Page 6 Our Knowlton weekends Page 7 Recreation - Summer registration - Fête nationale du Québec à Lac-Brome - Douglass beach opening - Canada Day Page 8 Sitting Of Municipal Council Highlights of May 7, 2018 Town Council authorized expenditures of $10,027.58, a payment made to Monty Sylvestre Legal Counsel Inc. for a planning consultation and $1,818,336 for Sûreté du Québec services for the year Two contracts were also awarded: one for professional site supervision services (Les Consultants SM Inc., $44,637.43, taxes included) and another for the purchase of a lowbed (Attaches Châteauguay Inc., $47,231.75, taxes included). The Town Council designated the SPA des Cantons as responsible for the application of the regulations concerning the control of animals. The municipal representatives adopted the second draft resolution regarding the SCAOPI allowing the activities of a microbrewery, projected to be built at 576 Knowlton Road. They also adopted a resolution related to the "Municipalité Amie des Aînés" (MADA) program. The Financial assistance program for sports activities for residents of Brome Lake (0 to 17 years old) officially took shape at the last session. Town Council authorized the expenditure of $15,000 to prepare a preliminary feasibility study for a joint project with the Pettes Library. Finally, a payment of $13,034 covering the share intended for the Office municipal d'habitation was authorized. The elected representatives agreed to the sale of three municipal lots and accepted the donation of one lot. 2 Bulletin Vision Santé publique: Lyme Disease The latest issue (no 44) of the CIUSSS de l'estrie - CHUS Public Health Vision newsletter focuses on Lyme disease. Since the number of cases is increasing in the Eastern Townships, and particularly in Brome- Missisquoi, we invite you to read it here (French only) and take all the necessary precautions during your outdoor activities. Problems between neighbours: some points of reference With the coming summer period, and the return of various outdoor work, conflicts between neighbours sometimes arise. A quick look at this site from the Department of Justice provides information on eleven of the most common irritants: Property limits and boundary determination Encroachment Noise Right of way Views Right to use a spring or watercourse Fences and common walls Trees and branches Water runoff Protection of another person s property Temporary access to property You will find more detailed explanations for each of these elements that can be a source of problems between neighbours. 3 Municipal Tax Payment: Deadline for 2 nd instalment approaches As a reminder, the deadline for the second payment of municipal taxes is June 13, Here is the list of accepted payment methods: Online Banking Payment Cheque (post-dated cheques are accepted) Debit card and cash at Town Hall reception. Two citizen meetings on the agenda in June In an informal atmosphere, citizens of the Foster and Fulford sectors will have the opportunity to exchange ideas with their elected representatives. A first meeting covering the Foster territory will take place on Wednesday, June 6 at 7 p.m. at the Ovide-Dagenais hall (25 Taylor Road). One week later, on Wednesday, June 13 at 7 p.m., Fulford residents were invited to Davis Hall (62 Davis Road). Some dates to be saved Friday June 1 st : collection of dead leaves (paper bags only). Friday June 22: date on which the dust control application will end. Weather conditions could alter the work schedule. Saturday June 9: the ecocentre is open! It is located at 50 Mill Road. 4 Outdoor fires: not without a permit! Want to light a bonfire or burn branches? First of all, make sure that the conditions allow it and apply for a permit! Visit the site of the Town of Brome Lake to check the daily SOPFEU index and fill out the required form. Garage Sales It is possible to hold a garage sale on Saturdays and Sundays until September 30th. Before proceeding, it is necessary to obtain a permit, at a cost of $10. The Town will then promote it here and inform you of the rules related to signage (By-law 478). Civility and courtesy go hand in hand when you take your dog out! With the arrival of nice weather, courtesy is the order of the day when you take your dog for a walk. With a concern for safety and good citizenship among citizens, the Town of Brome Lake reminds you that it is mandatory to keep your dog on a leash. In an effort to keep our trails and parks in good condition, bag dispensers to collect excrement are scattered throughout the territory. Here is a brief reminder of the by-law: Any animal that is outside the boundaries of its guardian's property must be held or restrained by a device (tie, leash, etc.) that prevents it from walking alone or wandering. The guardian must take all necessary measures to prevent the animal from having physical contact with a person or aggressive contact with another animal, from moving household refuse, or from causing damage to a lawn, terrace, garden, flower, tree, shrub or other plant. [ ] Any guardian of an animal outside his property must remove the excrement produced by his animal and must deposit it in a container or bag and dispose of it from his household garbage, or by discharging the contents into public sanitary sewers, if applicable. It is a nuisance for an animal keeper to let an animal bark, scream, or make noise in such a way that a reasonable person is inconvenienced. Read the full version here (in French only). 5 Summer watering: avoid wasting our precious resource! In the summer, water waste, the wealth we have, is more common. Some facts about the blue gold : In summer, watering lawns is the main source of drinking water consumption. A very large majority (85%) of the seeds that occur in landscaping come from excessive watering. It is recommended to water only once a week. After a good downpour, the lawn does not need to be watered for seven days. Watering periods are regulated, as evidenced by the Regulation respecting the use of drinking water. Here are some excerpts: Removable sprinklers and porous pipes Watering lawns, hedges, trees, shrubs or other plants watered by these tools is only permitted from 8 p.m. to 11 p.m. on the following days : On even-numbered dates for the occupant of a dwelling whose address is an even number; On odd-numbered dates for the occupant of a dwelling whose address is an odd number. Automatic sprinkler systems Watering is permitted only from 3 a.m. to 6 a.m. on Sundays, Tuesdays and Thursdays. N e w s l e t t e r 5 5
6 Residential pools: safety at all costs This summer, take action to prevent accidents. The most effective way to do this is to control access to the pool. Make sure the pool is inaccessible outside swimming hours (fences, spring barriers and latches, ladders with automatic closing devices). Always assign an adult to supervise. Find out about the safety instructions available on the Lifesaving Society web page at perfectswimming.com. You can even make an appointment to have your pool checked free of charge at home by an advisor. A self-evaluation test with a prize money is also offered. Note that any installation of a swimming pool (inground or above ground) must first be the subject of a request for a certificate of authorization from the Town. If you have any questions, do not hesitate to contact the Land Management Department at , extension 241. Garden Days: promote your activities! The annual celebration of Canada's Gardens and Gardening takes place from June 16 to 24. At the invitation of the Canadian Garden Council, it is now possible to register its activities (visits, conferences, etc.) free of charge at gardendays.ca/en. It is intended for gardens, garden centres, horticultural companies, garden clubs, schools, libraries, vineyards, private individuals and public gardens. National Garden Day officially takes place on June 16. In place for five years, the nine-day event is intended to provide an opportunity for a variety of horticultural experiences.
