OBJECTIVE Establish alternative TS routes for entry/departure of aircraft to the Terminal rea of Quito and overflying aircraft using the airways sustained in Condorcocha VOR/ME (QIT) FREQ MHZ CH100X, when the latter is out of service. 2. GENERL ir Traffic Management in anticipation of this event has developed this "Contingency Plan - Condorcocha (QIT) VOR/ME navaid out of service" to mitigate the operational impact that will be generated in the period during which this navaid remains out of service. The Plan will also be executed by ir Traffic Units involved, when technical and operational reasons warrant its activation to maintain safety margins in the area of their responsibility. 3. FOREWOR Through this document, The irectorate General of Civil viation of Ecuador informs users and operators the procedure and considerations related to the operation in low visibility conditions (LVP) at Mariscal Sucre International irport of Quito (IMS). 2. PPLICTION 2.1 LVP procedure will be applied when: a) reported visibility is equal or less than 800m, b) the RVR TZ is equal or less than 550m. Of the two conditions whichever comes first. 2.2 In case of aircraft arriving to Quito, this procedure shall only apply for ILS CT I PRECISION PPROCH. 2.3 LVP procedure shall only apply to Rwy If visibility of RVR values are above the minimums to apply the LVP procedure, but the line of sight from the control tower does not display all or part of the movement area due to meteorological conditions, the LVP procedure will be activated and will proceed according to the provisions described therein. 3. GENERL CONSIERTIONS The LVP procedure designed for Mariscal Sucre International, includes the following operations: - Low Visibility Taxi and Take-off, - Low Visibility Landing Category I Information indicating the value of cloud ceiling is considered a secondary factor, which should only be reported to the crew and does not constitute a factor to cancel the approaches. 4. LVP PROCEURES 4.1 Starting LVP When reported visibility is 800m or RVR TZ is 550m, ir Traffic Services will initiate the LVP procedure through a general call on frequency MHz (Ground Control), with the following expression: "LOW VISIBILITY PROCEURE CTIVE" Starting of the LVP procedure will also be broadcast through the TIS (frequency Mhz), with the following message: "LOW VISIBILITY PROCEURE CTIVE". 4.2 LVP Cancellation The LVP procedure will be cancelled when: a) RRIVLS: Reported visibility is greater than 800m and remain stable or with an improving trend for a period of 5 minutes or more. b) EPRTURES: Reported RVR below 350m; in this case ir Traffic Services shall declare the airport below minimums. In any case, Ground Control, shall make a general call on frequency (121.9 MHz) to aircraft on ground, reporting the cancellation of the LVP, with the following expression: "LOW VISIBILITY PROCEURE CNCELLE UE TO (reason)". LVP PROCEURES (CONT) 4.3 LOW VISIBILITY LNING - RWY 36 The meteorological minimums for ILS CT I precision landings in LVP are: - VISIBILITY: 800m or; - RVR TZ: 550m. Once the start of LVP is declared, Quito pproach Control (119.7 MHz) shall ensure a minimum separation of 15 NM, between successive approaches to Rwy 36. No aircraft shall be authorized to take-off when other aircraft on approach to Rwy 36 have crossed VOR. If an aircraft executing a published precision approach procedure notifies that they have initiated the approach to Rwy 36 and RVR TZ reports a value below 550m, ir Traffic Service shall transmit this information immediately and the pilot should decide whether to continue the approach or initiate the published missed approach procedure. The change of frequency from Ground Control to erodrome Control(tower) shall be done at Rwy 36 holding point using the following phraseology: HOLING POINT RUNWY 36, HOL SHORT OF RUNWY, CONTCT QUITO TOWER ON Entry to Taxiway LPH for engine testing shall not be authorized while LVP is active. Entry to Taxiway LPH to move aircraft shall be executed under strict authorization of Ground Control. erodrome Control (tower) shall authorize the take-off of an aircraft using the following phraseology: WIN...RVR RUNWY 36 TOUCHOWN ZONE (distance in meters), [MIPOINT ZONE (distance in meters)], CLERE FOR TKE-OFF, REPORT IRBORNE. If RVR TZ reports a value below 350m during aircraft taxiing and before the take-off clearance, the ir Traffic Services shall transmit immediately this information to the crew and shall provide holding instructions or to return to the apron. 5. FLIGHT CREWS Flight Crews must: a) Refrain from crossing the stop bar light when red, until erodrome Control (tower) authorizes entering the runway and the visual confirmation that the stop bar lights are green. b) Immediately stop the aircraft and request additional instructions when receiving an ambiguous or confusing instruction. c) Request to the ir Traffic Control Service the assistance of a FOLLOW ME vehicle when the visibility conditions prevent from continued safe taxiing, there is disorientation or doubt regarding the position on the aerodrome. d) Maintain constant contact with the Control Tower when the aircraft is under the FOLLOW ME guidance. e) Notify the ir Traffic Control Service when: - The aircraft has entered the runway, - The aircraft has taken off or is airborne, - Missed approach procedure has been initiated, - Is on the ground after landing, - Vacated the runway and is at Taxiway LPH, - Lost visual contact with the FOLLOW ME vehicle, in which case they immediately stop taxiing and turn on all exterior lights, - Observe any irregular movement of a vehicle or aircraft in the maneuvering area, that in their view jeopardizes the development of operations. - There is a discrepancy between the RVR values reported by the Control Tower and the visual range taken from the cockpit, - lready at the apron. In the event that an aircraft or vehicle operating in the maneuvering area experience a communication failure, proceed as follows: - ircraft on ground: maintain position, turn on all exterior lights and wait for the arrival of a FOLLOW ME vehicle. - ircraft in the air: shall execute the missed approach procedure, if it has not received any prior TC instruction authorizing the landing. - Vehicles: maintain position and wait for the arrival of a FOLLOW ME vehicle. 6.2 ir Traffic Services Communications Failure. In the event of a failure of the communication frequencies of the TS Service, the communication failure procedure of the current Contingency Plan of Quito Control Tower shall be applied. The information about the alternate frequency to which the aircraft should communicate, shall be broadcast via the IMS* TIS system (118.9 MHz). In case of total communication failure of the ir Traffic Services, all operations will be cancelled, and coordinate with the aerodrome operator for assistance of aircraft transfer to the apron, if necessary. *IMS = Mariscal Sucre International irport. 7. SYSTEMS FILURE a) In the event of reported failure of all or any ILS system component, all precision landing operations shall be cancelled. b) In the event of reported failure of all ground lighting systems or runway edge lights, LVP procedure shall be cancelled. c) In the event of reported RVR TZ system failure, LVP procedure shall be cancelled. 8. CCIENTS OR INCIENTS T THE EROROME When an accident or incident occurs at the aerodrome, all operations shall be cancelled and proceed in accordance with the airport emergency plan.
