2 LASHING OPERATIONS ONBOARD CONTAINER VESSELS

3 TNS OCEAN LINES (S) PTE LTD provides on average, about 120 workers daily for lashing and unlashing operations onboard container vessels inside PSA Container Terminals. When the vessels arrive to our ports, the containers will be lashed up so as to prevent the containers from falling off during the voyage. The containers are lashed using long metal bars, twist locks and cones. These materials are very heavy and takes up a lot of space. Before the containers can be discharged to the wharf, they have to be first unlashed by a team of lashing specialists.

7 Twist locks are used to further secure containers when they are stacked on top one another.

8 Problems encountered:- During lashing and unlashing operations, the workers are required to carry the heavy lashing equipments. They will require to maneuver in tight areas while carrying these heavy equipments to lash and unlash. Should the housekeeping on board the vessel be poor, the chances of the workers tripping and falling will be very high even without carrying any equipments.

9 Problems encountered:- The injuries sustained during such falls can be very serious or even fatal. As such, housekeeping onboard the vessels is very important.

10 Types of Injuries:- Fractures Head Injuries (Concussions) Cuts and bruises on body Sprains Neck and Back Injuries Injuries to the Face Fatal

11 Impact of Injuries to the company:- Loss of Man Hours High Medical Costs

12 Challenges Faced to Ensure Proper Housekeeping:- Vessels do not belong to the company. As such difficulty was faced in enforcing proper housekeeping to vessel crew. Workers not seeing the importance of housekeeping. Vessel structure could not accommodate proper area for housekeeping of equipments.

13 Challenges Faced to Ensure Proper Housekeeping:- Structures of vessels differs from vessel to vessel. Vessels will not be able to change their vessel structures to accommodate our operations.

14 Challenges Faced to Ensure Proper Housekeeping:- Risk controlling factors were put into place to try and reduce the risks. 1.ELIMINATION 2.SUBSTITUTION 3.ENGINEERING / ISOLATION 4.TRAINING 5.PERSONAL PROTECTIVE EQUIPMENT

15 Methods implemented. 5 S Sort To identify equipments that are not needed. Set Ensure equipments are placed where they belong. Shine Ensure that work area is free from oil spill. Standardize Set the proper rules and enforcement. Sustain Ensure that the SOP becomes a habit.

19 Poor Housekeeping:- Lashing bars and twist locks meant for lashing works are strewn around on the deck of the vessel posing as a potential trip hazard.

21 Poor Housekeeping:- Lashing bars meant for lashing works are placed on the walk way posing as a potential trip hazard. Worker will also have to walk on the lashing bars which can cause them to lose balance and fall down.

22 Poor Housekeeping:- When housekeeping is poor, workers may trip and fall into open hatches or even into the sea.

23 Solution:- Education / Safety Briefing Workers are briefed daily and constantly reminded on the importance of housekeeping.

24 Solution:- Education / Tool Box Briefing Workers are given a daily toolbox briefing to update on the housekeeping issues onboard the vessel they are to work on.

25 Solution:- Education / Training Workshops conducted for workers on the proper way of securing and keeping lashing equipments.

26 Solution:- Engagement / Communicate & Feedback Regular communications with workers during safety walkabouts. This becomes a platform for the workers to feedback any housekeeping issues on board certain vessels.

27 Solution:- Engagement / Exercise Engagement exercises, such as Spot the Hazards are conducted regularly with the workers so as to assist the workers to be pro active in performing housekeeping.

28 Solution:- Sort / Isolate / Arrange Small tools for lashing such as tighteners and wrenches are kept inside a tool bag so as to prevent the tools from lying around and posing as a tripping hazard.

29 Solution:- Sort / Isolate / Arrange Big tools such as hammers and T- Bars kept neatly inside a tool box.

30 Solution:- Sort / Isolate / Arrange Turn buckles are placed neatly into the turn buckle holders.

31 Solution:- Sort / Isolate / Secure Lashing bars are placed neatly into the bar holders or they are kept and secured properly at the edge of the walkway or on the hatch cover.

32 Solution:- Enforcement Regular Safety Inspections are conducted to ensure workers are complying with the SOPs. Enforcement actions are taken against workers who fail to comply.

33 Solution:- Sustain With continuous improvement and monitoring, poor housekeeping is eliminated and sustained.
