Lambert-St. Louis International Airport Master Plan & 14 CFR Part 150 Noise Compatibility Plan Update FIRST PUBLIC WORKSHOP February 12 th 2009
Why prepare a Master Plan Update Now? Last full Master Plan was completed 15 years ago Significant changes have occurred Reassess airport planning issues based on current conditions Need to assess airport facilities, focusing on: Passenger Terminals condition, operations & costs Air Cargo facilities, operations & opportunities Parking Facilities Airport Support Facilities Identify lands that can be devoted to Collateral Development
Example Factors Influencing Airport Activity Airline bankruptcies, acquisition and mergers Aviation fuel costs and oil market fluctuations Open Skies agreements Changing airline business models Changing aircraft types and airline fleet mix domestically Reductions locally and nationally of airline capacity Airline hub strategies Focus on cost control and revenue stability Rapid expansion of low cost/low fare airlines. Local and national economic & business conditions. This is not the first time the industry has been challenged
Key Focus of Plan Terminal Facilities Analyze long-term terminal facility needs and options focusing primarily on the Main Terminal complex. Is there a point that ongoing investment in Main Terminal facilities no longer makes economic sense? Main Terminal began construction in mid-1950 s and has been added onto over the past 50 years. Factors for consideration include: Condition/life expectancy of major building systems Issues of Functional & Operational Obsolescence Structural condition/life expectancy of building/roadways Energy efficiency of facilities & cost/ability to retrofit Level of Service (LOS) factors Access and Support Functions Impact to airport rates & charges structure Benefit-Cost factors
Potential Land Development Market Focus Link to other regional and community economic initiatives Regional Commerce and Growth Association identified 5 key industry clusters as potential regional targets: - Plant and Medical Sciences - Advanced Manufacturing - Information Technology - Financial Services - Transportation and Distribution Partner with Airport Neighbors to maximize opportunities and benefits for North County, the Region and the Airport Coordinate with local planning efforts and zoning requirements Define realistic highest and best use (aviation and non-aviation) of undeveloped or under-developed airport property Identify development strategies, incentives, and approach
Potential Collateral Development Areas
Coordinated Master Planning and Part 150 Process Stakeholder, Community & Public Coordination Master Plan Inventory Update Capacity & Facility Requirements Develop / Evaluate Alternatives Select / Evaluate Master Plan Master Plan Report / ALP Exhibit A Scoping & Strategy Sessions Fleet Mix and Baseline Operations Collateral Land Use Options Financial Feasibility Part 150 Data Collection Existing & Future Noise Exposure Noise and Land Use Alternatives NCP Part 150 Report Stakeholder, Community & Public Coordination
Why is Lambert Conducting a Part 150 Study Now? FAA recommends updating a Noise Compatibility Program every five years or when operating conditions change Lambert has experienced several operational changes: ー There has been a reduction in aircraft operations ー The aircraft fleet mix has change (increase in regional jets) ー Opening of operations on Runway To identify potential noise impacts of recommendations of the concurrent Master Plan Update Study Re-evaluate the need and effectiveness of previously approved mitigation measures
How Noise Contours are Generated Noise Contours are developed using the FAA s Integrated Noise Model (INM) Output Noise Contours Tabular Reports Grid Point Analysis
Essential Elements of a Part 150 Study Noise Exposure Maps (NEM): ー Description of the noise levels for existing and future conditions Future condition accounts for changes (physical or operational) that may effect on noise levels around the airport Noise Compatibility Program (NCP): ー Recommendations for reducing, minimizing and/or mitigating aircraft noise and land use conflicts Noise Abatement Techniques Land Use Management/Mitigation Program Management Measures Public Involvement: ー Public Workshops ー Advisory Committees
Noise Compatibility Plan Study Process
Project Study Area
Public Outreach Activities Conduct an open and publicly visible planning process using a variety of coordination and public information approaches Continue briefings of local, county and state elected officials Conduct four (4) additional open forum workshops over the next 18 to 24 months Establishing a Community Planning Committee (CPC) comprised of local elected officials, or their designee Establishing a Technical Advisory Committee (TAC) that includes city and county planners Issue periodic press releases to the media.
