6 FOREWORD Pakistan is a Contracting state to the Convention of International Civil Aviation and has an obligation to the International community to ensure that Civil Aviation activities under its jurisdiction are carried out in compliance with the Standards & Recommended Practices contained in the nineteen Annexes to the Convention on International Civil Aviation in order to maintain the required aviation standards. As per the standards contained in Aerodrome Standards Manual of Pakistan based on Annex-14 Vol-1 to the Convention, Aerodromes used for International / Domestic operations are required to be certified by the CAA. In addition as per Pakistan Civil Aviation Authority, Rule 60-A of CARs 1994 and ANO-001- DRAS-2.0, aerodrome certificate must be obtained: By the operator of the Aerodrome that may be used for public purpose as per the national need. To operate international / domestic public air Transport service at any aerodrome of Pakistan. Issue of an Aerodrome Certificate by the Director General of Pakistan Civil Aviation Authority to an aerodrome operator seeking such certificate is a requirement as per Rule 60-A of CARs 1994 and ANO- 001-DRAS-2.0, if the aerodrome operation satisfies the rules specified in these Regulations. Hence, the certification of an aerodrome plays vital role in Regulatory System. In order to issue an Aerodrome Certificate, the Pakistan Civil Aviation Authority has to carry out an in depth inspection / visit of the aerodrome to assess whether the Aerodrome is maintained in accordance with the required standards as contained in Aerodrome Standards Manual Pakistan and the competency of aerodrome operator to maintain the aerodrome, staff, equipment and procedures as per the Regulatory Rules. The Regulatory Requirements to be satisfied by the Aerodrome Operator for the certification of an aerodrome are specified in Para VIII of CARs 1994 and ANO-001-DRAS-2.0. This Manual contains guidance material intended to assist Aerodrome Inspectors of Pakistan Civil Aviation Authority in carrying out there regulatory responsibilities and to deal with expression of interest including checklists. This Authority may without any prior notice, change the content of this manual as appropriate, to suit the administrative rules followed by dissemination of such changes to the holder of the manual. 7 GLOSSARY OF TERMS, ABBREVIATIONS & ACRONYMS DEFINITIONS The definitions in this section shall have the following meaning whenever they appear in these provisions. The definitions given in Civil Aviation Ordinances, 1960, 1982 and CARs, 1994 shall be applicable as and where required under this manual. Aerodrome: A defined area on land or water (including any buildings, installations and equipment) intended to be used either wholly or in part for the arrival, departure and surface movement of aircraft. Aerodrome Certificate: A certificate issued by CAA under Rule 60-A of CARs Aerodrome Facilities & Equipment: Facilities and equipment inside or outside the boundaries of an aerodrome, that are constructed or installed and maintained for the arrival, departure and surface movement of aircraft. Aerodrome Inspection: Inspection of aerodrome carried out by the Aerodrome Inspectors of Aerodrome Standards Branch, DAAR HQCAA, to check the status of aerodrome manual, aerodrome site, equipment, facilities, services, operating procedures, organization & management including aerodrome safety management system in accordance with the checklists provided in Aerodrome Certification Procedures Pakistan (ACPP) and Aerodrome Inspector s Hand Book (AIHB). Aerodrome inspector: A designated and trained officer from Aerodrome Ops, Civil Works, Electrical, Mechanical, Fire & Safety and Airfield Clearance (Obstacle Limitation Surface), entrusted with the responsibility of Aerodrome Inspection for respective area of activity. Aerodrome Inspector / Audit Team Leader: Any officer from Aerodrome Standards Branch of Directorate of Airspace & Aerodrome Regulations (Regulatory) designated by the Director General or Director, to be responsible for the conduct of certification or specific safety oversight audit/inspection, or a series of audits/inspections, including the consolidation and completion of the interim/final safety oversight audit/inspection report. Aerodrome Manual: A manual that forms part of the application for Aerodrome Certificate pursuant to the ANO, and includes any amendments accepted/approved by the CAA. Aerodrome Operator: In relation to Certificated Aerodrome, the Aerodrome Certificate holder. Aerodrome Safety Manager: An officer deployed as officer in charge of Aerodrome Safety Management System by the operator. Certified Aerodrome: An aerodrome which has been granted an aerodrome certificate. Director General: The Director General of the Civil Aviation Authority. Safety Management System (SMS): A systematic approach to managing safety including the necessary organizational structure, accountabilities, policies and procedures. NOTAM: Notice to Airman - a notice issued by the NOTAM Office and containing information or instruction concerning the establishment, condition or change in any aeronautical facility, service, procedure or hazard. 16/01/2015 v MNL-001-DRAS-3.0

9 Chapter 1 AERODROME CERTIFICATION 1.1 INTRODUCTION This manual describes the regulations and procedures promulgated by the CAA under Rule 60A of Civil Aviation Rules 1994 and Air Navigation Order ANO-001-DRAS-2.0 to process applications for the issue or surrender of aerodrome certificates. It is designed to ensure that the aerodrome standards are applied when an aerodrome certificate is issued or surrendered This manual defines the procedures that govern aerodrome certification This manual Clearly sets out the Responsibilities of CAA regulatory staff Standards and procedures, CAA regulatory staff must follow when processing applications for the issue or surrender of aerodrome certificates Requirements for compliance and enforcement. 1.2 LEGISLATIVE CONTROLS CERTIFICATE ISSUE: RULE 60-A OF CARS 1994: Certification of Aerodromes shall be done subject to such conditions as may be prescribed by the Director General to meet the requirements of the International Civil Aviation Organization s Standards, Recommended Practices and Procedures ANO-001-DRAS-2.0: Para-A1 Defines the rules for granting an aerodrome certificate and details CAA's responsibilities concerning the issue of certificates. Para-B1 Para-D2.1 Para-D2.3 Para-D2.4 Para-D2.5 Defines when an aerodrome requires a certificate. Requires a person/organization that operates an aerodrome used for air transport operations to have an aerodrome certificate. 14 2.4 DEALING WITH EXPRESSION OF INTEREST KEY ELEMENTS OF THE PROCESS TO DEAL WITH EXPRESSIONS OF INTEREST: PURPOSE: To ensure that all expressions of interest from aerodrome operators are registered To assign the task to Aerodrome Inspectors LEGISLATIVE CONTROL (ANO-001-DRAS-2.0): Para-D2.3 Authorizes CAA to refuse to grant an aerodrome certificate and requires reasons for the refusal. NOTE - 1: In case of CAA owned airports, the periodical flight operations check reports issued by the Chief Flight Inspector (CFI)will suffice the requirements of sub para & above. 16/01/ MNL-001-DRAS-3.0

15 2.4.3 PROCEDURES FOR DEALING WITH EXPRESSIONS OF INTEREST: SR. JD (AC): If the application cannot proceed advise the Sr. AD (AS) giving concrete reasons If the application can proceed, provide following documents to the applicant; Application form ANO-001-DRAS-2.0 (current issue) Aerodrome Standards Manual Pakistan Appendix-1 of ICAO Doc The applicant should also be advised to obtain or refer to the CARs 1994 to ensure that certification standards are understood and can be met Prepare estimate of processing charges for the complete aerodrome certification process required to be undertaken for applicant aerodrome Send the applicant formal quote indicating the amount of certificate fee and processing charges which include the visit cost for Aerodrome Inspectors, flying ops inspection cost, and all other costs estimated to be born by the CAA for the certification process (not applicable for CAA owned aerodromes). NOTE - 2: The processing charges may vary subject to any revision by the HQCAA in the entitlements of Aerodrome Inspectors, cost of flying ops inspection or any other reason considered valid for any enhancement to the processing charges by HQCAA Provide contact number/mailing address for any correspondence during the certification process. 2.5 ASSESSING A FORMAL APPLICATION KEY ELEMENTS OF THE PROCESS OF ASSESSING A FORMAL APPLICATION: PURPOSE & LEGISLATIVE CONTROLS (ANO-001-DRAS-2.0): Assess the documentation that is supplied by the applicant to ensure that the application meets the requirements Rule 60A of CAR-1994, ANO-001-DRAS-2.0 and Aerodrome Standards Manual Pakistan (). In addition to the Aerodrome Manual, the applicant may be required to supply other supporting evidence to the Sr. JD (AC) The Aerodrome Manual must comply with ANO-001-DRAS-2.0, and Aerodrome Standards Manual Pakistan () regulations regarding its contents and completeness The Sr. JD (AC) must be satisfied that the aerodrome operator can properly maintain the aerodrome, and the contents of the manual may be used as evidence of this PROCEDURES FOR ASSESSING A FORMAL APPLICATION: SENIOR JOINT DIRECTOR AERODROME CERTIFICATION: NOTE - 3: While processing the application, complete the relevant parts of the Certificate Issue Checklist to record activity satisfactorily completed to date. Upon receiving the completed Application form for an Aerodrome Certificate: Make an initial assessment of the application: Check that a copy of Aerodrome Manual is received Make sure that a flying operations inspection report is received in accordance with section (See also:- Ref. No Assessing the Applicant s Aerodrome Manual) Check the Aerodrome Manual and other supporting documentation indicate that the operator has given due consideration to operational safety matters Prepare a letter containing estimate for service and send it to the applicant When payment is received, check that it is correct and issue a receipt. 16/01/ MNL-001-DRAS-3.0

17 ASSESSING THE APPLICANT S AERODROME MANUAL: NOTE - 4: Aerodrome Inspectors will need to complete parts of the Aerodrome Manual assessment during the visit to the aerodrome described in Section 2.6 Assessing the Aerodrome Facilities Using the Aerodrome Inspector checklist, determine whether the applicant s Aerodrome Manual complies with the requirements of ANO-001-DRAS-2.0 and Aerodrome Standards Manual Pakistan () If the Aerodrome Manual complies with the requirements of the ANO-001-DRAS-2.0 and Aerodrome Standards Manual Pakistan (), record on the Certificate issue Checklist as manual is compliant: 2.6 ASSESSING THE AERODROME FACILITIES KEY ELEMENTS OF THE PROCESS OF ASSESSING AERODROME FACILITIES: PURPOSE: Complete the assessment of the application by inspecting the facilities at the applicant's aerodrome to ensure that they comply with Aerodrome Standards Manual Pakistan (). Staff Aerodrome Inspectors Forms Timeframe Responsibilities Assesses the aerodrome facilities during a visit to the aerodrome (ANO-001-DRAS-2.0). Aerodrome Inspector s Checklist. Flying Operations Inspection Report. The visit to the aerodrome should be made within 90 days of the receipt of the application GUIDELINES FOR ASSESSING THE AERODROME FACILITIES: To complete the assessment, the Aerodrome Inspectors must visit the aerodrome The Sr. JD (AC) may request assistance from various specialists, e.g. flight standards, Fire & Safety Service officer, electrical engineering and so on to assess particular aerodrome facilities, including lighting and visual aids observation from the air by day & night, dangerous lights, communications and so on The facilities must comply with Aerodrome Standards Manual Pakistan (). 16/01/ MNL-001-DRAS-3.0

18 2.6.4 PROCEDURES FOR ASSESSING THE AERODROME FACILITIES: AERODROME INSPECTORS: Obtain copy of the Aerodrome Inspector s Handbook which contains relevant checklists With the other specialists as required, visit the aerodrome, inspect the facilities to ensure that they comply with Aerodrome Standards Manual Pakistan (); Assess each item listed on the checklists Record the results of the inspection on the appropriate checklists. Note comments, if required Complete the assessment of the Aerodrome Manual. (See Section Assessing the applicant s Aerodrome Manual) At the end of the inspection, complete the relevant parts of the Certificate issue Checklist to record activity satisfactorily completed to date. 2.7 ISSUING OR REFUSAL AN AERODROME CETIFICATE KEY ELEMENTS IN ISSUING OR REFUSING AN AERODROME CERTIFICATE: PURPOSE & LEGISLATIVE CONTROLS (ANO-001-DRAS-2.0): To advise the applicant of the results of the inspection To complete the administrative action required when an application is approved. Staff Sr. AD (AS) Senior Joint Director Responsibilities Maintains the Aerodrome Certification file. Advises the applicant of the results of the inspection. Aerodrome Certification Prepare the aerodrome certificate, if appropriate. Forms Aerodrome Certificate Register Grant of certificate sample letter Refusal to grant certificate sample letter The administrative action to issue the certificate should be completed within 30 days of approving an application. The notification of the decision to refuse a certificate must be sent to the applicant within 14 days of a decision being made. 16/01/ MNL-001-DRAS-3.0

19 2.7.2 GUIDELINES FOR ISSUING OR REFUSING AERODROME CERTIFICATE: ISSUE OF THE CERTIFICATE NUMBER: Certificate numbers will be issued in a manner to correspond with the number of file, which is opened by Sr. AD (AS) for the applicant aerodrome TYPES OF NOTIFICATION: The applicant must be advised of the results of the inspection of the application for an aerodrome certificate. The advice may comprise: Notification that the application is successful Advice that additional steps need to be taken by the applicant prior to further assessment of the application. (This advice is a variation of the notification that an application has been unsuccessful. The certificate may be granted if subsequent inspection shows that the applicant has corrected all deficiencies.) Notification that the application has been unsuccessful. NOTE - 5: For a successful application, conditions may be placed on an aerodrome certificate or through a separate letter in accordance with the ANO-001-DRAS-2.0. If conditions are being considered, the Sr. JD (AC) should consult with the Sr. AD (AS). NOTE - 6: Certificates are usually granted in perpetuity REFUSAL TO ISSUE AN AERODROME CERTIFICATE The decision to refuse an application may be a reviewable decision. Unsuccessful applicants must be advised in writing with the reasons for the refusal to grant the certificate. All notifications advising refusal to issue an aerodrome certificate should be reviewed by Legal Counsel for the CAA before being sent to the applicant The notification of refusal to grant a certificate must be sent to the applicant within 14 days of making the decision. Applicant must take steps to correct any deficiencies before an aerodrome certificate can be issued to them. They are responsible for advising the CAA when the work has been completed ADDITIONAL COSTS: The applicant is responsible for meeting all the costs of processing the application. The applicant must be sent an additional invoice if the costs of processing the application exceed the estimate PROCEDURES FOR ISSUING OR REFUSING AERODROME CERTIFICATE: Sr. AD (AS) shall supervise each action of the Aerodrome inspectors, while dealing with application for issuance of Aerodrome certificate AERODROME INSPECTORS Apprise the Sr. AD (AS) of the outcome of the inspection Collate all associated paperwork on the Aerodrome File on the completion of all previous steps. 16/01/ MNL-001-DRAS-3.0

20 Review the quote and, if necessary, arrange for payment of outstanding costs Notify the applicant of the outcome of the inspection through Sr. AD (AS). The notification may be that: The applicant needs to take steps to rectify specified deficiencies prior to approval The application for a certificate is approved The application is refused If the aerodrome operator needs to rectify specific deficiencies before the application can be considered further, following steps shall be taken through Sr. AD (AS): Advise the applicant of the steps he or she needs to take. For example, amend the Aerodrome Manual or make changes to facilities in order to comply with standards Attach the revised estimate for any additional costs for the processing of the application for the aerodrome certificate Send the letter and, if relevant, the estimate for previously unforeseen costs to the applicant After payment of the additional costs, reassess the deficiencies If the application is approved: Ensure all costs are paid before taking any further action Prepare the Aerodrome Certificate, and draft covering letter for perusal/signature of DGCAA before issue Dispatch the Aerodrome Certificate and covering letter duly signed by the DGCAA If grounds exist for refusing the application, Sr. JD (AC) shall take following action through Sr. AD (AS): Prepare a refusal to grant certificate letter stating reasons, and advising the applicant that he or she may appeal the decision Forward the refusal to grant certificate letter to legal counsel for review of the statement of reasons On receipt of the draft letter from legal counsel, make a final decision and advise the applicant accordingly and forward the final letter to the applicant. 16/01/ MNL-001-DRAS-3.0

26 3.3.2 GUIDELINES FOR ASSESSING THE REQUEST TO SURRENDER A CERTIFICATE: CAA must cancel an aerodrome certificate when it is properly requested and public interest is not impaired PROCEDURES FOR ASSESSING THE REQUEST TO SURRENDER A CERTIFICATE: SENIOR JOINT DIRECTOR AERODROME CERTIFICATION: Using the Checklist for Cancellation by Surrender: Check that the aerodrome operator has given at least 60 days notice Check that the operator has provided sufficient information: Are there air transport operations at the aerodrome requiring specific and immediate notification? Are there any changes to reporting officer details? If the aerodrome is to be closed to all aircraft, have sufficient safety measures been taken? For example, will the windsock and boundary markers be removed? Will unserviceability markers be displayed for a period? If the request is properly made and approval of DGCAA has been sought, prepare a letter to the aerodrome operator: Notifying acceptance of surrender and the consequent cancellation of the certificate Directing him to return the original certificate document to the CAA to enable cancellation of the certificate (as necessary) Advising him or her to carry out any actions necessary in the interest of aviation safety Prepare letter of cancellation for signature of DGCAA. Send the letter of cancellation to the aerodrome operator before the nominated surrender date (if specified). 28 Chapter 4 CANCELING OR SUSPENDING AN AERODROME CERTIFICATE 4. 1 RELEVANT CIVIL AVIATION RULES-1994 AND AIR NAVIGATION ORDERS Rule 60A of CARs 1994 and ANO-001-DRAS-2.0 empowers the DGCAA to suspend or cancel an aerodrome certificate if CAA is satisfied that certain grounds exist CAUSE FOR ACTION In regard to aerodrome certificate, action may be instituted if CAA is satisfied that the certificate holder: Has contravened a condition imposed on the Aerodrome Certificate; or Fails to satisfy the standards required for the aerodrome facilities, operations or maintenance; Has failed in his or her duty in respect to any matter affecting the safe navigation or operation of an aircraft All information relevant to the action to be taken by an Aerodrome Inspector in regard to compliance and enforcement sanctions against aerodrome certificate holder, who is to be found in the appropriate section of the CAA Compliance and Enforcement Manual. 16/01/ MNL-001-DRAS-3.0
