Who is going to police the self containment law. (Stickers can be purchased off internet). Council is proposing to reduce the size of the designated area in Waikawa and limit to self-contained camping only. Support Council is proposing to prohibit open fires at all designated camping sites, other than in safe on-site facilities. This prohibition would not include gas cookers/bbqs. Support Council is proposing to make changes to local freedom camping rules. Some Community Boards and CDAs have recommended new designated sites for self-contained camping (a list of towns and their changes are in the statement of proposal). Oppose Council is proposing to introduce new default freedom camping rules. These include default prohibition rules for urban zones, roads, playgrounds, sportsgrounds and cemeteries (for a full list of these rules see the statement of proposal). 1

I DO wish to be heard in support of my submission, and am available: I am available to speak about my submission: Morning Council is proposing to standardise with the New Zealand Motor Caravan Association Model Bylaw Oppose Self contained free camping does not support local businesses who pay rates and fees to be able to operate, it severally disadvantages them. It discriminates against people who are unable to afford self contained vehicles and provides them with a financial advantage over travelers who pay for accommodation. This does not usually lead to increased spending as by their very nature self contained camping is about reducing the cost of a holiday or permanent living conditions. Enforcement and cleaning of these sites is only free to those staying it places an additional burden on council for enforcement and cleaning which eventually leads to the associated costs of the sites being passed on to the communities that they are in. Council is proposing to reduce the size of the designated area in Waikawa and limit to self-contained camping only. Neutral/No preference I dont think any self contained free camping should occur in environmentally sensitive areas I think all camping should occur in monitored sites. Council is proposing to prohibit open fires at all designated camping sites, other than in safe on-site facilities. This prohibition would not include gas cookers/bbqs. 1

4 Support I think permits should be available at certain times of the year when no fire hazard exists to have a bonfire for a special event to be issued at councils/fire departments discretion for a administration fee. Oppose We strongly oppose the current site designated for Tuatapere on the Main Street. It is an area that is used heavily at certain times by the local community for parking ie. church services, RSA Hall events and functions, meetings in the pipe band hall, the plunket rooms, a takeaway shop, a hotel, the bike race around the mountains are but a few of the buidings and events that occur in this area. Our home and business is located opposite one of the areas and without camper vans we already have situation occurring regularly where we are unable to drive out of our driveway or enter it because of vehicles parked over it. Having camper vans parked for 7 days seems to defeat the terms of being self contained which only requires 3 days capacity for sewage and grey water which will see increased use of the local toilet amenities on the main street. There are 2 other sites located within 10 to 20 mins of our community. The main street over the summer already has a serious issue of rubbish bins over fill between the days they are emptied. The toilets by evening time are often not okay to use and we have had people ask us to use our home one rather than the community ones. We have had tourists walk down our drive into our personal area to take photos of the river without asking and now need to lock our doors to the house if we are down in the lower garden where we can not see the house. The water tank is a popular area for youth to congregate over the summer and despite having 2 policemen located in the town can not get any to attend incidences that often occur in the area for proposed parking. Council is unable to enforce the existing rules of no camping in this area a regular event over summer how do they propose to monitor/enforce a new set of regulations. Council is proposing to introduce new default freedom camping rules. These include default prohibition rules for urban zones, roads, playgrounds, sportsgrounds and cemeteries (for a full list of these rules see the statement of proposal). Oppose The area that should be the preferred spot for self contained camping is next to a sports ground will this affect people who already use it every year? Additional Comments: A parking space is available for people using the Hump Ridge track and that is one of the few activities that would see anyone stay in Tuatapere for 7 days. We have 4 food shops 1 gift shop/pharmacy 2 galleries and a main street that need maintenance this is not an area that should be a camping ground. What is to stop someone parking for 7 days moving on for a night and returning for another 7. 2

10 Oppose The Event Centre is opposed as the carpark is not a suitable freedom camping area because: *Congestion with other events (there are a lot of events after 7pm eg prizegivings, sports, concerts, productions, meetings, weddings and so on) *Campers attempting to use EC toilets/showers have caused conflict on numerous occasions - this would increase *Rubbish disposal *Clashes with fire brigade emergency parking areas *Aesthetically not in keeping with venue *Too close to another camping ground - same issues as above *No dumping station nearby *Other conflict issues that have occurred before would increase eg tap usage for washing campers, verandah areas being used for cooking, people roaming freely through facilities when other users have hired EC *When large events are on all carparks plus road frontage is used NOTE: The EC trust met and discussed this issue with the above reasons being cited. However the trust is in favour in principle of Te Anau being campervan friendly Council is proposing to introduce new default freedom camping rules. 12 Owners of holiday parks have worked to supply quality camping areas and councils should not compete against these people. Council is proposing to introduce new default freedom camping rules. Neutral/No preference Additional Comments: Specifically at Te Anau, there is ample motor home parks at reasonable rates to satisfy all. To set up freedom parks other than what is there now is just plain crazy. One of the places designated is right opposite a quality motor park. Sorry people you have it unfair and quite wrong. There is only one thing wrong with making a bad decision and that is not doing something about it. It is great to see that the Tuatapere people have reversed their decision to allow freedom camping in the town center. The same should apply for Te Anau. Be fair to those people in Te Anau that have worked hard to keep their parks to a high standard. It is these people that deserve the councils support. 2

Oppose We oppose the current sites allocated in Te Anau, but support the provision of freedom camping within the Te Anau town boundaries. We propose the best place for freedom camping in Te Anau is at the end of Park Lane, behind Westpac and Four Square. This is close to town and is currently underutilised in our opinion. Kate walks past this place regularly and there is rarely a car parked here. It can be easily managed with signs, as there is one place to enter (as long as the unofficial Moose Car Park entrance is blocked off) and once the capacity is full it will be easy to see. There is plenty of grass space around this park too and the lake can be accessed easily, so is reasonably desirable. Plus it is not overly visible to the public. The alternatives of the Layby along SH94 is very visible and could quickly resemble a gypsy camp if not well managed. This is not the first impression we would want to convey to visitors as they come to our town. The Events Center is large and I could see issues arising with only 6 parks allocated, as in reality there is heaps of space! There could potentially be some confrontations and misunderstanding. Plus there is the issue of this being a community area with many local users. When events are being held here the carpark is full, plus with children's sports at the Events Center, skateboard park and outdoor tennis/ netball area, and main access to the Plunket Rooms and

My children walk through this area regularly and I would not feel comfortable with people camping here. Council is proposing to introduce new default freedom camping rules.
