1 Santa Monica Airport (KSMO) Noise Abatement Procedure Sep 11, 06 Origin: Field Status: Closed Classification: Operation REASON Santa Monica airport (KSMO) has a "Fly Neighborly Program" which aims at limiting the airport access to aircraft able to comply with the specific airport noise requirements. Aircraft noise level should not exceed 95 dba at noise monitor sites located 1,500 feet from each end of the runway. As of today, neither the use of the "Reduced thrust take-off" procedure (on non EASy aircraft) nor compliance with AFM "NOISE" section allow Falcon aircraft to comply with KSMO noise requirements. The aim of this FSA is to provide a take-off and landing procedure that should help Falcon operators complying with KSMO noise requirements. The procedures described in this document were developed for use in VFR conditions. They are not recommended to be used during instrument meteorological conditions (IMC) OR when other prevailing conditions make them unsuitable for the safe operation of the airplane. In addition, they should not be used if such techniques conflict with ATC instructions or their use would otherwise conflict with safe separation from other aircraft. The decision to use these techniques shall rest solely with the Pilot-In-Command of the airplane in question. The procedure: was designed to give the operator an option to depart KSMO with the maximum fuel/passenger weight to accomplish its mission and remain below the KSMO noise limit. It is consistent with both safety and passenger comfort. 607P 1/5

2 should never supersede or replace the approved airplane flight manual, ATC instructions nor interfere with pilot decisions concerning safety of flight, must be cancelled in case of an engine failure, does not guarantee that a noise violation will never occur. FOLLOW UP / TECHNICAL FINDINGS Applicable procedure: Take-off Maximum take-off weight: Airplane F900EX F2000EX F50/50EX F900A F900B/C F2000 model /EASy/DX /EASy MTOW 33,500 lb 38,000 lb 41,000 lb 42,000 lb 32,000 lb 38,000 lb Take-off configuration: - Non-EASy models: Slats + flaps 20, - EASy models: SF2. 1. The aircraft must be positioned at the very beginning of the runway. 2. Full take-off power should be achieved before brake release. 3. Rotate quickly the airplane exactly at VR to a pitch attitude of 20 (± 2 ) / 12 path for EASy airplanes - to achieve a V2+10kt path. 4. When a positive rate of climb is established, retract the landing gear. 5. At 600 ft (+100 / -0 ft) AFE, SIMULTANEOUSLY initiate a thrust reduction according to the value in the table below and promptly reduce the pitch/path attitude to maintain a V2+10 kt climb profile. The reduced climb thrust should be maintained until 3,000 ft MSL. Airplane model N1 reduction F50/50EX F900A F900B/C F900EX /EASy/DX F2000 F2000EX /EASy 19.4% 20% 20% 20% 15% 15% 6. At 3000 ft MSL resume the Max Climb Thrust and normal after take-off procedures, according to ATC instructions. 607P 2/5

3 Landing All models, except for F50/50EX: 1. Remain on the high side of the PAPI glide slope (3 whites, 1 red). 2. Delay use of the landing flaps setting until ft AFE. F50/50EX: 1. Initiate the approach in slats only, gear down configuration, VREF+35 kt. 2. Remain on the high side of the PAPI glide slope (3 whites, 1 red). 3. Extend the flaps to 20 between 1,000 and 800 ft AFE, approach and land at VREF+5 kt. Emergency This procedure is intended for noise limitation only; in case of engine failure or any other abnormality affecting safety of flight, immediately discontinue the procedure and set the power levers fully forward. CAUTION: keep in mind that a sudden increase in power may require an immediate control input to maintain directional control. 607P 3/5

4 INFORMATION Preparation The passengers shall be briefed to expect a steeper than normal climb and the resultant power reduction. Piloting technique: - PF/PNF brief the entire procedure as to power setting, altitudes and call outs. - It is important to use the maximum takeoff distance available, thus position the airplane at the very beginning of the runway. - Establish and check the takeoff thrust prior to release the brakes. - Initiate the rotation exactly at VR and establish quickly a 20 nose up attitude. - After take-off, retract the gear as soon as a positive rate of climb is established and maintain V2+10 kt. - When passing 600 ft (+100 / -0 ft) AFE, but not later than the end of the runway pavement, promptly initiate the thrust reduction. It is important for the non-flying pilot at this point of the profile to assist the flying pilot in setting power. - Simultaneously with the power reduction, the pilot flying must promptly and smoothly reduce the pitch attitude to approximately 12 - with the help of the Acceleration Chevron on EASy airplanes - to achieve V2+10 kt. - Maintain flaps configuration and reduced power up to 3,000 ft MSL or the shoreline (runway 21). - Do not try to bank away from the noise monitor; this maneuver has prematurely activated the monitor for some operators. The pilot technique (airspeed control, pitch attitude, etc ) can dramatically affect the noise emission. BE PRECISE. Miscellaneous The KSMO noise measuring instruments utilize a SENEL (Single Event Noise Exposure Limit) parameter which measures both magnitude and duration of each event. Therefore pilot technique, such as airspeed control, rate of climb, etc., can dramatically affect the noise 607P 4/5

In addition to this FSA procedure, it is recommended that all pilots thoroughly familiarize themselves with the SMO Operations and Noise Abatement Procedures pamphlet which can be obtained by contacting the SMO Noise Office at In addition, Dassault recommends to practice this procedure in a flight simulator at least once prior to operate at KSMO. 607P 5/5
