1 Beech TITLE: TIME LIMITS/MAINTENANCE CHECKS - AIRBORNE INSTRUMENT AIR SYSTEM COMPONENT REPLACEMENT SCHEDULE SYNOPSIS OF CHANGE This Service Bulletin has been revised at the request of the Federal Aviation Administration (FAA) to modify language referring to the revision of supplier service documents. Relevant changes are marked with change bars in the outside margins. Failure of instrument air system components may result in the loss of the pneumatically powered gyro flight instruments and de-ice system. Airborne air pumps, filters and filter elements must not be operated beyond Airborne s Mandatory Inspection Intervals or Mandatory Replacement Times. The time periods for the Mandatory Inspection Intervals and/or Mandatory Replacement Times noted in this Service Bulletin are based on normal usage under average environmental conditions. Airplanes operated for Air Taxi, or other than normal operation, and airplanes operated in humid tropics, in cold and damp climates, in areas of high dust content, etc., may need more frequent inspections for wear, corrosion and/or lack of lubrication. Under these adverse conditions, perform periodic inspections in compliance with this Service Bulletin at more frequent intervals until the owner or operator can set his own inspection periods based on the contingencies of field experience. The required periods do not constitute a guarantee that the item will reach the period without malfunction, as the aforementioned factors cannot be controlled by the manufacturer. The export of these commodities, technology or software are subject to the US Export Administration Regulations. Diversion contrary to U.S. law is prohibited. For guidance on export control requirements, contact the Commerce Department s Bureau of Export Administration at or at Raytheon Aircraft Company (RAC) issues Service Information for the benefit of owners and fixed base operators in the form of two classes of Service Bulletins. The first class, Mandatory Service Bulletins (red border) includes changes, inspections and modifications that could affect safety or crashworthiness. RAC also issues Service Bulletins with no red border which are designated as either recommended or optional in the compliance section within the bulletin. In the case of recommended Service Bulletins, RAC feels the changes, modifications, improvements or inspections will benefit the owner/operator and although highly recommended, Recommended Service Bulletins are not considered mandatory at the time of issuance. In the case of Optional Service Bulletins, compliance with the changes, modifications, improvements or inspections is at the owner/operator s discretion. Both classes are mailed to: (a) RAC Authorized Service Centers. (b) Owners of record on the FAA Aircraft Registration Branch List and the RAC International Owner Notification/Registration Service List. (c) Those having a publications subscription. Information on Owner Notification Service or subscription can be obtained through any RAC Authorized Service Center. As Mandatory Service Bulletins and Service Bulletins are issued, temporary notification in the Service Bulletin Master Index should be made until the index is revised. Warranty will be allowed only when specifically defined in the Service Bulletin and in accordance with the RAC Warranty Policy. Unless otherwise designated, RAC Mandatory Service Bulletins, Service Bulletins and RAC Kits are approved for installation on RAC airplanes in original or RAC modified configurations only. RAC Mandatory Service Bulletins, Service Bulletins and Kits may not be compatible with airplanes modified by STC installations or modifications other than RAC approved kits. Reason This Service Bulletin is being issued to announce Parker Hannifin Airborne Service Letter Numbers 38A, 43A, 58 and 59A which change the Mandatory Inspection Intervals and/or Mandatory Replacement Times for airplanes that use Airborne air pumps, filters and filter elements. C. Description For airplanes that use Airborne air pumps, filters and filter elements, this Service Bulletin revises in all applicable airplane manuals (i.e. maintenance manual, shop manual, inspection guide, etc. and their supplements) the mandatory inspection intervals and/or mandatory replacement times for Airborne air pumps, filters and filter elements per Parker Hannifin Airborne Service Letter Numbers 38A, 43A, 58 and 59A. 2 of 5
3 D. Compliance An Airworthiness Directive has been requested on the matter covered by this Service Bulletin. Raytheon Aircraft Company considers this to be mandatory maintenance information and must be complied with as soon as possible after receipt of this Service Bulletin, but no later than the next 100 flight hours or the next scheduled inspection, whichever occurs first, and at each 100 Hour/Annual Inspection thereafter. E. Approval The engineering data contained in this Service Bulletin is FAA approved. F. Compliance G. Manpower The following information is for planning purposes only: Estimated man-hours: 0.5 hour. Suggested number of men: 1 man. The above is an estimate based on experienced, properly equipped personnel complying with this Service Bulletin. Airplane Observe all Warnings and Cautions contained in the aircraft manuals referred to in this Service Bulletin. Whenever any part of this system is dismantled, adjusted, repaired or renewed, detailed investigation must be made on completion to make sure that distortion, tools, rags or any other loose articles or foreign matter that could impede the free movement and safe operation of the system are not present, and that the systems and installations in the work area are clean. 4 of 5
5 Replacement of any air pump that has experienced sudden engine stoppage is mandatory before next flight, as outlined in Parker Hannifin Airborne Service Letter Number 38A. Inspection of all Airborne air pumps for oil contamination must be in accordance with Airborne s Mandatory Inspection Intervals and replacement of any oil contaminated air pump is mandatory before next flight, as outlined in Parker Hannifin Airborne Service Letter Number 43A. All Airborne air pumps must be replaced in accordance with Airborne s Mandatory Replacement Times as outlined in Parker Hannifin Airborne Service Letter Number 58. All Airborne air filters and filter elements must be replaced in accordance with Airborne s Mandatory Replacement Times as outlined in Parker Hannifin Airborne Service Letter Number 59A. (2) Review service history of subject instrument air system components and replace as directed by the applicable Airborne Service Letter(s). (3) Make an appropriate logbook entry.
