4 THE MALAYSIAN PERSPECTIVE Background Establishment of Tourist Development Corporation of Malaysia on 10 August 1972, (government statutory body) under Parliament Act 481. Now known as Malaysia Tourism Promotion Board (Tourism Malaysia). Establishment of Ministry of Culture, Arts and Tourism in Malaysia Government Role Formulation of tourism policy on development and promotion Regulatory and enforcement pertaining to Tour Operator and Travel Agency business, tourist guide and, tourism schools and training activities; Marketing and promotional activities; Support tourism activities by state (provincial) governments. 4

5 THE MALAYSIAN PERSPECTIVE Develop the tourism sector in a sustainable and acceptable manner, so that it will continue to contribute significantly to the economy, environment and sociocultural aspects of the country Adopted and put into place various initiatives in developing and maintaining Responsible Tourism. Regulate clear policies on environment and wildlife protection, eco tourism, rural tourism and developing programmes like our Homestay Programme, Malaysia Clean, Malaysia Green Programme and the Plant a Tree programme as part of the Government s National Key Economic Area (NKEA) blueprint. Work very closely with: Ministry of Environment Ministry of Human Resource and other Ministries NGOs and bodies e.g. WWF, UNESCO, Wild Asia State/Local councils 5

7 MALAYSIA NATIONAL POLICY The Malaysian National Policy on the Environment is aimed at: keeping a clean, safe, healthy and productive environment for present and future generations the conservation of the country's unique and diverse culture and natural heritage with effective participation by all sectors of society sustainable lifestyle and pattern of consumption and production. 7

8 HERITAGE & CULTURE FESTIVALS Religious festivals such as Hari Raya, Christmas, Chinese New Year, Deepavali, Kaamatan are also celebrated as public holidays, making the celebrations even more special 8

9 HERITAGE & CULTURE Malaysia has four World Heritage Sites, recognised by the United Nations Educational, Scientific and Cultural Organisation's (Unesco) World Heritage List: Archaeological Heritage of the Lenggong Valley (AHLV) in Perak Historic cities of Melaka and George Town, Penang along the Straits of Melaka Gunung Mulu National Park in Sarawak Kinabalu Park in Sabah 9

11 ECO TOURISM Malaysia ranked 12th globally in terms of mega-biodiversity: More than 14,500 flowering species 3,000 species of trees 300 species of palms and 60 species of bamboos 600 species of birds 210 species of mammals and thousands of exotic insects and marine life. All wildlife in Malaysia is protected under the Wildlife Protection Act 1972, which consists of the regulation, protection, conservation and management of wildlife in Malaysia. 11

16 HOMESTAY The Homestay programme is a community-based tourism product Aimed at rejuvenating Malaysia s rural economy offers tourists a nostalgic experience of country living and the opportunity to be immersed in local cultural experiences. More than 100 villages across Malaysia 16

19 TREE PLANTING PROGRAMME In 2009, the Prime Minister of Malaysia, Datuk Seri Najib Razak pledged to reduce carbon dioxide emission to 40 per cent by 2020 at the United Nations Climate Change Conference in Copenhagen. And since then, more than eight million trees have been The Ministry of Tourism & Culture and Tourism Malaysia s tree planting campaign "Greening the Earth: One Citizen, One Tree" was launched in 2010 and was then nearing its target of 26 million trees. 19

23 MALAYSIAN TOURISM STATISTIC In 2012, Malaysia recorded a total of million arrivals compared to 24.7 million arrivals for the same period in 2011, representing a growth of 1.3% in tourist arrivals. The tourist receipts for 2012 increased by 3.9%, generating RM60.6 billion to the economy as compared to RM58.3 billion in By the year 2020, Malaysia aims to achieve the targets of attracting 36 million international tourists and generating RM168 billion (USD56 billion) in terms of tourist receipts.

27 IMPACT OF TOURISM Development in tourism produces both positive and negative impacts on natural resources, consumption patterns, pollution and social systems. The need for sustainable or responsible planning and management is imperative for the tourism sector to survive as awhole. A responsible stakeholder will pursue the economic benefits of tourism while maximising the positive impacts on the environment, society and culture upon which the industry is built. 27

28 IMPACT IMPACT OF OF TOURISM TOURISM Positive: Economic benefits: influx of foreign exchange tax revenues job opportunities Environmental values maintenance and development of "unspoiled natural resources establishment of national parks and protected areas Socio-cultural values traditional arts, crafts, and cultural practices preservation of historical sites and heritage buildings fostering tolerance and acceptance of different cultures Negative: Erosion of value and continued existence of environmental and socio-cultural assets e.g.: Rio Platano Biosphere Reserve, Honduras Petra in Jordan Angkor in Cambodia Through theft, development, climate change, or unsustainable tourism. This is true where tourism development is unregulated, fixed on volume growth, and focused only on short-term economic benefits. 28
