2 EASA EASA is the training Directorate of Kenya Civil Aviation Authority (KCAA) Established on 87 acres of land; and 15 Km East of the city of Nairobi, about five minutes drive from the Jomo Kenyatta International Airport Founded in 1954 to provide training for Telegraphic and Teleprinter operators;

It was expanded in 1960 to carter for Engineering Technicians and Air Traffic Controllers In July 1963 the operations of EASA were entrusted to ICAO and later came under the umbrella of EAC together with EACAA, TCATC In 1982, the present modern school was built on an87-acre site EASA has the capability to train in all major specialized areas of civil aviation except pilot training.

6 PARTNERS AND COLLABORATIONS ISO 9001:2008 Is an ISO 9001:2008 Certified Institution, transitioning to ISO 9001:2015 Offers Aviation Management degrees courses in collaboration with Moi University TVET & KNEC Registered by the Ministry of Education as a TVET & is an examination center for KNEC technical examinations INCHEON AIRPORT AVIATION ACADEMY (IAAA)

7 BACKGROUND Aviation makes a significant contribution to the world economy through connectivity and job creation Though the aviation industry is important in integration of global economics, it is facing considerable challenges Empirical studies have adduced three key challenges; a) safety& Security concerns b) inadequate infrastructure c) lack of skilled human resource Low safety standards and deficit of human resource capacity can be addressed through focused aviation training In spite of the recognized important role training can play in addressing the challenges, Global Aviation training remains fragmented and underfunded.

8 THE EFFECT OF FRAGMENTED TRAINING Aviation training is costly due to the high cost of equipment and instructors This challenge is further compounded by fragmented training; many small ATOs with non standardized courses all over the place Resulting to few trainees per ATO more often below break even number and extremely high per capita training cost The challenge of regulation with mushrooming of colleges/ schools without CAA accreditation purporting to offer aviation training Resulting in poor quality aviation training That as a result compromise aviation safety in the region

9 THE DILEMMA Given the high cost of training equipment, the high fees by specialized aviation personnel and fickle demand, how will an aviation school/ academy offer quality training (that improves safety and security standards) at a reasonable cost? Cross subsidy from parent organizations especially in equipment acquisitions and infrastructural development ICAO- GAT support in ITP, CBT and STP Collaboration and Co-opetition

10 THE CONCEPT OF COLLABORATION AND COOPETITION COLLABORATION- Working together to achieve a common objective- quality aviation training that improves safety and security standards; Examples: Sharing of instructors and equipment, joint course development and standardization, credit transfers COOPETITION- a revolution mindset that combines competition and cooperation; compete on value proposition where the cooperating institutions have competencies while cooperating where they need synergy; Example: ATOs can run their respective courses yet at the same time share instructors

12 THE FUTURE? Common regional approach to aviation training where EASA, EACAA and TCATC work in collaboration to develop and implement focused training that enhance aviation safety in the region
