7 Aircraft Departure Altitude Trends RMT locations were used to assess altitudes of aircraft operations since Operations were filtered to include only Runway 30L Departure altitudes. RMTs 1, 3, 5, 7 and 27 record aircraft noise events from Runway 30L Departures. 7

12 Frequency of Flights/Nighttime Operations The daytime hourly operational trends for the first 6 months of 2015 are consistent with previous years. The peak hour of operations currently occurs from 1:00-2:00pm with 81.3 average daily flights. This is lower than the peak hours of operations in 2014 (87.3) and 2013 (95.6) is included to show a comparison to the peak year of operations at MSP. Total operations increase in 2015 between 11 p.m. and 6 a.m. Number of Operations Hourly Operations January - June Hour
13 Frequency of Flights/Nighttime Operations During the first 6 months of 2015 departure operations increased during the 5 a.m., 7 a.m., 9 a.m. and 8 p.m. hours. Some airlines are scheduling more flights during the nighttime period. In April 2015 AAL added 2 daily departures to Dallas/Fort Worth and Charlotte in the 5 a.m. hour. 14 Frequency of Flights/Nighttime Operations During the first 6 months of 2015 arrival operations increased during the midnight, 4-6 a.m., 8 a.m., 2 p.m. and 11 p.m. hours. SWA has more than 1 added daily arrival during the 11 p.m. hour Hourly Arrivals January - June DAL and AAL have <1 more daily arrival during the midnight hour. DAL has 1-2 more daily west coast redeye arrivals in the 4-6 a.m. hour. AAL has 2-3 more daily arrivals during the 11 p.m. hour. Number of Operations Spirit and Frontier also have slightly more arrivals scheduled at night Hour
15 Historic Noise Level Comparisons Since 2008 the number of events above 65 db are trending downward. Reduction in total operations. Reduction in Hushkit /Modified Stage 3 aircraft. Replaced by newer technology, quieter aircraft. The trend will likely continue as aircraft manufacturers are designing and manufacturing quieter, more efficient aircraft. Between 2014 and 2015 there was a slight increase. Warmer average temperatures in 2015 (on average, about 7 warmer than 2014). Reduction in small 50-seat RJ aircraft. 15

During the EA/EAW process, runway use percentages were determined based on airport and airspace simulation, with consideration of the RUS and the FAA s runway selection patterns relative to operational flows, weather conditions and aircraft destinations and origins. The RUS is a major factor in nighttime runway use percentages. Sometimes during the nighttime when there is low demand, the FAA will use the parallel runway closest to the aircraft arrival gate. As a result, arrival percentages to the south parallel runway (12R/30L) at night are higher than the north parallel (12L/30R). 49 Noise Contour Impact Comparison 2035 Forecast vs Base Case The 2035 Forecast 65 DNL noise contour is 53.8% larger than the 2014 Base Case 65 DNL noise contour. The 2035 Forecast 60 DNL noise contour is 56.1% larger than the 2014 Base Case 60 DNL noise contour. In total, 5,839 single-family homes and 1,962 multifamily homes are inside the 2014 Base Case 60 DNL noise contour. In total, 12,369 single-family homes and 3,869 multifamily units are inside the 2035 Forecast 60 DNL contour. 50 Noise Oversight Committee July 22, 2015 Item 5 Sunfish Lake Noise Monitoring Study Scope The 2015 NOC Work Plan includes a remote noise monitoring study to be conducted in the City of Sunfish Lake. The purpose of the study will be to assess existing aircraft noise levels in the City of Sunfish Lake. 50
51 Sunfish Lake Mobile Noise Monitoring Study Scope MAC Staff is proposing the following project scope: The noise monitoring will be focused on assessing existing aircraft noise levels. The noise monitoring will be conducted for a period of one week in late summer The monitoring will be limited to one location under known aircraft overflights within the boundaries of the City of Sunfish Lake. The specific location of the noise monitor shall be determined by the City of Sunfish Lake, in consultation with MAC staff. 51
52 Sunfish Lake Mobile Noise Monitoring Study Scope Requested Action DIRECT THE MAC NOISE PROGRAM OFFICE STAFF TO CONDUCT THE NOISE MONITORING STUDY AS DETAILED ABOVE IN THE CITY OF SUNFISH LAKE.
