The Australian APEC Study Centre has made available some resources to develop a web site for the Consortium. The site will act as a portal to existing electronic information, as well as developing new information of its own. The website is currently under development. At present it contains basic information about the Consortium, links to the member centers of the consortium, other electronic information and to APECLIT, the bibliography of APEC printed and online materials. Report from the Australian APEC Study Centre The Australian Centre has recently loaded on to its internet site the "Report on Labour Standards in Page 3 the Asia-Pacific Region." This report was commissioner by the Australian Trade Minister and originally published in Also on the Internet site is a speech by Anand Panyarachun, former Prime Minister of Thailand. The speech was given at a dinner jointly organized by the Australian ASC on the theme of "Democracy and Free Markets in Asia in the 21St Century." The ASC has recently carried out major projects in support of APECs Ecotech Agenda, namely a symposium on "Enhancing Life Insurance Regulatory Regime in Asia" and a training program "Good Governance in APEC: Meeting the Challenges of the Information Age." Further information about these activities can be obtained from Canada The Asia Pacific Foundation of Canada teamed up with the University of Toronto's Centre for International Studies to organize the APEC Workshop, held in Toronto on October 27, Entitled "A Strategic Approach to APEC", the workshop provided an opportunity for Canadian government officials, academics and business representatives to reflect on the future of APEC and to review and assess Canada's involvement in the organization. The workshop featured sessions on liberalization, facilitation, and economic and technical cooperation. The final session focused on the future of APEC as an institution. The I
4 A NEWSLETTER FOR THE APEC STUDY Secretariat of the Chinese Taipei APEC Business Advisory Council (ABAC) is now located within CTASC. CTASC and the Chinese Taipei participation group of the Council for Security Cooperation in the Asia-Pacific (CSCAP) jointly organized a "Conference on Chinese Taipei's Participation in Asia-Pacific Security Cooperation." Researchers from CTASC presented several papers on enhancing cooperation in APEC on diverse issues. The papers can be viewed in the CTASC website. In January 28-29, 2000, CTASC organized a twoday seminar on getting acquainted with APEC for government officials. The main purpose of the event was to disseminate information about the major issues to be discussed by APEC this year. This has become an annual affair with the first held in The CTASC has also been working on the APEC Committee on Trade and Investment (CTI) project titled, "Survey of Environmental Markets in APEC." The survey aims to increase knowledge of the size of the environmental markets for goods and services in APEC. Surveys have been sent to Senior Environmental Officials of APEC member economies for their responses. As part of the project, interviews will be conducted and a final report will be produced that will be posted on the CTASCs website. Two major events will be hosted by CTASC in March On March 9-10 in Taipei, CTASC is organizing an APEC seminar on "Enhancing the Contributions of Women to Science and Technology Into the 20 Century." Attendees from several APEC economies will present papers. Concurrently, the CTASC is also organizing the "First APEC Youth Camp" from March 10-11, Young people under the age of thirty have been selected to attend the event. The purpose is to educate the younger generation on APEC activities. The program was formed to meet the rising demand for knowledge and information on the Asia Pacific region, in the academic disciplines of Economics and Management particularly, resulting from the growing importance of the economic and political relations of Peru with that region. PEGAP seeks to establish working links with academic institutions in the Asia Pacific region, with the purpose of promoting the exchange of scholars and students, as well as to jointly undertake studies, events and other scholarly activities of common interest. The PEGAP currently has established links with the following academic institutions: the Beijing Academy of Social Sciences, Latin American Institute and Asia-Pacific Institute; University of Nankai, Tianjin APEC Study Center; Ritsumeikan University of Japan; University Meio at Nago, Okinawa; Malaysian Institute of Economic Research; University of Auckland APEC Study Center, New Zealand; and both Thammasat University and Assumption University in Thailand. Lima 11, Peru Phone: (511) or , ext Fax: (511) pegap@up.edu.pe Website: Philippines PASCN Holds First Annual Planning Workshop The Philippine APEC Study Center Network (PASCN) held its first Annual Planning Workshop on November 8-9, 1999 on Mactan Island, Cebu. The workshop participants consisted of representatives from its ten member institutions, Research Coordinators of the ongoing PASCN Research Projects, and the PASCN Secretariat. Key resource persons from government agencies such as the National Economic and Development Authority (NEDA), the Department of Foreign Affairs (DFA), and the Department of Trade and Industry (DTI) were also present to discuss the emerging policy issues arising from the agenda of the WTO, APEC and AFTA, which will affect the policy agenda of the Philippine government. During the workshop, the participants assessed the accomplishments of the PASCN given its mandate and overall objectives since its establishment in November 23, 1996; formulated the research agenda of the Network for the next five years; and came up with strategies, approaches and plans of action to ensure the sustainability of the Network in the coming years. One of the highlights of the workshop was a discussion on the need to expand the outreach, dissemination and training dimensions of the PASCN. The PASCN will closely coordinate the Network's research activities with its non-research thrusts, and will increase the relevance of its research studies by linking them with the different APEC working groups under the APEC priority areas. This also indicates the need to closely follow the deliberations of the various committees in APEC (and AFTA). US Consortium of APEC Study Centers Page 5 University of Hawaii APEC Study Center (UHASC) On March 21, 2000 as part of the Pacific Basin Economic Council's International General Meeting in Honolulu, the TJHASC will host an APEC- PBEC Conference on "Corporate Governance Challenges and Opportunities in the Asia-Pacific Region." This is the first of three such conferences that will be held over the next two years as part of a project initiated within the APEC Human Resources Development's Business Management Working Group. On March 21-23, the UHASC will also host in Honolulu the wrap-up meeting of the International Quality Assurance Project of the APEC Human Resources Development Working Group that is devoted to developing a training curriculum on ISO-9000 and ISO standards for use in the APEC region. Dr. Tung Bui, Professor of Decision Sciences and Matson Navigation Distinguished Professor of Global Business, has become Co-Director of the University of Hawaii portion University of Hawaii APEC Study Center. He is involved with the "APEC Youth Networking: Youth Preparation for the APEC Society in the Next Millennium." The APEC Youth Networking program is a one-. week meeting sponsored by the Government of Thailand. The program will host youth representatives from the 21 member economies of APEC. The program is seeking nine participants from each member economy (preferably three from high schools, three from universities and three from enterprises) to participate in a networking forum at Thammasat University (Rangsit Campus) in Bangkok. The purpose of the youth program is to: 1) increase understanding of youth about APEC, its implications and contribution to the regional economic development; (2) encourage youth in the
6 A NEWSLETTER FORTHE APEC STUDY APEC region to continuously exchange knowledge and experiences through electronic and face-toface interactions and to help strengthen their leadership capabilities, creative thinking and systematic problem solving skills under APEC diverse culture; and to (3) explore business scenarios and international trade in the digital economy. Participants are being sought to represent the United States at the youth camp. The meeting will offer participants opportunities to meet youth from other APEC economies, learn about APEC from prominent speakers, meet with ambassadors and members of the diplomatic corps of APEC member economies stationed in Thailand, conduct joint activities to promote future US youth participation in APEC, and visit small and medium enterprises (SME5). U.S. youth will also be able to experience the rich culture of Thailand during the program. The Thai Ministry of University Affairs will cover all in-country expenses of project organization, accommodations and meals. All U.S. participants must cover their airfare costs and personal expenses (or seek funding from sponsors). Applicants should have the following qualifications: " U.S. Citizenship " High school students (Grade 10-12), University students and employees from enterprises. " Have Internet access " Have good human relations and attracted to multi-cultural environments " Have experience in youth activities " Be able to participate actively throughout the whole program.
