INTRODUCTION 1.1 In July 2010, the first meeting of the International Volcanic Ash Task Force (IVATF) was held at ICAO Headquarters, where the reporting system of special air-reports concerning volcanic activity by aircraft was discussed. 1.2 IVATF tasked the Air Traffic Management (ATM) Sub-Group to study ways and means to improve and enhance the issuance of special air-reports by aircraft for volcanic ash, including the reporting of volcanic ash encounters. 1.3 Japan has the reporting and provision system concerning volcanic activities, the following is the outline of the reporting and provision system in Fukuoka flight information region (FIR). 1.4 The number of the report of special air-reports concerning volcanic activities in Fukuoka FIR was 156 in Japan are The rules and regulations for reporting and shown in the Appendix A to this paper. provision system of Volcanic Activities in (12 pages) IVATF.2.IP en.docx

2 IVATF/2-IP/ REPORTING SYSTEM OF VOLCANIC ACTIVITIES IN CIVIL AERONAUTICS ACT IN JAPAN 2.1 Japan Civil Aviation Bureau establishes the reporting system by the pilot in command when the aircraft has learnt during flight that any matters which is deemed to be likely to affect the safe operation of aircraft in the Article 76 of the Civil Aeronautics Act, also Volcanic eruption or another severe change of terrestrial phenomena or hydrometeor is identified as the matters which is deemed to be likely to affect the safe operation of aircraft in Article of the Ordinances of the Ministry of Land, Infrastructure, Transport and Tourism. 2.2 In Japan, aircraft in flight shall report the observation of the volcanic activities to the air traffic service (ATS) unit in accordance with the preceding provision of acts and ordinances. 3. DISSEMINATION CONCERNING REPORTING SYSTEM OF VOLCANIC ACTIVITIES TO THE AIRCRAFT OPERATOR BY AERONAUTICAL INFORMATION PUBLICATION (AIP) - JAPAN 3.1 Dissemination in AIP GEN3.5 (Meteorological Services) The aircraft when encountered volcanic ash cloud which may affect the safety of flight, should make weather observations in flight The aircraft should report the result of the observation to the Japan Meteorological Agency (JMA) through ATS Units (ATC Units or FSC) or the operator of the respective company with company radio The pilot or operator, who made observations shown in 6.1, is recommended to submit the record of observation or make an oral report on the weather condition encountered to the meteorological office at the aerodrome on arrival. 3.2 Dissemination in AIP GEN (Area/En-route Information Service) Aircraft when encountered such phenomena including turbulence, volcanic activity and etc as may affect the safety of flight, should report to the FSC (Area/En-route Information Service) in order to contribute to the flight safety of other aircraft. Note. PIREP's which require any action of ATC should be reported directly to the ATC Units in accordance with the existing practice. All other PIREP's should be made to the FSC (Area/En-route Information Service). 3.3 Dissemination in AIP GEN (Air Traffic Service data link operation in the Fukuoka FIR) Special and other non-routine aircraft observation (moderate (transonic and supersonic flight only) or severe turbulence, volcanic activity, etc) should be reported via voice to Tokyo International Air- Ground Communications Station (Tokyo A/G).

HANDLING VOLCANIC ACTIVITIES INFORMATION BY AIR NAVIGATION SERVICE IN JAPAN 4.1 Acceptance from the aircraft and relay to the meteorological agency Within domestic area (En-route) When Area Control Center (ACC) receive Special Air-Report concerning volcanic activity from the aircraft by voice communication, ACC relay to Flight Service Center (FSC) by direct speech circuit When FSC receive Special Air-Report concerning volcanic activity from the aircraft by voice communication, FSC record this information in the terminal, as well as the information relayed by ACC, then relay to JMA by AFTN circuit Within domestic area (Airport) When ATS Unit at the airport receive Special Air- Report concerning volcanic activity from the aircraft by voice communication, ATS Unit relay this information to JMA by direct speech circuit Within oceanic area When Tokyo A/G receive Special Air-Report concerning volcanic activity from the aircraft by voice communication, Tokyo A/G record this information in the terminal, then relay to JMA by AFTN circuit The overview of reporting system of volcanic activities in Fukuoka FIR is shown at Figure 1 of Appendix B. 4.2 Provision to the aircraft Within domestic area (En-route) Volcanic activity information is provided by Area/Enroute information service broadcast and voice communication from FSC, also provided by VHF data link (Area/En-route information) Within domestic area (Airport) Volcanic activity information is provided by ATIS broadcast and voice communication from ATS unit, also provided by VHF data link (D-ATIS) Within oceanic area Volcanic activity information is provided by voice communication from Tokyo A/G The overview of provision system of volcanic activities information in Fukuoka FIR is shown at Figure 2 of Appendix B. 5. ACTION BY THE IVATF 5.1 The IVATF is invited to note the contents of this information paper.

5 IVATF/2-IP/17 Appendix A APPENDIXA THE RULES AND REGULATIONS FOR REPORTING AND PROVISION SYSTEM OF VOLCANIC ACTIVITIES IN JAPAN Civil Aeronautics Act (Obligation to Report) Article 76 The pilot in command shall, in the event of any of the following accidents, report to the Minister of Land, Infrastructure, Transport and Tourism in accordance with Ordinances of the Ministry of Land, Infrastructure, Transport and Tourism; provided, however, that if the pilot in command is unable to report, the operator of the aircraft shall report. (i) Crash, collision, or fire of aircraft (ii) Injury or death of any person, or destruction of any object caused by aircraft (iii) Death (except those specified in Ordinances of the Ministry of Land, Infrastructure, Transport and Tourism) or disappearance of any person on board the aircraft (iv) Contact with other aircraft (v) Other accidents relating to aircraft specified in Ordinances of the Ministry of Land, Infrastructure, Transport and Tourism (2) The pilot in command shall, when he/she has learnt that any accident specified in the item (i) of the preceding paragraph has occurred to any other aircraft, report such to the Minister of Land, Infrastructure, Transport and Tourism, except when he/she has learnt of such accident through radio telegraph or radio telecommunication, in accordance with Ordinances of the Ministry of Land, Infrastructure, Transport and Tourism. (3) The pilot in command shall, when he/she has directly learnt during flight that any malfunction of any air navigation facility or any other incident which is deemed to be likely to affect the safe operation of aircraft specified in Ordinances of the Ministry of Land, Infrastructure, Transport and Tourism, have occurred, except when he/she has learnt of such incident through other sources, report such to the Minister of Land, Infrastructure, Transport and Tourism, in accordance with Ordinances of the Ministry of Land, Infrastructure, Transport and Tourism.

6 IVATF/2-IP/17 Appendix A A-2 Ordinances of the Ministry of Land, Infrastructure, Transport and Tourism (Report of abnormal state) Article The matters which the pilot in command shall report under the provision of Article 76 Paragraph 3 of the Civil Aeronautics Act are listed as follows. (i) Malfunction of airport and air navigation facility (ii) Atmospheric disturbance or abnormal meteorological conditions (iii) Volcanic eruption or another severe change of terrestrial phenomena or hydrometeor (iv) Matters which discourages the safe operation of aircraft Rules on Processing of Air Navigation Service Rules on Processing of Flight Information Service II Operation Aid Information Service (v) Broadcasting Service 3. ATIS (1) Preparation for provision of information a. Prepare the following information of the Airport and make ready for provision of information to an aircraft. (f) Meteorological information i. On-the-spot weather report; ii. Special observation; iii. Requested additional observation; iv. Information such as PIREP that is considered to be particularly necessary for arrival and take-off of an aircraft and that mainly concerns the approach area of the applicable airport. (PIREP includes that which is reported by air traffic control facility and is limited to that which has been made available for two hours at most unless time of validity is specified.) 4. Area information (1) Preparation for provision of information Prepare the following information and make ready for provision of information to an aircraft. a. En-route Information which comprises the following information on airspace enlisted in Appendix 1.(excluding information on arrival and take-off of an aircraft) (a) SIGMET; (c) PIREP concerning meteorological conditions (limited to one related to phenomena corresponding to SIGMET and to turbulence and ice coating above the ordinary) and PIREP concerning volcanic activity (PIREP includes information furnished by air traffic control facility and limited to that which has been made available within 2 hours where there is no specification about the time of validity);

Category of communication Category of communication handled in FSC shall be as follows: (5) Communication concerning PIREP a. Communication concerning meteorological conditions (the flight conditions related to meteorological phenomena); b. Communication concerning troubles with air navigation facility, etc c. Communication concerning other phenomena that affect the safety of navigation. 8. Information to be provided (1)Information to be provided by air-ground transmission and receipt Information FSC provides to an aircraft by air-ground transmission and receipt shall be as follows: a. Information on meteorological phenomena; (a) SIGMET; (b) METAR; (c) SPECI; (d) TAF; (e) Meteorological radar echo information; (f) TREND, (g) Other information on meteorological phenomena announced by meteorological authorities; (h) PIREP concerning meteorological phenomena and volcanic activity. b. Information on a change in operational state of air navigation facility, etc. Information on a change in operational state of air navigation facility, etc., provided by the facility responsible for their operation and management which information covers the period prior to its issue as NOTAM and which covers 10 hours after its issue as NOTAM but also becomes effective within 10 hours. c. Information on air traffic (information on traffic regulation, etc. that are considered to affect an aircraft in flight but limited to information requested by an air traffic control facility; hereinafter, the same shall apply in this Section). d. Other flight information Information other than that mentioned in a. to c. above that is considered to affect an aircraft in flight (2) Information provided by air-ground data link Information provided by FSC by air-ground data link shall be as follows: For more details, refer to Guidelines for provision of information by VHF data link system, which shall be followed in provision of this category of information a. PIREP concerning meteorological phenomena; b. Information on volcanic activity. 11. Handling of PIREP (1) Composition of PIREP a. ARS shall record PIREP received from an aircraft in the following composition: (a) Identity of the aircraft; (b) Position of the aircraft; (c) Time of meteorological observation or time of detection of trouble; (d) Flying altitude; (e) Reported contents of meteorological conditions, etc;

8 IVATF/2-IP/17 Appendix A A-4 (f) Aircraft type Note: (b) and (d) shall be the position and altitude at the time mentioned in (c). b. To PIREP concerning meteorological phenomena, one line of identification group for meteorological circuit comprising UAJP71 (abbreviation of the point of FSC in 4 letters) (day, hour and minute of receipt in 6 letters) shall be prefixed c. To PIREP concerning volcanic activity, one line of identification group for meteorological circuit comprising SEXX71 (abbreviation of the point of FSC in 4 letters) (day, hour and minute of receipt in 6 letters) shall be prefixed d. For composition of a., FSC may add or abbreviate items and change order, depending on the circumstances. e. When FSC has acquired PIREP concerning meteorological phenomena from air traffic control facility as reported to the facility by an aircraft, ATS shall record it according to a. above. (2) Acquisition and distribution of PIREP a. The PIREP handled by FSC shall be those directly received from an aircraft and those acquired from other FSC, air traffic control facilities, meteorological authorities and operating organizations. b. PIREP concerning meteorological phenomena and volcanic activity received from an aircraft shall be promptly transmitted to the meteorological authorities and other FSC requiring such information by CADIN. Those acquired from air traffic control facilities shall be handled in the same way. c. In case PIREP received from an aircraft concerns phenomena falling under SIGMET, or the trouble with air navigation facility, FSC shall report to air traffic control facility of Air Traffic Control Department supervising such area. d. When FSC has received PIREP other than that mentioned in b. and c., FSC shall process it properly according to their contents. AIP GEN Area/En-route Information Service Information service needed for the aircraft operation Services using A/G communication facilities Upon request from the aircraft, following information and other information needed for the safe operation of the aircraft are provided using remote A/G communication facilities. This service is provided by Service Unit in ATTACHMENT-1. (1) Meteorological Information a) SIGMET b) METAR/SPECI c) TAF d) Weather Radar Echo (See ATTACHMENT-2) e) TREND f) Other weather information which is announced by Meteorological Agencies g) PIREP s regarding meteorological condition and volcanic activity, which are received in preceding 2 hours period Service using broadcasting facilities The following information are provided continuously and repeatedly using broadcasting facilities. (1) Following "En-route Information" within the area of the Broadcasting site at ATTACHMENT-3. a) SIGMET b) Typhoon information

9 A-5 IVATF/2-IP/17 Appendix A c) PIREP s (the reports of meteorological condition and volcanic activity), which are received from aircraft in preceding 2 hours period in principle. d) NOTAM s, which are issued in preceding 5 hours period and will become effective within 5 hours period from time of the issuance. e) Air traffic information f) Other flight information Acceptance of PIREP's Aircraft when encountered such phenomena including turbulence, volcanic activity and etc as may affect the safety of flight, should report to the FSC (Area/En-route Information Service) in order to contribute to the flight safety of other aircraft. Note. PIREP's which require any action of ATC should be reported directly to the ATC Units in accordance with the existing practice. All other PIREP's should be made to the FSC (Area/En-route Information Service) Provision of PIREP's Upon request from the aircraft, PIREP s which are received in preceding 2 hours period are provided using remote A/G communication facilities and broadcasting facilities. GEN Air Traffic Service data link operation in the Fukuoka FIR CPDLC limited service in the Fukuoka FIR 4) Special and other non-routine aircraft observation (moderate (transonic and supersonic flight only) or severe turbulence, volcanic activity, etc) should be reported via voice to ATS. 5) Flight information services are provided by voice only. GEN 3.5 METEOROLOGICAL SERVICES 6. Aircraft reports 6.1. The aircraft when encountered the following meteorological phenomena which may affect the safety of flight, should make weather observations in flight. (1) Turbulence (2) Icing (3) Thunderstorm (4) Volcanic ash cloud (5) Wind shear (6) Other meteorological phenomena 6.2. The aircraft should report the result of the observation shown in 6.1 the Japan Meteorological Agency by either of the following methods. (1) Through ATC Units or FSC (2) Through the operator of the respective company with company radio 6.3. The pilot or operator, who made observations shown in 6.1, is recommended to submit the record of observation or make an oral report on the weather condition encountered to the meteorological office at the aerodrome on arrival.
