being issued for the operation of Windsor Park in the summer not affect the Windsor Park Nordic Centre and its partnership with the City of Winnipeg. It is vital that the City of Winnipeg understand the impact decisions made on Windsor Park has on CCSAM s viability, future and success. CCSAM is committed to building on its relationship with the City of Winnipeg by sharing in the successes and its vision for the Windsor Park Nordic Centre the best urban ski centre in Canada. 11 P a g e
