U.S. Next Generation Air Transportation System (NextGen) August 15, 2011 Bangkok, Thailand David S. Burkholder U.S.
The Current System is not Performing Adequately Even with economy issues, demand remains high in already congested markets Our current air traffic system does not utilize today s available technologies to: Maximize efficiency of airspace and aircraft movements Address aviation s environmental impact 2
If We Do Nothing Delays Increase * t (minutes) De elay per Fligh /1 11/1 12/1 1/1 2/1 3/1 4/1 5/1 6/1 7/1 8/1 9/1 Delays projected using Air Traffic Forecasts; constant weather; no capacity improvements 3
Next Generation Air Transportation System (NextGen) A system that is based on satellite navigation and control, digital non-voice communication and advanced networking, and a sharing of decision making between the ground and the cockpit. 4
NextGen is more than just a Single project It is the integration of many projects, concepts, and technologies. Program plan It is the integration of many program plans, some new and some ongoing, to deliver new service capabilities to meet increasing needs. New system It is the integration of new systems, new procedures, new aircraft performance capabilities, renewable fuels, new supporting infrastructure, and a new way to do business as the Air Transportation System. 5
NextGen is more than the FAA 6
Common Goals & Diverse Interests Improved Access Stakeholder Equity Return on Capital Industry/ Government Partnership NextGen Objectives Include Operational Efficiency Reduced Delay Noise Reduction Reduced Emissions Enhanced Safety Improved Flexibility Global Harmonization Improved Travel Experience 7

Global Harmonization Key to Seamless ATM Implementation Cooperation Coordinate Collaborate Harmonization Standards Technology Procedures Timeline/Deployment Interoperability Air Ground
Global NextGen Harmonization NextGen harmonization with global l counterparts is critical to enable worldwide seamless ATM Global Harmonization Partnerships: Europe SESAR Joint Undertaking (SJU) FAA/China NextGen Air Traffic Management Steering Group (NATMSG) FAA/Japan Future Air Traffic Systems Working Group (FATS) US/Canada/Mexico NextGen Trilateral Steering Group Asia and South Pacific Initiative to Reduce Emissions (ASPIRE) Atlantic Interoperability Initiative to Reduce Emissions (AIRE) Standards Procedures Safety Comm Operations NEX XTG EN 21
NextGen and SESAR Both U.S. and Europe share a common vision for change Each anticipates a long-term need to accommodate three times the growth in system capacity Both NextGen and SESAR: Are built on a similar foundation a performance-based airspace Envision improved treatment of the environment Target improved safety Involve a phased approach to implementation Are founded on a realization that success must include global harmonization
NextGen and SESAR Cooperation for Global Interoperability MoC 1 2??? FAA- SJU
Challenges to Global Harmonization It is critical that future ATM technologies be compatible and interoperable (Standards) Integration of new technologies, systems, procedures and concepts into domestic airspace (mixing new with old) Regional collaboration to coordinate modernization technologies and time lines (cross boundary and multilateral harmonization) Service Provider and Operator investment required to realize full benefits (Infrastructure and avionics) ICAO, CANSO and others must continue leadership role in promoting cross-regional harmonization (ICAO Block Upgrades) 24
