3 Ironton-Russell Bridge Replacement Existing Ironton-Russell Bridge The Ironton-Russell Bridge is a 2,401-foot, two-lane truss structure. It was built by the Wisconsin Bridge Company for the Ironton-Russell Bridge Company and opened to traffic in 1922 as a toll bridge. In 1982, the State Bridge Commission transferred control of the bridge to ODOT. In 1999, a strain gage monitoring system was installed by the University of Cincinnati s Infrastructure Institute to calculate the level of stress on selected bridge members. In addition to annual inspections, the bridge has undergone several repair projects, as well as a rehabilitation in Under federal definitions, the bridge has been classified as structurally deficient and functionally obsolete. Although a bridge is classified as structurally deficient," it does not imply that it is unsafe.

4 Ironton-Russell Bridge Replacement Old to New: Inception & Design In 1999, ODOT undertook a replacement project study, which was furthered with four corridor options for the construction of a new bridge. By 2003 EIS completed Preferred alternative selected ROD issued The alignment to relocate the bridge from Second and Jefferson streets in downtown Ironton to the U.S. Route 23 viaduct, south of downtown Russell in Kentucky, was selected based on public opinion and following numerous meetings with the general public and local community leaders from both Ironton and Russell. Original cost estimate: $75-$80 million (2005) Final state s estimate: $99 million (2006) Original contract bid amount: $109 million (2006) Cost inflation at bid letting due to structure type, geometrics and materials. Bids were rejected and project was reviewed, evaluated for redesign. Redesign process began in late 2006, with consultants undertaking making changes to the structure type, working within the selected footprint and maximizing cost efficiency for construction of a new bridge.

7 Ironton-Russell Bridge Replacement Proposed Ironton-Russell Bridge Construction of a new Ironton-Russell Bridge is under way, with preliminary work beginning March Project sold January 2012; contract awarded to Brayman Construction Company for approximately $81.3 million, which is funded by ODOT s Major Bridge Program and ODOT s single, largest project to be awarded this year. Project will relocate the Ohio approach to Second & Jefferson Streets in downtown Ironton & the Kentucky approach to the U.S. 23 viaduct at Bellefonte Street, south of Russell. Interim completion (new bridge open to traffic) - Fall 2015; final completion (demolition of old bridge) - Summer 2016

8 Ironton-Russell Bridge Replacement New Ironton-Russell Bridge Two-lane, cable-stayed bridge; Two Delta-shaped towers, measuring approximately 300 feet from the top to the river; Eight cast-in-place, reinforced concrete piers: Tallest pier will be 80 feet Widest pier will be 60 feet One hundred twenty cables of varying size: 15 pairs each in the Ohio & Kentucky back spans 30 pairs in the main span Thus far, construction has consisted of: Clearing the banks of both state shores Drilling shafts for the Kentucky abutment Laying foundations for piers in Ohio

19 DISTRICT CONSTRUCTION PROGRAM ohio department of transportation ODOT District 9 will launch its largest construction season in district history. ODOT District 9 will award more than 90 projects through the calendar year. ODOT District 9 will boast a budget of nearly $167 million dollars through the first half of Fiscal Year ODOT District 9 will be home to the single largest project to be awarded in the state this year. Included in the 2012 construction season are: 35 Preservation 43 Maintenance 4 Safety 7 Enhancement 2 Facilities 1 Major New Bridge Replacement

25 Looking Ahead ohio department of transportation Chesapeake Bypass Phase 2 RIGHT OF WAY Total-take ROW acquisition under way with limited number of interested property owners. ROW acquisition will take approximately 16 to 18 months after ROW plans are completed. Current funding commitment of $4 million for design, with an additional $5 million in earmarks for total-take right of way. Estimated Cost: $94 million (includes preliminary engineering, right of way & construction). No timetable for construction.
