15 HISTORY A Road Commission truck went through a wooden structure in the early 30 s In the?early 1950 s? a 9 10 by 14 2 by 20 long Steel culvert was installed. This provided a wide 1 lane access to the park. A letter from MDNR in 1980 states that the culvert is undersized, but assumes that it was properly sized at installation years before.

19 HISTORY In the 1970 s, 80 s and through out the 90 s, minor cave-ins have been experienced on both approaches. A storm in 1998 caused severe erosion on the site. At this time a through inspection of the structure was done. Findings were not good. Severe under mining was present on both ends of the culvert

20 HISTORY Brechting Bridge & Engineering, Inc. was hired to scope the site for possible solutions. Recommendations were replacement with a Conspan (3 sided frame culvert), or a timber bridge. The 3 sided culvert was settled upon due to the flexibility of adjusting the road grade

24 HISTORY Road Commission, Benona Township, WMSRDC representatives met in early 1999 to address the culvert. All supported culvert replacement and park enhancement, and began applying for grants to fund the construction of these as a combined project.

25 Funding Applied For Numerous grants & funding sources were applied for & denied, including: Critical Bridge not a bridge because of 14 span of existing culvert WMSRDC, MDNR, CMI, GLFT,- Not Applicable Township Primary Road, and they were upgrading park, they couldn t handle both

29 HISTORY Meanwhile nature continued to tear apart the road Different storms further eroded the site In 2000 alone, $22,133 was spent on restoration after a storm event

30 HISTORY At the end of 2002, the culvert replacement appeared to be a dead project. Everybody still wanted it, but nobody could afford it. The project had grown to an estimated $434,000 ($320,000 was for the structure replacement) Benona Township stated they were committed to park improvements regardless if the culvert was replaced or not. They began to secure their own funding.

31 HISTORY In 2004, various agencies & individuals pressed the Road Commission to improve the culvert. Most of this was because the township was improving the park. (They built a boardwalk in late 2003 & were working on the parking lot) The Road Commission made one last look for economical alternatives for replacement County work crews had done several timber decks in the previous years with little difficulty, so the timber bridge option was seriously looked into
