4 1. Overview 1.1. General This document gives guidance on the organisation, tasks and responsibilities of examiners taking Skill Tests, Proficiency Checks and Assessment of competence (AoC) on behalf of FOCA. It describes the procedures related to tests/checks based on FCL legislation. This document does not cover EASA Air Operations Regulation requirements. However, general guidance is given in Annex 1. All persons authorised by FOCA as s shall adhere, in their duties and activities therein, to the applicable documents and guidance material such as EASA Part.FCL, FOCA Guide, official FOCA Forms, Work Instructions and all other necessary documentation in pursuance of their tasks. s shall keep in mind; when conducting Skill Tests, Proficiency Checks and Assessments of Competence, you are doing so in the interest of flight safety Objective The aim of this document is to support: a lean but highly efficient examiner system. the presence to our stakeholders and the aviation industry. the cooperation with our stakeholders and the aviation industry. a highly qualified examiner corps. a collegial and trustworthy relationship with our FOCA examiners. and improve examiner training by using feedback from the examiners. and introduce an electronic platform as a tool for the control and supervision of pilot Skill Tests, Proficiency Checks and Assessments of Competence (AoC). the harmonisation of examiner procedures for: o Balloons o Sailplanes o Single Pilot Aeroplanes SPA o Multi Pilot Aeroplanes MPA o Single Pilot Helicopters SPH o Multi Pilot Helicopters MPH 4/43 FOCA Flight, , Rev. 6

5 Method This work instruction provides guidance for standardised: planning/evaluation of examiner demand examiner assessments examiner initial training examiner refresher training senior examiner training examiner supervision and assessment of competence examiner duties senior examiner duties examination procedures 1.2. Oversight and Supervision of Skill Tests, Proficiency Checks and Assessments of Competence Notification and recording of examination details to enable oversight and supervision Introduction of an internet based control tool ( As all licence Skill Tests, Proficiency Checks and Assessments of Competence are conducted on behalf of the Authority, FOCA shall have the possibility to supervise this activity. To enable FOCA s obligation for oversight, notice of all Skill Tests, Proficiency Checks and Assessments of Competence shall be given at least 48 hours in advance on which is provided by SBFP. Tests, Checks and AoC s conducted within a Swiss AOC as part of the company examiner system shall be notified on a monthly basis. Exemptions may be granted by FOCA, SBFP only. 2. Evaluation 2.1. Proposal and nomination of s candidates may be proposed by Swiss training- and commercial organisations. SBFP shall then evaluate the demand for examiners on the requested class, type, licence level or other specific qualifications. The basic rule for evaluation shall be: FOCA shall have an adequate number of examiners to fulfil the Skill Test, Proficiency Check and Assessment of Competence tasks of Swiss licence/certificate holders. Under no circumstances shall the personal interests of an examiner candidate be taken into consideration during this evaluation. 5/43 FOCA Flight, , Rev. 6

6 2.2. Requirements s shall be proposed by an Organisation, either an Operator, an ATO or by FOCA directly, if there is a specific demand on a particular class or type of aircraft. The Organisation must operate the type of aircraft for the requested Authorisation. The supporting ATO shall be authorised to instruct on the class or type for which Authorisation is sought Candidate Assessment The assessment is to be conducted by FOCA and shall include: 1. Internal FOCA screening (e.g. feedback from SB Sections) 2. Language assessment, if an examiner candidate does not at least possess a LPR of ICAO level 5 (*). 3. Evaluation of the candidate s performance as instructor during a training session (**). instructional techniques 4. Personal interview with the examiner candidate taking into account: character loyalty and integrity trustworthiness personal appearance Written test on knowledge of EU-Basic Regulation 216/2008, Commission Regulation (EU) No 1178/2011 as amended 5. 7 3. Balloon 3.1. Notification of Exams for Balloon Pilots Prior notification of Tests, Checks and AoC s shall be given by the Balloon using the electronic tool which is provided by SBFP Exams for Balloon Pilots Tests, Checks or AoC s for Balloon Pilots shall be carried out by a Balloon. The Balloon shall be present in the balloon basket. 8 3.4. Balloon Balloon s are assigned to a designated Balloon by FOCA/SBFP. Balloon s normally report to the assigned Balloon. The second contact person for all Balloon issues shall be the FOCA/SBFP SPA Inspector. Balloon s are authorised to perform Tests, Checks and AoC s provided that notice for the relevant exam has been given to FOCA/SBFP, at least 48 hours in advance, using the electronic tool at which is provided by SBFP. Exemptions may only be granted by FOCA/SBFP. 9 4. Sailplane 4.1. Notification of Exams for Sailplane Pilots Prior notification of Tests, Checks and AoC s shall be given by the Sailplane using the electronic tool at which is provided by SBFP Tests, Checks and Assessments of Competence for Sailplane Pilots Tests, Checks or AoC s for Sailplane Pilots shall be carried out by a Sailplane on the sailplane. Sailplane s shall sit on the seat not normally occupied by the Pilot. This seat shall be equipped with full controls. Where the Sailplane is the PIC of the flight, he shall have the required valid rating Minimum Flight and Instruction Experience to become a Sailplane FE (S) for SPL and LAPL(S) (FCL.1005.FE (d)) Min 300 h Min 150 h flight instruction or 300 flights as FI Sailplane FE(S) for the extension of SPL privileges to commercial operations (FCL.1005.FE (d)(2)) Min 300 h Min 90 h flight instruction FIE (FCL.1010.FIE (d)) Min 500 h FII, hold a FE Sailplane Min 10 h or 30 flights as FII Sailplane or min 10 h or 30 take off instruction on a TMG as FII Sailplane 4.4. Sailplane Sailplane s are assigned to a designated Senior Sailplane. Sailplane s normally report to the assigned Senior. The second contact person for all Sailplane issues shall be the FOCA/SBFP SPA Inspector. Sailplane s are authorised to perform Tests, Checks and AoC s provided that notice of the relevant exam has been given to FOCA/SBFP, at least 48 hours in advance, using the electronic tool at which is provided by SBFP. Revalidation of Sailplane The FOCA/SBFP SPA Inspector, the FOCA assigned Senior Sailplane, or an Inspector FOCA/SB delegated by SBFP, shall conduct the assessment and make the decision to revalidate the Sailplane authorisation Organisation for the Supervision of Sailplane s Supervision shall be organised regionally. 11 5. Single Pilot Aeroplane SPA 5.1. Notification of Tests, Checks and Assessments of Competence for SPA Pilots Prior notification of Skill Tests, Proficiency Checks and AoC s shall be given by the SPA using the electronic tool at which is provided by SBFP Skill Tests, Proficiency Checks and AoC s for SPA Pilots Skill Tests and Proficiency Checks for SPA Pilots shall be carried out by an SPA on the aeroplane. The SPA shall sit on the right-hand Pilot seat (or, on the seat equipped with controls and not normally occupied by the Pilot). 13 5.4. SPA SPA s (FE, CRE, IRE, FIE) are assigned to a designated SP Senior ; they might also be assigned directly to the SP Inspector SPA s normally report to the assigned SP Senior. The alternative point of contact for all matters shall be the FOCA/SBFP SPA Inspector. SPA s are authorised to perform Skill Tests, Proficiency Checks and Assessments of Competence, provided that prior notification of the relevant test, check or AoC has been given to FOCA/SBFP, at least 48 hours in advance, by using the electronic tool at which is provided by SBFP. Exemptions may only be granted by FOCA/SBFP. SBFP may limit the total number of authorisations with regard to the number of s available for the respective class or type of aircraft. SPA s are supervised and periodically assessed by the assigned SP Senior Revalidation of SPA The assigned SPA Senior, the FOCA/SBFP SPA Inspector, or a FOCA/SB Inspector, delegated by SBFP, shall conduct the supervision and make the decision to revalidate the SPA authorisation Organisation for the Supervision of SPA s Supervision shall be organized regionally and in accordance with CR/TR. 14 6. Multi Pilot Aeroplane MPA General This work instruction provides detailed guidance regarding licensing matters, where the examiner acts on behalf of FOCA/SBFP. The mandatory items for an OPC in accordance with the requirements of Part.OPS are very similar to those of the LPC based on Part.FCL and it is common to combine the checks as an LPC/OPC. Further information for AOC-holders can be found in Annex Notification of Skill Tests, Proficiency Checks and Assessments of Competence for MPA Pilots in accordance with Part.FCL Notification of Skill Tests, Proficiency Checks and Assessments of Competence for Company MPA Pilots The Company Chief provides a list of planned Tests, Checks and AoC s to the MPA Flight Inspector SBFP on a monthly basis. Exeptions may be granted by FOCA/ SBFP only Notification of Skill Tests, Proficiency Checks and Assessments of Competence for Company MPA Pilots carried out by Independent or foreign s Prior notification of the exam shall be given by the, using the electronic tool which is provided by SBFP Skill Tests, Proficiency Checks and AoC s for MPA Pilots General MPA Skill Tests and Proficiency Checks shall be carried out by an MPA. s must have a valid Authorisation for the relevant type Skill Tests, Proficiency Checks and Assessments of Competence for MPA Pilots in the simulator Skill Tests, Proficiency Checks and Assessments of Competence shall be carried out in a simulator, if an approved simulator is available. The crew composition shall be as follows: Two Pilots are at the controls Both Pilots have the required type rating ( current or expired), or have completed the respective type training course. Furthermore: The TRE/SFE shall not normally be part of the crew. The TRE/SFE is allowed to log instructor time. 14/43 FOCA Flight, , Rev. 6

15 Skill Tests and Proficiency Checks for MPA Pilots on the aeroplane For aeroplane types where no approved simulator is available, Skill Tests and Proficiency Checks on the aeroplane require an approval from FOCA in accordance with Operations Directive OD-012E. The request for approval shall include: the reason why the examination cannot be conducted on a simulator. the date of the examination, as well as the location/airports and the registration of the aeroplane to be used. The crew composition shall be as follows: Two Pilots at the controls Both Pilots have the required type rating ( current or expired), or have completed the respective type training course. The other Pilot at the controls is a type rated TRI. Furthermore: The TRE shall not normally be part of the crew. If there is no TRI available, the TRE shall be in either Pilot s seat. The TRE is allowed to log both PIC time and TRI-instructor-time. The subsequent MPA Pilot Skill Test/Proficiency check must be carried out in a simulator, unless otherwise approved by FOCA Minimum Flight- and Instruction Experience for MPA s TRE (FCL.1010.TRE (a)) CPL or ATPL Min 1500 h MPA of which Min 500 h PIC TRI on type min 50 h flight instruction in the applicable type as TRI SFE (FCL.1010.SFE(a)) Hold or have held ATPL Min 1500 h MPA SFI on type min 50 h flight instruction in the applicable type as SFI Additional Types (AMC1 FCL.1015 (d) item 7) For a MPA type extension, conduct an Assessment of Competence with a FOCA inspector or an authorised Senior 15/43 FOCA Flight, , Rev. 6

16 6.4. MPA An MPA shall be proposed by an AOC-holder or ATO for the initial application and the revalidation Independent MPA s Independent MPA s are normally not limited to one single company. Independent MPA s report directly to the FOCA/SBFP MPA Inspector, or to the assigned Senior. Independent MPA s are authorised to perform Skill Tests, Proficiency Checks and Assessments of Competence for Type- and Instructor ratings, provided that prior notification of the relevant test, check or AoC has been given to FOCA/SBFP at least 48 hours in advance, by using the electronic tool at which is provided by SBFP. Exemptions may only be granted by FOCA/SBFP. Independent MPA TRE s and SFE s shall not take ATPL Skill Tests, unless delegated by SBFP. The request for ATPL Skill Tests shall be submitted in accordance with the guidelines of the FOCA Guide and the relevant checklist (available on the FOCA website). Independent MPA s shall send invoices to FOCA for Skill Tests, Proficiency Checks and Assessments of Competence only if conducted with Swiss licence holders Company MPA s General An examiner performing a combined LPC/OPC (license proficiency check in accordance with EASA Part.FCL - OPC in accordance with EASA Air Operations Regulation) shall take into account the different objectives. In respect of licensing matters, he acts on behalf of FOCA/SBFP. For all matters concerning EASA Air Operations Regulation, the Nominated Person Crew Training shall define specific standards and procedures in the respective OM-D. More information regarding OPC can be found in Annex 1. The activities of company MPA s may be limited to the company they are assigned to. Company MPA s report to the Company Chief (CCE). The second contact person for all matters is the FOCA/SBFP MPA Inspector. Company MPA s are entitled to conduct Proficiency Checks for Revalidation and Renewal of Type Ratings as well as Skill Tests for the initial issue and Instructor Assessments of Competence. Company MPA TRE s/sfe s shall not take ATPL Skill Tests, unless delegated by SBFP. Requests for ATPL Skill Tests shall be submitted by the Company Chief (CCE) or designated QC unit. All Company Skill Test, Proficiency Check and AoC forms shall be forwarded to the Company Chief or the designated quality control unit within the company. Company Skill Test, Proficiency Check and AoC forms shall not be sent directly to FOCA. Company MPA s shall not send invoices to FOCA for company examiner duties. FOCA shall in return, only invoice the company for the issue of the new licence. 16/43 FOCA Flight, , Rev. 6

17 Company Chief MPA A Company may designate a Company Chief who preferably holds an MPA Senior Authorisation. The Company Chief reports to the FOCA/SBFP MPA Inspector in all matters relevant to licensing. The Company Chief shall be the person in charge of his company s MPA Team. o He is the first point of contact for the Company s in respect of their duties. o He shall manage the activities of all his s. o He shall provide a list of planned Skill Tests and Proficiency Checks to the FOCA/SBFP MPA Inspector on a monthly basis. Exemptions may be granted by FOCA, SBFP only. o He shall check all the examination forms (including all the required attachments) either by himself or by establishing an examination form quality control system within the company. All examination forms shall be sent to FOCA through the Company Chief or the designated quality control unit. o He is responsible for the correct application of FCL requirements during all Tests/Checks and AoC s within his organisation. o He is the point of contact for any problems relating to Tests, Checks and AoC s discovered by the FOCA Quality Control division. o He is responsible for evaluating the need for new MPA s within the organisation. o He is in charge of preparing an candidate for the FOCA assessment. o He shall train and support his MPA candidates in order to pass the initial Assessment of Competence conducted by the FOCA/SBFP MPA Inspector, or a FOCA/SB Inspector delegated by SBFP. o He shall ensure that all of his Company s are able to conduct at least the minimum number of Skill Tests, Proficiency Checks or Assessments of Competence in order to fulfil the revalidation criteria. o He shall coordinate the administration of MPA Authorisations for initial issue, revalidation and renewal (if required). o He shall ensure that the required Assessments of Competence of his MPA s are carried out by himself or by a Senior of the company. o He is responsible for ensuring that his s attend the refresher course in due time. o He shall select and nominate Senior s to FOCA if he needs assistance in supervising his Company s. FOCA shall verify this nomination. o He is responsible for reporting any changes affecting the status of Company s, such as: contact details (address), medical problems - particularly those affecting, or likely to affect, the capacity of the examiner to continue in his duties, retirement, loss of ratings, leaving the company, etc. 17/43 FOCA Flight, , Rev. 6

Revalidation of MPA Revalidation of Independent MPA The FOCA/SBFP MPA Inspector, a FOCA/SB MPA Inspector or a Senior delegated by SBFP shall conduct the Assessment of Competence Revalidation of Company MPA The Company Chief or a Company Senior delegated by the CCE shall conduct the Assessment of Competence Organisation for the Supervision of MPA s Organisation for the Supervision (AoC s) of Independent MPA s The Assessments of Competence shall be organised directly by the FOCA/SBFP MPA Inspector, by a delegated FOCA/SB MPA Inspector, or assigned MPA Senior. Notification of Tests, Checks and Assessments of Competence for SPH Pilots Prior notification of Skill Tests, Proficiency Checks and AoC s shall be given by the SPH using the electronic tool at which is provided by SBFP Skill Tests, Proficiency Checks and AoC s for SPH Pilots Skill Tests and Proficiency Checks for SPH Pilots shall be carried out by an SPH on the helicopter. The SPH shall sit on the left-hand Pilot seat (or, on the seat equipped with controls and not normally occupied by the Pilot). He shall ensure that all of his Company s are able to conduct at least the minimum number of Skill Tests, Proficiency Checks or Assessments of Competence in order to fulfil the revalidation criteria. He shall coordinate the administration of SPH Authorisations for initial issue, revalidation and renewal (if required). He shall ensure that the required Assessments of Competence of his SPH s are carried out by himself or by a Senior of the company. He is responsible for ensuring that his s attend the refresher course in due time. He shall select and nominate Senior s to FOCA if he needs assistance in supervising his Company s. FOCA shall verify this nomination. 24 8. Multi Pilot Helicopter MPH General This work instruction provides detailed guidance regarding licensing matters, where the examiner acts on behalf of FOCA/SBFP. The mandatory items for an OPC in accordance with the requirements of Part.OPS are very similar to those of the LPC based on Part.FCL and it is common to combine the checks as an LPC/OPC. 25 Skill Tests and Proficiency Checks for MPH Pilots on the helicopter For helicopter types where no approved simulator is available, Skill Tests and Proficiency Checks on the helicopter require an approval from FOCA in accordance with Operations Directive OD-012E. The request for approval shall include: the reason why the examination cannot be conducted on a simulator. the date of the examination, as well as the location/airports and the registration of the helicopter to be used. The crew composition shall be as follows: Two Pilots at the controls Both Pilots have the required type rating (current or expired), or have completed the respective type training course. The other Pilot at the controls is a type rated TRI. Furthermore: The TRE shall not normally be part of the crew. If there is no TRI available, the TRE shall be in either Pilot s seat. The TRE is allowed to log both PIC time and TRI-instructor-time. Independent MPH s are authorised to perform Skill Tests, Proficiency Checks and Assessments of Competence for Type- and Instructor ratings, provided that prior notification of the relevant test, check or AoC has been given to FOCA/SBFP at least 48 hours in advance, by using the electronic tool at which is provided by SBFP. Exemptions may only be granted by FOCA/SBFP. Independent MPH TRE s and SFE s shall not take ATPL Skill Tests, unless delegated by SBFP. The request for ATPL Skill Tests shall be submitted in accordance with the guidelines of the FOCA Guide and the relevant checklist (available on the FOCA website).
