2 INTRODUCTION/PURPOSE The purpose of the Ramp Certification Study Guide is to present the Airfield Driver Program and provide training to all individuals who operate vehicles and/or equipment on the Airfield. The intent of this study guide is to supply the reader with information on recommended procedures for safe vehicle operations on the AOA, ramp, and other restricted areas at the Greater Baton Rouge Metropolitan Airport. The information in this study guide is extracted from appropriate Airfield Rules and Regulations, Federal Aviation Regulations, Advisory Circulars, and the Ordinances from the City of Baton Rouge, and the Baton Rouge Metropolitan Airport (BTR). GENERAL REQUIREMENTS Any individual, Airport employee, tenant employee, or contractor whose job or job related duties require they traverse the AOA of the Greater Baton Rouge Metropolitan Airport are required to obtain an Airfield Driver s Certificate before operating a vehicle on any portion of the airfield. Certificate use will be limited to work-related areas during work hours only. It is the responsibility of all companies operating on the airport to inform their employees of the driving certificate program and the necessity to obtain a driving certificate. New employees hired after January 1, 1990 will not be allowed to operate a vehicle on the airfield unless accompanied by an experienced employee who holds a valid Airfield Driver s Certificate. Training and successful completion of the examination must be completed before issuance of a driving certificate. All employees who hold the Airfield Driver's Certification (ADC) must attend yearly recurring Driver's Training and successfully complete the examination. Individuals who do not attend this training on the specified times and dates will have their Baton Rouge Metro Airport Security Badge(ID) revoked until this mandated Federal Aviation Administration yearly training is completed. IF your ID is revoked, you may be responsible for any and all fees to have your ID reactivated. Any individual seeking to obtain the Airfield Driver's Certification must; Have a current and valid State issued driver's license Have a Criminal History Records Check(CHRC), at minimum, once every two (2) years. 3 Report any major driving violations such as DWI or any violations that would disqualify you to possess or be issued an airport ID card to the BTR ID Office located in the Airport Police Headquarters Building. POLICY The goal of this program is safety through strict compliance with airfield regulations. Accomplishing this goal requires that everyone work closely to promote strict adherence to the rules and regulations pertaining to the airfield. An Enforcement Program is in place to monitor and enforce these regulations. Additionally, other major goals of the program are to: 1. Provide initial training for new employees and refresher training for all current employees in vehicle operations on the airfield. 2. Provide radio communications training to effectively communicate and thoroughly acknowledge the communications of the Baton Rouge FAA Tower s Ground Control. 3. Stress the importance of safety procedures to prevent personal injury and property damage accidents. AUTHORITY Any operator may be required to prove their authority to operate a vehicle within the Air Operations Area by exhibiting a current Airfield Driver s Certificate and Louisiana or other state Driver s License (current and valid) to any Airport District representative upon request. If the operator fails to show their driver s license and driver s certification, he/she may be requested to leave and be cited under FAA,TSA, and BTR regulations, Federal, State, and Local Law. CERTIFICATE PROCESS 1. REQUIRED CERTIFICATE MATERIALS a. Materials: The Baton Rouge Metro Airport Airfield Driver s Certification Information Study Guide pamphlet and application sheet will be mandatory reading, prior to the test being given. This information pamphlet will be available at the Baton Rouge Metro Airport Police/ARFF Division Office and tenant manager s office. [3]
4 b. Pre-requisites: Applicants must possess a current and valid state driver s license and Baton Rouge Metro Airport ID Badge before testing for the Airfield Driver s Certificate. c. Criminal History Record Check (CHRC): New applicants must submit to a CHRC to obtain a driving certificate and then once every two (2) years as required to maintain the BTR ID badge. 2. TRAINING Each tenant, FBO, airline, contractor, government agency or others who have cause to operate vehicles inside the Air Operations Area shall develop their own training curriculum from this study Guide Pamphlet. Each agency shall be responsible for maintaining the integrity of their training program. Upon completion of training, the tenant manager shall sign the application along with the employee who is ready to take the Baton Rouge Airfield Driver s Test. 3. TESTING a. Each tenant, FBO, airline, contractor, government agency or others who have cause to operate vehicles inside the Air Operations Area shall be responsible for giving their employees the Airfield Driver s Study Guide Pamphlet. The Training Officer, Manager, or person giving training shall place this signature on the application next to type training, employee receiving training and number of hours trained. The employee is now ready to take the test. The signature of the person administering the test must be noted on the application. Once all signatures are affixed to the application and the study guide is completed, the application shall be brought by that person to the Airport Police Administration Office where the test shall be taken. b. Examination Content: The written examination will consist of multiple choice and true or false questions. A minimum score of 80% will be considered passing. c. Exam Failures: Applicants who fail the initial test may elect to go through an immediate review and retest session. Individuals passing the retest examination will then be issued a Driver s Certificate. [4]
5 ISSUANCE OF CERTIFICATE The Baton Rouge Metro Airport Police/ARFF Division shall certify the Driver s Certificate after all information has been filled in, and all necessary signatures affixed. 1. TENURE OF CERTIFICATE a. The Driver s Certificate shall run in concurrence with whatever Airport ID Badge System is in effect, following issuance of the certificate, and shall expire upon termination of employment at the Airport if prior to expiration. b. The Driver s application certificate shall be brought to the Baton Rouge Metro Airport Police Division where it shall be retained for certification. 2. CERTIFICATE RENEWAL When renewing your ramp driver certification, your records will be reviewed by the tenant and an Airport District representative. If you have not received any violations for the past two (2) years and your certificate has not expired you may not be required to take the written test. If you have received violations in the past two (2) years and/or the certificate is expired you will be required to be retested. ENFORCEMENT The Director of Aviation has authorized the Baton Rouge Metro Airport Police/ARFF Division to conduct inspections and enforce violations regarding safety inside the AOA. All violators will be subject to citations and/or Notice of Violation (NOV). Airport Employees, Tenant Employees: CONSEQUENCES OF NON-COMPLIANCE 1. A Notice of Violation (NOV) will be issued for observed violations of any rules, regulations, and polices governing or established for the safe and orderly conduct while on the airport. 2. Suspension of Certificates a. Severe Violation: Any violation of a severe nature, as determined by the Director of Aviation or Ranking on Duty Supervisor, such as a violation resulting in property damages and/or bodily injury will warrant immediate suspension of the certificate. b. Three (3) Notices of Violation issued within a 12 month span will warrant grounds for suspension of a Driver s Certificate. c. Length of Suspension will be for up to a 90 day period. [5]
6 d. Hearing: Upon request, the option of a hearing or a meeting with the Director of Aviation, or his designated representative, will be scheduled before any punitive action is taken. 3. Any other Baton Rouge Traffic/Parking or Misdemeanor Summons shall be handled by either the Baton Rouge City Court System or District Court. 4. Those employees/vehicle operators who violate driving without a current valid Driver s Certificate and driver s license shall be held until one of their supervisors who also hold both current and valid certificate and license can drive the vehicle. GENERAL OPERATING PROCEDURES FOR MOTOR VEHICLES AND GROUND EQUIPMENT IN THE AOA A. All motor vehicles and ground equipment operated on the AOA of the Baton Rouge Metro Airport facility must be maintained in good mechanical condition so as to prevent breakdowns, excessive leaking of fluids, excessive smoking, or inability to comply with other requirements. B. Every person who operates a motor vehicle within an AOA must have his possession a driver s license which would be valid and acceptable under state law if such operation were being done upon a public street or highway in this state. Each such driver shall display his license upon demand of any police officer. C. No vehicle will be permitted upon the aircraft areas, fuel storage areas, ramps and apron areas, aircraft parking and storage areas unless equipped with adequate lights, horn, and brakes. Clear vision from the driver s seat is also required and should be adhered to. D. Motor vehicles will be operated only in those areas of the airport as may be authorized from time to time by the Director of Aviation and then under the rules as are currently established. E. All drivers operating motor vehicles during nighttime hours should display courtesy to taxiing aircraft by angling their vehicle so that headlight beams do not directly impact aircraft cockpit areas. F. All motor vehicles and pieces of ground equipment must yield within five hundred (500) feet of any moving aircraft while in any area of the AOA. Aircraft always have the right of way; the operator should never drive into the path of any moving aircraft. [6]
7 G. No motor vehicle or piece of ground equipment will be permitted to stand unattended in any portion of the AOA except in authorized parking areas. If a vehicle or equipment can be moved so as to present no safety hazard to taxiing aircraft, it will be considered as being adequately attended. H. No vehicle except aircraft handling and servicing equipment will be driven between an aircraft and its loading gate. No vehicle shall be driven under any jet bridge. All vehicles shall yield to passengers actively enplaning or deplaning. I. No vehicle shall be operated in any portion of the AOA in a careless or negligent manner. J. Privately owned vehicles shall not be left parked inside the AOA unless the owner/driver is present with the vehicle. Private vehicles parked in hangars are exempt when authorized by the Director of Aviation. K. Vehicles and aircraft shall have right of way in order of priority as listed below from the greatest to the least: a. Emergency vehicles during emergency conditions; b. Any aircraft moving under its own power or being towed; c. Emergency vehicles; d. Maintenance and construction vehicles within a construction area designated by the Director; e. Fuel tenders; f. Vehicles operated in support of air carrier operations; g. Maintenance, administrative, and construction vehicles. No person while operating an aircraft or vehicle within an AOA shall fail or refuse to yield the right of way when approaching another vehicle or aircraft of a greater priority in such proximity as to constitute a hazard. If both the vehicle and aircraft are of the same priority, the vehicle or aircraft approaching from the right of the other shall have the right of way and the operator approaching from the left shall yield. Except for emergency vehicles operating under emergency conditions, all vehicles on intersecting courses with moving aircraft or vehicles moving across the probable paths of stopped aircraft shall pass to the rear of any aircraft with engine(s) running. Each vehicle or aircraft on approaching courses shall pass or veer to the right. [7]
8 When overtaking another aircraft or vehicle or wile being overtaken or passed, no operator or driver shall turn, stop, or serve in such a proximity to the other as to create a hazard. OPERATING SPEEDS A. The maximum speed for all vehicles and equipment, with the exception of authorized emergency vehicles during emergency functions operated within the apron areas, is 30 miles per hour. B. Vehicles and equipment operated in all other apron and terminal service areas must not exceed 20 miles per hour with the exception of authorized emergency vehicles during emergency functions. C. The maximum speed for vehicles operated in the baggage sort areas, around hangars and under the concourse and immediately around the terminal, is 10 miles per hour. D. The maximum speed for all motor vehicles and ground equipment operated in aircraft safety areas such as runways and taxiways will be determined by the operator in accordance with operational necessity and safe operating practices. PARKING RESTRICTIONS A. No person shall park or stop a vehicle on any of the following: operational area, fuel storage area, landing ramp and apron, passenger ramp and apron, cargo ramp and apron or aircraft parking and storage area except at such places and for such periods of time as may be prescribed and posted by the Director of Aviation. Aircraft refueling vehicles will be parked only in areas as designated by the Director of Aviation. B. No person shall park a vehicle upon an airport and fail or neglect to turn off the engine, remove any ignition keys, and set parking brake. C. No person shall park a vehicle adjacent to an active runway or taxiway except parallel to runway and at least 250 feet from the centerline of such runway and at least 150 feet from the centerline of any taxiway. D. No person shall be upon any active runway or taxiway either on foot, in a vehicle, or by any other means of conveyance except by permission of the air traffic controller. [8]
9 LIGHTS AN MARKINGS A. All motor vehicles operated in any portion of the AOA will continuously display front and back tail lights at night. Headlights on low beam are also required at night. B. All motor vehicles and/or ground equipment on the AOA and outside the boundaries of the concrete and asphalt apron areas, apron roadway, terminal service areas, or authorized parking areas shall display a rotating amber beacon or flashing light at all times. C. With the exception of those vehicles designated by the Director of Aviation, all vehicles operating inside of the Air Operations Area (AOA) shall be identified by visible company markings located on either side of the vehicle. REPAIR OF MOTOR VEHICLES No one will clean or make any repairs to motor vehicles anywhere on the airport other than in a designated shop area, except minor repairs necessary to remove such disabled vehicles from the airport. No one will move, interface, or tamper with any motor vehicle part, instrument or tool without the permission of the owner or satisfactory evidence of the right to do so by the owner or as approved by the Director of Aviation. AIRPORT REMOVING VEHICLES Any unauthorized vehicle which has been parked in a space reserved for specific parking, may be removed or caused to be removed by the Baton Rouge Metro Airport Police/ARFF Division in accordance with Baton Rouge City Ordinance and Airport Regulations. 10 MOTOR VEHICLE OPERATION INSURANCE REQUIREMENTS A. No one will operate a motor vehicle on or within the AOA of the airport and/or General Aviation secured areas of the Baton Rouge Metro Airport without having in force and effect an automobile liability insurance policy to provide coverage for liability arising from bodily injury and property damage. B. All operators shall demonstrate satisfactory evidence of their ability to acquire insurance coverage as stipulated for each particular type of operation. The following shall be established as minimum coverage. C. The foregoing minimum limits of insurance shall be subject to revision upon determination that adjustments are necessary for the protection of the commission and the operator shall agree that it will adjust and maintain insurance in the revised amounts prescribed from time to time. D. Operator hereby waives any right of recovery this party or there parties may have against the Parish of East Baton Rouge or the Greater Baton Rouge Airport Commission arising from any loss, damage or destruction which may occur, during the dates covered by contract, to any property owned or controlled by the Airport and leased or otherwise conveyed to the Airport. GENERAL INFORMATION The AOA consists of two (2) areas. These are designated as Movement Areas and Non-Movement Areas. A. Movement Areas 1. All runways and taxiways are designated as movement areas. They are marked as described below. a. Runway Markings: The runway is the rectangular area of the Airport prepared for the landing and takeoff of aircraft. The runway is bordered by white lights. The last 2000 feet of each instrument runway has amber lights. White reflective paint is used for runway markings. b. Taxiway Markings: The taxiway is the portion of aircraft movement area that is used by the aircraft to move on the ground from one destination to another. Taxiways are bordered by blue lights. Taxilanes are unlighted taxiways located on or adjacent to ramp parking [10]
11 areas. Yellow reflective paint is used for all taxiway centerline/edge markings. c. Hold Short Lines: Yellow reflective pain also identifies hold short lines. These lines identify where vehicles and aircraft are to stop and hold short of the line until clearance is given to proceed. These yellow lines run perpendicular to the taxiway and are comprised of a solid line with a double broken line parallel to it which is the approach side. d. ILS Hold Short Lines: Located on taxiway M east of Runway 13 are special hold short lines marked by yellow lines and broken lines as hold short lines which ILS sign on each end. 2. All vehicles and aircraft shall be under control of Baton Rouge ATC tower prior to entering and at all times while operating in movement areas. B. Non-Movement Areas 1. All ramp areas are designated Non-Movement Areas and are depicted in Exhibit 1A. All Ramp Certificate Drivers are strictly prohibited from entering ANY movement area. Non-compliance will result in notice of violation or suspension of the Ramp Driver Certificate. 2. Baton Rouge ATC tower will not control vehicles or aircraft operating in nonmovement areas. Information issued by Baton Rouge ATC tower to aircraft or vehicles in non-movement areas is advisory only, and does not imply control responsibility. C. Smoking 1. No person will smoke on any ramp area, in any shop area, hangar area, or other building where it is considered dangerous to do so and which is specifically prohibited by the Director of Aviation and/or the Baton Rouge Fire Prevention Code. 2. No person will smoke or carry lighted cigars, cigarettes, pipes, matches, or any item with open flame, in or upon any place where smoking is specifically prohibited by signs. D. Fuel spills Because of the highly flammable nature of fuel, the Fire Department is to be called out either to apply a flash inhibitor or to see that the person or agency responsible [11]
12 for the spilled material cleans up the spill in accordance with laws and regulations of the EPA and Louisiana DEQ. When fuel spills occur on the airport and an agent is used as a flash inhibitor, a wet and messy residue may result. If so, further cleanup may become necessary. Both of these activities require intensive labor and equipment which is very costly. These service charges will be directly billed to the organization responsible for the incident, if they are unable to do the cleanup themselves. E. Fuel Handling 1. During all fuel handling operation involving fuel dispensing or the draining of aircraft, the aircraft and apparatus must be bonded and grounded by wire to prevent the possibility of static ignition of hazardous liquids. 2. Refueling units will be stored outside, not less than fifty (50) feet from a building or such other distance as shall be approved by the Director of Aviation. Exceptions to this rule apply only when minor adjustments or repairs are necessary to move such units to a storage area when failure occurs elsewhere on the airport. No gasoline truck, empty or otherwise, will be brought into, kept or stored within any building at the airport, unless said building is used exclusively for that purpose. 3. All motorized equipment must be parked so that it may be readily driven or towed away from the plane in case of emergency. 4. Refueling vehicles are prohibited from driving or parking under or within 50 feet of any portion of the terminal or jetbridges at any time. 5. The provisions of the City of Baton Rouge Fire Prevention Code in regard to fuel handling are requirements for all fueling operations. F. Jet Blast/ Prop Wash [12]
13 Be aware of the possibility of the blast/ prop wash when positioned behind an aircraft. An operating rotating beacon on an aircraft usually indicates that the engines are running or are about to be started. An aircraft just starting to move will generate considerably more jet blast or prop wash than one that is idling, this is called breakaway thrust. Consequently, a vehicle that may be in a safe position for idle thrust may be subject to a mishap when breakaway thrust is applied. Other situations to be aware of include when an aircraft is turning or using reverse thrust to back up. GLOSSARY OF DEFINITIONS Air Operations Area The Federal Aviation Administration defines the Airport Operations Area (AOA) as that portion of the airport used or intended to be used for the landing, taking off, or surface maneuvering of an aircraft. At this airport, the AOA extends from the main terminal area to the general aviation area and encompasses the complete runway, taxiway, and ramp areas of the airfield. (See figure 1A.) Airport Airport (Baton Rouge Metropolitan Airport) means a landing area used regularly by aircraft for receiving or discharging passengers or cargo. Fixed Base Operator A fixed base operator shall be any person who shall have entered into a written lease or agreement with the airport for the use of any building, shop or hangar, or for the site upon which such a building might be erected, and who by further agreement may be authorized to conduct business or provide service in the following areas: The storage of aircraft, approved aircraft repair station, twenty-four hour aviation fueling service, the sale of aircraft parts, the sale of aircraft fuel, the rental of aircraft, the operation of a flying school, or operators thereof for profit. Police Officer All bona fide law enforcement officers empowered to act within this state, as well as those officers authorized and empowered by the Airport to direct or regulate traffic and to enforce the Airport s Rules and Regulations. Public Area Public Area shall mean those areas including the various concessions, restrooms, terminal lobby sections, ticketing sections, and concourses used for public thoroughfares, gathering, waiting, and viewing, streets and roads, sidewalks and all other areas normally used by the general public. All other areas are considered operations areas and access is permitted upon expressed consent of the airport. [13]
14 Security Identification Display Area (SIDA) The SIDA is that portion of the airport restricted to the commercial air carriers. This area is in the immediate vicinity of the terminal building and is outlined in detail in Exhibit 2A Vehicle Operator All operators of ground vehicles, to include airport employees, airport tenant employees and contractor employees operating vehicles inside the airport perimeter fence (AOA Area).
