7 relevant experience BMD Constructions have developed a way of working that respects the operational needs of the Defence facilities and the personnel, which enables the delivery of the best possible outcome. RAAF Base Amberley - National Airfield Maintenance, QLD, $35m March December 2013 The RAAF Base Amberley is a Royal Australian Air Force base located eight kilometres southwest of Ipswich, and 50 kilometres southwest of Brisbane. The National Airfields Maintenance Works involved the upgrading and renewal of existing runways, taxiways and concrete aprons as well as significant works to replace airfield lighting systems. BMD successfully provided an enhanced water main to the area which included new fire hydrants to replace existing infrastructure at no extra cost. This enabled the works program to proceed faster than originally anticipated at tender stage. The unsuitable subgrade material was treated with lime and cement, removing the need for cement treated crushed rock, saving the client $300,000. A safety management initiative known as the WASP (Work Area Sign-on Point) was implemented to help manage site staff and visitors. BMD maintained effective working relationships with the client by adhering to contract time bars by establishing a register to identify due dates for all contract documents. RAAF Edinburgh HC1 Stages 1-4, Edinburgh SA, $38m September March 2013 The Royal Australian Air Force (RAAF) Base is an operational air base which accommodates two primary RAAF Groups: the Aerospace Operational Support Group and the Surveillance and Response Group. The civil works undertaken on the project incorporated a number of distinct elements including; two new ordnance loading aprons, new passive defence measures and infrastructure services upgrade. A key component included the construction of two 2,500m² concrete aircraft pavements using steel fibre reinforced concrete, which was a first for defence for aircraft pavements. BMD Constructions carried out two trial slabs and spent several months in planning and developing QA controls. Numerous refinements in the methodology and design were adopted to ensure a positive outcome, including changes to concrete mix design, water misting curing, addition of plasticiser on site and all night pours. BMD site staff built excellent relations with over 60 subcontractors, 40 suppliers and RAAF Base personnel, which enabled unprecedented access rights for BMD. The project achieved an excellent safety record with over 260,000 hours over nearly three years with zero LTI s. RAAF Amberley - National Airfield Maintenance Works, QLD RAAF Edinburgh HC1 Stages 1-4, SA
8 relevant experience Lavarack Barracks Civil Works Townsville, QLD, $44m RAAF Base Williams (Point Cook) Apron Upgrade, Point Cook, VIC, $2m March November 2009 Enhanced Land Force Stage 1 Townsville, QLD, $17m August March 2011 Lavarack Barracks is located in Townsville, North Queensland and is one of the Australian Defence Force s (ADF) key bases in North Australia. Over a number of years the base has undergone various major redevelopments to increase capacity and provide infrastructure in support of the ADF s local operations. Key deliverables included ground preparation for 71 new buildings, 77,500m² of pavements, services installations including 20 kilometres of communications and electrical services corridors and associated pits, storm water infrastructure, and hard and soft landscaping. BMD Constructions completed all works including services installations and cutovers without any downtime or interruption to base operations. The team successfully coordinated works in line with the master program, which involved complex integrations and handovers with numerous upstream and downstream contractors. The Royal Australian Air Force (RAAF) Base Williams comprises two bases 20 kilometres south west of Melbourne at Laverton and Point Cook on Port Phillip Bay. Point Cook is the oldest continuallyoperating military airfield in the world. The base is listed with the National Trust and houses the RAAF Museum. The apron upgrade largely involved the replacement of approximately 10,000m² of an existing bitumen apron with a millimeters lean mix blinding layer and 275 millimeters thick concrete apron. The project team worked closely with Defence Department representatives, formwork subcontractors and concrete suppliers to undertake after hours work as part of the accelerated programme. As part of the commitment to an ongoing working relationship with the Department of Defence, six BMD Constructions staff members undertook Rehbein Airport Consultants safety course and achieved accredited Airport Safety Officer status. The Marksmanship Training Range project was part of the Federal Government s $793 million Enhanced Land Force (ELF) initiative to increase facilities across a number of defence force sites. Located 50 kilometres west of Townsville, the work was undertaken at the Townsville Field Training Area, within the high range sector. BMD Constructions was engaged to construct a ten lane Type A Marksmanship Training Range including associated access road and services. The Marksmanship Training Range included a covered firing mound, waiting shelter, target storage and ammunition shelter, range control building target mounds, target systems, and all associated pathways, roads, carparking, services and ablutions. Leveraging off an established track record for performance, BMD Constructions was able to meet all project specific criteria including security, safety, environmental, cost and time parameters. 9 relevant experience Field Training Area - Air Weapons Range, Townsville, QLD, $4m October May st Aviation Regiment Robertson Barracks, Darwin, NT, $8m September December 2004 Beagle Bay Community Internal Roads & Services, Beagle Bay, WA, $3m Mamabulanjin Aboriginal Community and ATSIC Army Community Assistance Program July December 2002 BMD Constructions was awarded the contract to enhance the Townsville Field Training Area - Air Weapons Range Infrastructure. Located approximately 80 kilometres from Townsville, works were carried out within the live firing range training facility. Forming part of the Department s ongoing facility upgrade, BMD Constructions scope involved 18 kilometres of unsealed roads, 40 kilometres or fire access tracks and upgrading of creek crossings. Identified a number of alternatives during the construction phase that provided the client with significant cost and time savings. Increased productivity by creating a work camp at a nearby homestead which reduced travel time for site personnel and attributed to a reduced programme. Added value through a high level of involvement with scoping and design of the impact scoring system and camera tower locations. BMD Constructions was engaged to undertake the early works package which was tendered and awarded well before the completion of detailed documentation for the main $82 million building contract. While this strategy involved a higher risk for the client, the project manager assessed that BMD Constructions experience, resources and local knowledge mitigated and lowered this risk. The project team proposed and implemented redesign of the electrical reticulation system, reducing the number of substations and conduits, and lowering the client s construction and ongoing maintenance costs. Worked collaboratively with the client to incorporate ongoing scope changes. Local resources, both manpower and equipment were engaged where possible. Winner of the Master Builders Australia National Civil/Infrastructure Award 2005 $5 million to $10 million. Part of the Dampier Peninsula, the Beagle Bay Community is located 120 kilometres north of Broome, Western Australia. BMD Constructions was contracted to upgrade existing roads and services in an effort to resolve current issues and provide better amenities and access. To alleviate erosion, dust and flooding problems and provide better access and additional housing allotments, BMD Constructions upgraded three kilometres of internal community roads, 2.7 kilometres of external roads, and drainage, water, sewer and electrical services. BMD Constructions put forward an alternative sewerage system design that resulted in the installation of a package pump station and rising main system upgrade connection. The initiative resulted in all properties being connected rather than only part of the community, which was the original target outcome. The project team meet all commercial targets and the contract achieved an outstanding outcome.
