1 Single European Sky Awards 2016 Submission by the COOPANS Alliance 27 th January 2016 Draft vfinal Short description of the project (Required for website application) The COOPANS Alliance is an international partnership between the air navigation service providers of Austria (Austro Control), Croatia (Croatia Control), Denmark (Naviair), Ireland (Irish Aviation Authority) and Sweden (LFV), with Thales as the chosen industry supplier. COOPANS was established in April 2006 between the IAA, LFV and Naviair, with Austro Control joining in 2010, followed by Croatia Control in COOPANS is the leading example of industrial partnership in Europe. The COOPANS partners operate a fully harmonised, world class, safe and cost effective ATM system. The COOPANS Alliance capitalises on joint, innovative and harmonised system development between the COOPANS Alliance ANSP members. COOPANS has adopted a common managerial approach, whereby the five ANSPs act as one organisation with the same COOPANS ATM System from the supplier, Thales, with a focus on common success. This approach delivers a saving of approximately 30% of (large) capital expenditure for each member, which ultimately delivers lower costs for our airspace customers. At the same time, COOPANS has also increased airspace capacity in the region of 30% for each ANSP member. On three separate occasions in 2015, the same COOPANS software upgrade was successfully deployed across all 7 Area Control Centres (ACCs), from the 5 ANSPs within an extremely short timescale. On each occasion this deployment was achieved with no negative impact on operations (no capacity restrictions / no delays). We believe that no other ANSP partnership or alliance in Europe is close to achieving the level of cooperation, cost efficiency and system reliability that is demonstrated by COOPANS. COOPANS is therefore a worthy winner in the Single European Sky Award. 1

General Overview of COOPANS The COOPANS Alliance is an international partnership between the air navigation service providers of Austria (Austro Control), Croatia (Croatia Control), Denmark (Naviair), Ireland (Irish Aviation Authority) and Sweden (LFV), with Thales as the chosen industry supplier. COOPANS was established in April 2006 between the IAA, LFV and Naviair, with Austro Control joining in 2010, followed by Croatia Control in COOPANS has structured the development and deployment process around joint activities such as common specification, operational harmonisation, common validation, operational documentation, training materials and generic safety cases. Since 2014, COOPANS has succeeded in delivering a fully harmonised ATM system across the 5 partners, establishing a single unified ATM system that uses common software and harmonised maintenance processes and operational concepts. COOPANS thereby enables the partners to significantly cut their capital development costs through continuous upgrading of the ATM system. 2 COOPANS is the leading example of an industrial partnership in Europe. The COOPANS partners operate a fully harmonised, world class, safe and cost effective ATM system across all 7 Area Control Centres (ACCs) within the 5 ANSPs. The COOPANS Alliance capitalises on joint, innovative and harmonised system development between COOPANS Alliance ANSP members. COOPANS has adopted a common managerial approach, whereby the five ANSPs act as one organisation with the same COOPANS ATM System from the supplier, Thales, with a focus on common success to minimise costs for the ultimate benefit of airspace users. Through continuous upgrading the partners have ensured that COOPANS is the leading operational ATM system in Europe and have avoided very costly big bang ATM system migrations. This has been independently verified in a Value for Money report (2012) to achieve a saving of approximately 30% of (large) capital expenditure for each member, which ultimately delivers lower costs for our airspace customers. In addition to the major savings for the partners, COOPANS meets the EU s ambition to deliver major harmonisation of ATM systems in Europe. The member ANSPs of the COOPANS Alliance, working with the ATM and CNS industry, have established a transversal deployment team to efficiently roll out the SESAR ATM Master Plan, PCP Implementing Rule and SESAR Deployment Programme (COOPANS is a member of the SESAR Deployment Management Board).

3 COOPANS is ensuring lower cost for the airline customers and at the same time ensures 100% compliance with implementing rules and international standards to ensure a safe, cost efficient and world class modern ATM service. Upgrades are planned so as to avoid delays or adverse impact on airline customers. We believe that no other ANSP partnership or alliance in Europe is close to achieving the level of cooperation, cost efficiency and system reliability that is demonstrated by COOPANS. 2. Focus on 2015: COOPANS System Upgrades Commissioning Programme On three separate occasions in 2015, the same COOPANS software system upgrade was successfully deployed across all 7 Area Control Centres (ACCs), from the 5 ANSPs within an extremely short timescale. On each occasion, this deployment was achieved with no negative impact on operations (no capacity restrictions / no delays). Operational Aspects Leading Edge Technology The COOPANS system is in operation in 7 different ACC s (Copenhagen, Dublin, Malmo, Shannon, Stockholm, Vienna and Zagreb), proving its capability to operate in multiple complex environments, as follows: COOPANS 7 different ACC s Copenhagen, Dublin, Malmo, Shannon, Stockholm, Vienna, Zagreb Multiple complex environments Complex TMA Areas Large En Route Sectors Interface with Oceanic Airspace Multiple Runways Stripless Environments Remote Towers 3

4 The advanced ATM functionalities have benefited all partners leading to enhanced operational performance, enhanced safety, enhanced capability and increased capacity. Such advanced ATM functionalities include: Medium Term Conflict Detection (MTCD) Safety Nets (Short Term Conflict Alert STCA). Dynamic Sectorisation Automatic Dependent Surveillance Broadcast (ADS B) Advanced Arrival Management (AMAN) Controller pilot data link communications (CPDLC) Free Route Airspace (FRA) Monitoring Tools: Route Adherence (RAM) Cleared Level (CLAM) Segregated Airspace Probe (SAP) Additionally, all partners have harmonised on the same RADAR LAN infrastructure, integration validation and development platforms. The harmonised COOPANS ATM system fulfils the operational needs of the ANSPs by significantly increasing capacity (in the order of 30%) and the ability to handle increases in traffic without any delays. Controllers are working on a very stable basis, with the COOPANS system functioning consistently well. The COOPANS ATM system has also facilitated improvements in ANSP safety and environmental performance, e.g. as an enabler for Performance Based Navigation which allows more precise departure and arrival routes. 4. Preparing for the future Delivering the ATM Master Plan COOPANS is planning for the future and to ensure compliance with the ATM Masterplan. Future system functionalities for COOPANS include: jhmi Virtualised training Harmonised AMAN Cyber Security Free Route Extension Time based separation Flight Object Virtualised Ops Furthermore, COOPANS is working closely with DSNA, the French Air Navigation Service Provider another Thales user. COOPANS and DSNA are jointly committed to fulfilling SESAR objectives, and the CODACAS Programme ( Convergence Of Dsna And Coopans Atm Systems ) is assessing the opportunity to commission a common build of our ATM System from 2025 onwards. 4

5 5. SES 2016 Award Criteria: We believe that COOPANS meets all 10 of the SES award criteria, as illustrated in the following table: SES Award Criteria 1. Contribution to increasing capacity of ATM system 2. Contribution to increasing safety of ATM systems 3. Contribution to reducing ATM costs 4. Contribution to reducing the impact of air transport on the environment 5. Early implementation ("First mover") 6. Potential to be replicated over the ATM network COOPANS position As a result of advanced ATM functionalities (including Dynamic Sectorisation and Free Route Airspace) COOPANS has provided significant airspace capacity increases for each ANSP in the region of 30%. As a result of COOPANS; The capacity in Danish airspace has been improved by between 12% and 30% depending of the various sectors. Likewise, the capacity in Irish airspace has increased by 30%. Austrocontrol experienced an increase of performance by 25% when introducing the COOPANS system (When the Ukraine crisis started in July 2014, Austrocontrol faced an increase of traffic by 10 15% overnight, which they could handle without any delays thanks to the COOPANS system). The COOPANS ATM system includes a number of advanced safety functionalities, including; Controller pilot data link communications (CPDLC) Medium Term Conflict Detection (MTCD) Short Term Conflict Alert (STCA). Monitoring Tools: o Route Adherence (RAM) o Cleared Level (CLAM) o Segregated Airspace Probe (SAP) ATM systems are one of the largest capital costs required by an ANSP. Through the COOPANS harmonised approach the partners have managed to significantly reduce this overhead to the benefit of customers. The capital saving has been independently verified in a Value for Money report (2012) to achieve a saving of approximately 30% of (large) capital expenditure for each member. This in turn ultimately delivers the service at a lower cost for our airspace customers. The COOPANS ATM system has also facilitated improvements in ANSP safety and environmental performance, e.g. as an enabler for Performance Based Navigation which allows more precise departure and arrival routes. COOPANS is the first ANSP partnership in Europe to have successfully deployed a fully harmonised system across 7 Areas Control Centres within the 5 ANSPs. This is self evident on the basis that the same system can be replicated by any ANSP anywhere. 5

Promoting SES and SESAR beyond the Union s boundaries As well as leading edge technology, the joint management approach is highly innovative which has established a single unified ATM system that uses common software and harmonised maintenance processes and operational concepts. The COOPANS Alliance is an international partnership between the air navigation service providers of Austria (Austro Control), Croatia (Croatia Control), Denmark (Naviair), Ireland (Irish Aviation Authority) and Sweden (LFV), with Thales as the chosen industry supplier. COOPANS is also closely working with other Thales users such as DSNA. COOPANS has structured the development and deployment process around joint activities such such as common specification, operational harmonisation, common validation, operational documentation, training materials and generic safety cases. COOPANS meets the EU s ambition to deliver major harmonisation of ATM systems in Europe. The member ANSPs of the COOPANS Alliance, working with the ATM and CNS industry, has established a transversal deployment team to efficiently roll out the SESAR ATM Master Plan, PCP Implementing Rule and SESAR Deployment Programme (COOPANS is a member of the SESAR Deployment Management Board). The system could be replicated anywhere in the world. 6. Summary points: The COOPANS approach is summarised as follows: Leading example of an industrial partnership. Common managerial approach ANSPs act as one. Continuous system upgrades Avoid big bang to minimise risks. Common platform and harmonised deployment. Leading edge technology. Increasing capacity in the region of 30%. Lower cost for our airspace customers Value for Money by sharing costs (30% saving). Meeting Single European Sky and SESAR Deployment requirements was a landmark year in particular for COOPANS as the partners have proven that they are able to roll out an ATM system upgrade across 7 Area Control Centres from the 5 ANSPs within a 2 week timeframe, without any operational impact on customers (no capacity restrictions or delays). The partners operate a stable, reliable, cost efficient ATM system on a continuous basis. We believe that COOPANS meets all 10 of the SES Award criteria and that no other ANSP partnership or alliance in Europe is close to achieving this level of cooperation, cost efficiency and system reliability.
