SAFDARJUNG AIRPORT, NEW DELHI TELEPHONE: FAX: Reference No.: Dated: AV.22024/25//2017-FSD 09 th Nov, 2017 OPERATIONAL CIRCULAR 10 OF 2017 Subject: Check lists for Training Captain Approval - Scheduled, Nonscheduled and General Aviation Operators Training Captains are approved for the purpose specified in Rule 41A and Schedule II of Aircraft Rules, CAR Section 7, Series I, Part I & Part II specifies the qualification, experience and training requirements to be eligible to become training captains of Scheduled Operators and CAR Section 7, Series I, Part III & Part IV specifies the qualification, experience and training requirements to be eligible to become training captains of Non-scheduled and GA Operators. Training captains perform various functions in accordance with the privileges confined to them under provision of CAR. All the Scheduled, Non-scheduled and General Aviation Operators shall submit the documents for approval of training captains i.e. Designated Examiner /Type Rated Instructor (Aircraft/Simulator)/ Synthetic Flight Instructor (SFI)/ Instructor/Examiner/Check Pilot along with applicable check list henceforth. No documents shall be processed for approval of training pilot without check list. 3 ANNEXURE-A CAR SECTION 7 SERIES I PART I Check List for EVALUATION of Designated Examiner (DE) Name of the nominee: Aircraft: Operator / Airline: Previous Instructor/Examiner authorization: Last date of exercise of privileges: CAR Requirement Para 4.3 Declaration of conflict of interest in the nominee resume. 5.1 Justification for nomination calculation on the number of DE s required. The operators shall also ensure and confirm that pilots recommended for appointment as DEs are of recognized integrity, free from prejudices and strong likes and dislikes and capable of recording fair assessments and shall be known for impartial conduct. They shall be capable of instilling high standard of discipline among the flight crew and shall have balanced attitude towards them. 5.2 Post Holder Training shall sign and forward the nomination for the DE. A resume of the candidate's background, qualifications and experience is required, and must include a summary of previous checking, training or supervisory experience. A candidate shall also declare, on his resume, conditions that could result in a conflict of interest. OR b. has functioned as an DE with the same/another operator for a minimum period of twelve months during the previous five years OR or for a pilot employed by the operator issued with FATA functioned as TRE with ICAO contracting state for a minimum period of 02 years during the previous 03 years 5.3.h Nil accident in last 3 years and Nil incidents in last 1 year. 5.3.i Not tested alcohol positive in pre/ post flight medical in the last 3 years. 5.4 Cleared by the DGCA Board. 5.5 Submission of records of training and checks. 5.5 Not failed DGCA Board viva in the last 3 months. 5.6 Retention of examiner status due to: a. Change of type with the same operator or - b. Change of operator with the same type or c. 8 Aircraft TrainingPhase I A.3.2 Adequate flying training to the satisfaction of instructor with the trainee Instructor Pilot occupying right hand seat and TRI occupying left hand seat acting as Pilot-under-Training. Minimum 3 take-offs and landings out of which at least one landing shall be with simulated one engine inoperative. This is to provide practice in handling the aircraft in normal, abnormal and emergency conditions from right hand seat and also to impart instructions and to take timely corrective actions. Note: Phase 1 above may be carried out in a simulator. A.3.3 Phase I (Aircraft Training) is not required if Phase I (Para 2.1) has been completed out in the preceding 3 months. Aircraft Training Phase II (a) Observe an Instructor conduct base training in an aeroplane, consisting of minimum 3 take offs and landings (b) Conduct under supervision of an Instructor base training in an aeroplane consisting of minimum 3 take offs and landings. A.4.1 The validity of Phase I training is 3 months within which Phase II must be completed. If more than 3 months have elapsed, then Phase I training must be repeated prior to commencing/resuming Phase II training. Line Training At least one SLF sector should be conducted by the trainee Instructor pilot under supervision of an Instructor. While seeking approval of DGCA, the Chief of Operations / Training shall furnish a statement showing compliance of the requirements of this CAR and satisfactory completion of the stipulated training in respect of each pilot and certify that the pilot is competent to exercise the privileges as provided in this CAR. The minimum training requirements are given in Annexure A. The operators shall submit complete training records in original to DGCA while seeking approval.

(ii) Should have obtained pilot-in-command rating on the type in the first attempt. (iii) Should have consistently shown satisfactory proficiency. (iv) Should not have failed in any of the proficiency checks on helicopter during the preceding two years. (v) Should have a flying record, free of any notifiable accident attributable to the pilot s proficiency in handling the type of helicopter for which approval is sought, should have accident free record during preceding 10 years on any type of account in airlines operations 2.4 Before recommending the names of the pilots for such approvals, the operator shall subject the pilots to a process of selection, suitability tests and requisite training on the type of helicopter. The minimum training requirements are given in Appendix A. The Pilot who fail in test should not be recommended for respective approval for the period of 2 years. 2.5 While seeking approval of DGCA, the Chief of Operations / Training shall furnish a statement showing compliance of the requirements of this CAR and satisfactory completion of the stipulated training in respect of each pilot and certify that the pilot is competent to exercise the privileges as provided in this CAR.
