16 III. Transport Software Development 1. Bilateral Transport Agreements with all neighboring countries, except Myanmar; 2. The Greater Mekong Sub-region Cross-Border Transport Agreement (GMS-CBTA); 3. Quadrilateral Agreement (China, Laos, Myanmar, Thailand) on Commercial Navigation on Lanxang-Mekong river signed on 20 April 2000; 4. Lao PDR is also a party to the all ASEAN Transport Agreements; 5. Air Service Agreements (ASA) with all its neighbouring countries; 6. Lao PDR has acceded to the Barcelona Conventionce 1956 sin. 16
17 IV. Key Challenges 1. Freedom of transit transport and exchange of traffic rights are not fully observed by countries parties. 2. Border crossing formalities and procedures both in Laos and in its transit countries remain major obstacles; 3. Limited use of ICT system to expedite border crossing formalities and procedures; 4. Documents for border crossing formalities and procedures es are complicated cated and superfluous. Simplification and harmonization in these areas are needed; 5. Lack of staff qualified on Trade and Transport Facilitation issues. 17
18 V. The Way Forward(1) 1. Complete the missing links of the important trunk road for guarantee the seamless transport infrastructure network to the seaport; 2. Fully uyratify the GMS-CBTA annex and protocols potocosby all parties to the Agreement; 3. Modernize Cross Border Management by providing the necessary equipment and facilities for expeditious clearance at the border crossing points;
19 V. The Way Forward(2) 4. Provide assistance in transferring best practices and disseminatingi to all parties concerned at all levels as soon as possible the ASEAN & GMS Agreements, its Annexes and Protocols, and MOU for effective and efficient implementation; 5. Need to strengthen the capacity of NTFC for better implementing and monitoring of bilateral, ASEAN and GMS Agreements; 6. Provide assistance with the alignment of trade and transport documentation and harmonization of their rules, laws, regulations and procedures. 19
