2 Project Background The twinning partnership has been initiated and implemented by ECO-Asia through WaterLinks ECO-Asia provides grant for out of pocket expenses which include among others travel expenses, training expenses and other miscellaneous expenses associated with the program. The PBAPP and PDAM Tirta Musi partnership was for 18 months from Dec 2009 to Oct Partnership focused on NRW Management towards improving continuous water supply and increasing access to safe drinking water to the residents. Project Area PDAM Tirta Musi (PDAM) Palembang provides water supply to about 1.45 million residents. Drawing water from Musi River, the PDAM channels the raw water through six waterworks. Kota Palembang geographically is flat and majority of the population works and resides mainly in the city. Served and managed 141,652 connections, 6 water treatment plants, 7 customer service centres and workforce of 447 staff. Started undertaken major improvements and aim by 2012 to increase access to 95% of which currently nearly 95,000 customers have intermittent ( 8 16 hours/day) water supply. Overview of PDAM Tirta Musi Kota Palembang 2009 PDAM Tirta Musi provides water supply to about 1.45 million city residents Nearly 95,000 customers have intermittent (8-16 hrs/day) water NRW level : 42% No of customer connections : 83% level of service coverage Average water production cost : RM0.89 /m3 (US$0.29 / m3) Average selling price : RM1.05 / m3 (US$0.34 / m3) Length of transmission / distribution pipes : 2,429 km 2. Objectives of the Twinning Partnership To improve and enhance its services delivery and by 2012 aims to increase access to 95% by ensuring prime water supply in quality, quantity and continuity. Main Activities of the Twinning Partnership Hydraulic modeling for Pilot DMA covering system familiarization, field test, design plan, model building, model calibration etc; Geographical Information System (GIS) for Pilot DMA to facilitate analysis, monitoring and scheduling of ALC for NRW reduction; Asset Management identify and locating of positions of asset such as valves, pipelines, hydrants, air valve etc. Knowledge sharing on capacity building development and operating procedures i.e. SOPs and guidelines through training and distant consultation. 6 Challenges under the Twinning Partnership 1. Lack of enforcement on tackling illegal connections and water theft 2. The turn around time to repair leaks is slow due to administrative issues with local authority 3. Financial constraint to implement pipe replacement program/pipe rehabilitation 4. Substandard material and pipes crack PVC pipes, jammed/faulty meters 5. The piping network system is not properly plan which resulted in pressure problem, exposed communication pipes across the road, buried meters and data not being updated 6. Not having a dedicated team to identify leaks and manage NRW as well as not equip with a proper equipment & technology 7. 7 Lessons learned from the Twinning Partnership 1. The need of a comprehensive planning on the distribution network 2. The implementation of a robust and effective SOPs in metering, billing and collection 3. The importance of having a high availability data base on distribution network, pipe repairs & maintenance, pressures & flows and geographical information systems 4. The need to establish a performance management system based on competency model and a good reward scheme for the skilled personnel 5. Palembang Non Revenue Water was at 42% in 2009 of which was 37 million m3 valued at RM22.57m (USD$7.28m) against a revenue of RM29.76m (USD$9.6m) and a profit of RM8.06m (USD$2.6m) for the same year. 2. Successful Integrated Water Supply Management requires a holistic and realistic approach. 3. Achieving a target is important. Sustaining the achievement is equally important. 4. Applying the right technology and expertise at the right time is critical for success. 5. Institutionalize capacity building development towards Operational Excellence.
