Type rating for instrument approaches down to a decision height of less than 60m (200 ft) ( CAT II/III) The following manoeuvres and procedures are the minimum training requirements to permit instrument approaches down to a DH of less than 60m (200 ft). During the following instrument approaches and missed approach procedures all aeroplane equipment required for type certification of instrument approaches down to a DH of less than 60m (200 ft) shall be used. 6.1* Rejected take-off at a minimum authorised RVR 6.2* CAT II/III approaches. 7 Direction ersonnels Navigants ôle examens Extract of appendix 9 of EU regulation No 1178/2011: 6. ulti-pilot aeroplanes and single-pilot high performance complex aeroplanes: (a) The following symbols mean: = Trained as IC or Co-pilot and as F and NF for the issue of a type rating as applicable. = Simulators shall be used for this exercise, if available; otherwise an aircraft shall be used if appropriate for the manoeuvre or procedure. # = The training shall be complemented by supervised aeroplane inspection. (b) The practical training shall be conducted at least at the training equipment level shown as (), or may be conducted up to any higher equipment level shown by the arrow ( >). TRAINING AND REORT FOR HA COLE TYE RATING, SKILL TEST AND ROFICIENCY CHECK AEROLANES The following abbreviations are used to indicate the training equipment used: A FFS = Aeroplane = Full Flight Simulator FTD = Flight Training Device OTD = Other Training Devices (c) The starred items (*) shall be flown solely by reference to instruments. If this condition is not met during the skill test or proficiency check, the type rating will be restricted to VFR only. (d) Where the letter appears in the skill test or proficiency check column this will indicate the mandatory exercise. (e) An FFS shall be used for practical training and testing if the FFS forms part of an approved type rating course. The following considerations will apply to the approval of the course: (i) the qualification of the FFS or FNT II; (ii) the qualifications of the instructors; (iii) the amount of FFS or FNT II training provided on the course; and (iv) the qualifications and previous experience on similar types of the pilot under training. (f) anoeuvres and procedures shall include CC for multi-pilot aeroplane and for single-pilot high performance complex aeroplanes in multi-pilot operations. (g) anoeuvres and procedures shall be conducted in single-pilot role for single-pilot high performance complex aeroplanes in single-pilot operations. (h) In the case of single-pilot high performance complex aeroplanes, when a skill test or proficiency check is performed in multi-pilot operations, the type rating shall be restricted to multi-pilot operations. If privileges of single-pilot are sought, the manoeuvres/procedures in 2.5, , 4.3, 5.5 and at least one manoeuvre/procedure from section 3.4 have to be in addition as single-pilot. (i) In case of a restricted type rating issued in accordance with FCL.720.A(e), the applicants shall fulfil the same requirements as other applicants for the type rating except for the practical exercises relating to the take-off and landing phases. (j) To establish or maintain BN privileges one approach shall be an RN ACH. Where an RN ACH is not practicable, it shall be performed in an appropriately equipped FSTD. 8 Direction ersonnels Navigants ôle examens VALIDATION OF EUROEAN IR/BN INSTRUCTION TO EAINERS Valid from 25/08/2017 until 25/08/2018 Introduction Following the enforcement of EU 2016/539 regulation (training checking of pilots for BN operations), the purpose of this note is to provide examiners (especially non-french examiners ) with proper instruction to conduct the assessment of pilots holding an EASA licence administrated by France for transition to European IR/BN. It is reminded that European IR/BN will be mandatory (and be recorded in the licence) to operate BN classified airspaces or BN approaches procedures latest from 25/08/2018. The procedure described thereafter will enable examiners to deliver the European IR/BN : to pilots having attended an EASA approved BN course in an ATO, or to pilots holding a RNAV/GNSS course certificate provided by an EASA approved ATO or an European Airline (grandfathering procedure) rocedure for Grandfathering During the transition period (from 25/08/2017 until 25/08/2018) French licence holders are eligible for validation of European IR/BN during their LC, provided they : 1. can justify to their examiner having a RNAV/GNSS course by providing a certificate delivered by an EASA approved ATO or an European AOC operator, 2. answer to an 8 questions oral questionnaire during the briefing prior to the LC session, 3. are assessed as competent when performing at least one 2D or one 3D approach based on GNSS during the flight/fstd session of the LC. All 3 items above must be covered Note 1: the certificate stated in (1) has no formal defined format. It must clearly state that the applicant has been trained (theoretical course + in-flight/fstd training) in operating RNAV/GNSS procedures, especially RN GNSS approaches (such training is mandatory as per ORO.FC.230 for airlines operating RNAV/GNSS approaches). Once checked, the certificate is to stay with the holder. reparation of the applicant for the oral questionnaire It is highly advisable that applicants self-prepare themselves for the oral examination. For this purpose, they can study any updated and detailed document on the subject (the list of training objectives is detailed in AC7 FCL.615(b) part area navigation systems, RNAV/FS ). Normally, knowledge and guidance included in the Operator anual should be sufficient. Note that DGAC provides a comprehensive BN guide (in French language) downloadable on: rocedure for the validation of European IR/BN for pilots not holding a RNAV/GNSS course certificate (not eligible for grandfathering) These pilots must attend an approved BN course in an EASA approved ATO (ground + flight/fstd training + checking). 9 Direction ersonnels Navigants ôle examens aperwork to be by examiner for the validation of European IR/BN From 25/08/2017 and after having conducted the evaluation as described above (grandfathering procedure), the examiner shall either: Tick the corresponding box on the paper Training and Report Form for LC, or For examiner having access to the internet system SIGEBEL, tick the corresponding box on the test record page. Note: it is mandatory to use the latest version of the French TRF (training and report form) including the corresponding tick-box. It is downloadable on DGAC website. Reminder: only examiners administrated by France are entitled to write on the licence of the holder of an EASA licence administrated by France (under conditions). Non-French examiners must only fill-in the TRF. The LC and the BN mention will be entered in the licence by a French licence officer. Examiners entitled to conduct IR/BN evaluation During the transition period (from 25/08/2017 until 25/08/2018), only EASA certified examiner are entitled to conduct the evaluation for validation of European IR/BN and only if they: hold an European IR/BN, or are trained in RNAV/GNSS procedures via the completion of a course provided by an EASA approved ATO or a European AOC operator Revalidation of IR/BN Once validated, IR/BN must be revalidated at each LC by the successful completion of either one 2D or one 3D approach based on GNSS. The examiner shall confirm the revalidation by ticking the corresponding box on the paper or electronic report form. Additional information to examiner concerning the oral questionnaire Examiners are requested to ask 8 questions. ass rate is 75% (6 good answers) Questions must cover both theoretical aspects of RNAV/BN (principles, parameters like accuracy, integrity, continuity, functionality, navigation specifications, designation of specifications especially the ones commonly used by the candidate in operations) and practical aspects (use of BN, SOs, EL practice, associated NOTAs, RN A technique, etc.). When preparing their questions, examiners can use the operator O and/or official documents like AC7 FCL.615(b) part area navigation systems, RNAV/FS and ICAO doc French readers can usefully refer to the comprehensive document mentioned earlier in this note.
