Hydrographic Office updates 1.1 Implementation of France National maritime policy In 2009, the President of the French Republic introduced the foundations of a new national maritime integrated policy which was followed soon after by the adoption of a National strategy for the sea and the oceans 1 by the Interministerial Committee of the Sea. SHOM has now to align its agenda with this strategy. After 3 years of intensive work and approval by SHOM s Board of Directors, the Minister of Defence signed on 21 rst July 2010 SHOM s first targets and performance contract for No efforts will be spared to meet the various requirements of this contract, while improving the visibility of SHOM s capacities and strengthening our partnerships, especially in this era of comprehensive public policy reviews and financial crisis. 1
2 2/15 SHOM contributes actively to this momentum while investing its core missions as a national hydrographic service, a provider of environmental support for Defence and a supporting entity to maritime and coastal public policies. 1.2 Integrated coastal management and lessons learned from recent hazards. Hydrographic services appear as key contributors when weather or geophysical hazards burst out in coastal areas. Recent Xynthia storm ( December 2009) and devastating tsunami in Japan have demonstrated the importance of well managed environmental data. In these two cases, the availability of tide and shallow waters data is of great importance to support risk assessment, prevention, prevision and alert systems (See para 7). 1.3 New Head of Hydrographic office Ingénieur général Bruno Frachon (vice-admiral) was appointed new SHOM s director general on 24th June 2010, while Ingénieur général Gilles Bessero remains chairman of the IRCC until the next International Hydrographic Conference (2012). A reminder of SHOM s involvement in IHO activities is listed in the annex. 2. Surveys 2.1 Coverage of new surveys SHOM s surveys in the MBSHC area aim at collecting nautical information with a view to improve the national chart portfolio. By comparing what exists in the bathymetric database, requirements and operational constraints, a long term survey plan is being drafted for approval by SHOM s Board of Directors and the French authorities. This plan may consist of any of the following activities : Cataloguing of all existing information. Hydrographic surveys (bathymetry, geophysics, sediments, etc.) and production of charts and nautical documents.
3 3/15 Use of remote sensing (SPOT, ERS, airborne surveys, etc.) to improve the coastal cartography. Oceanographic modelling (tides, currents, swell, etc.). Since the last meeting (September 2009), no extensive survey has been conducted in SHOM s MBSHC area of responsibility, however, routine checks have been performed in the ports along the French Mediterranean coasts. A short survey on port approaches in Lebanon has been conducted in A limited survey has been performed in Morocco within the framework of a bilateral agreement (see 5.3.1). In addition, the Sailing Directions have been updated and the RONIM national tidal network has been completed. Further calibrations have been conducted in Corsica and the Marseille region with a view to extend to the Mediterranean the Litto3D national programme (see below). As required by 16th Conference of MBSHC (decision 7), France sent a graphic index of the status of hydrographic surveys to Spain. 2.2 New technologies and / or equipment The French National Geographic Institute (IGN) and SHOM were tasked by the Prime Minister to join efforts to produce a seamless, precise topographic and bathymetric model, of the entire French coast. The Litto 3 D project was then created to meet more than hundred requirements expressed by coastal managers concerned with the protection and exploitation of the littoral, and by users of geo-referenced data. 4 4/15 And here is the Litto3D resulting hydrodynamically integrated seamless product : For more information please contact litto3d@shom.fr 2.3 New ships NTR. 2.4 Problems encountered As many other IHO member states, France is tasked with collecting nautical information and surveying areas that would otherwise remain uncharted. It happens from time to time that SHOM only learns by accident of surveys performed by private companies, or even other HOs, in its areas of charting responsibility, and has to insist to obtain communication of IHO-compliant data relevant to INT charts and nautical information. In the interest of the international maritime community, it is reminded that survey results should be automatically communicated to the IHO recognised and primary charting authority (in accordance with M-3 resolution 1/2006 and S-4 resolution A and B-635.4). In addition, provision should be made in all contracts awarded to private survey companies to the effect that hydrographic data pertinent to the safety of navigation be communicated to the IHO recognised charting authority. 3. GR 109) ENCs On the 1 st of March 2011, SHOM has produced 328 ENCs at an approximate rate of 40 per year. The full collection should eventually reach a figure of the order of 900 ENCs. In line with the WEND task group recommendation, France produces its small scale ENC cells as closely as possible to INT chart schemes. The production scheme of French ENC takes care of the IMO regulations on ECDIS carriage requirements.

MSI - Problems encountered No chart or other nautical document should be made available unless it is upto-date or has been made safe for navigation as far as possible given the state of knowledge available to the producing authority. France acting as charting authority recalls the importance of being informed by concerned MS of being fed in a timely manner with required nautical information in order to update nautical charts. 5. Capacity Building 5.1 Offer of and/or demand for Capacity Building France participates in the IHO Capacity Building sub-committee. The visit initially planned in Syria was postponed due to the political situation. 5.2 Training received, needed, offered Morocco: France has implemented with Morocco a transfer of hydrographic and cartographic responsibilities mechanism, based on training programs, consulting and including practical experience at sea. An agreement has been signed in January 2008 for the period Following trainings are currently ongoing. Tunisia: A category A field proficiency certificate has been delivered to LV Alaeddine Frikha (Tunisian Navy hydrographic and oceanographic Centre) in January 2011 by the SHOM s director general. 5.3 Training ratification ENSTA Bretagne (former ENSIETA) Hydrographical Training Course has been ratified again by the FIG-IHO-ACI International Committee in Cat A (reference IHO publication S-5, 10th edition) for a six-year period. SHOM s school Cat B training course (reference IHO publication S-5, 10th edition) has also been ratified again by the FIG-IHO-ACI International Committee on the 5 th May 2011 for a six-year period.
12 12/ Status of national, bilateral, multilateral or regional development projects with hydrographic component. (In progress, planned, under evaluation or study) Transfer of responsibilities in accordance with the SOLAS convention Algeria: A data exchange and SOLAS type agreement with France is under consideration at governmental level. Morocco: France signed in 2008 an international agreement with Morocco in order to formalise the existing co-operation and sharing of hydrographic responsibilities in accordance with the SOLAS convention. The two first nautical co-produced charts with double seals (France and Morocco) have been published end of Further maps will be co produced in year 2011, including port of Casablanca and Mohammedia. A survey has been conducted in March/April 2011 by Hydrographic ship Laplace in Moroccan territorial waters. Lebanon: Recommendations made by SHOM on behalf of IHO in 2009 are still under consideration. More is expected following future designation of new government. A survey of port approaches has been conducted by FNS Beautemps Beaupré in A similar survey is planned in July Monaco: The new digital coastal tide gauge settled at port of Fontvieille is running since December 2 nd An agreement between SHOM and Direction de l Environnement of Monaco for maintenance and operating is under consideration in Monaco. Tunisia: A draft agreement for distribution of charts is under consideration by Tunisia Other co-operations Greece: A data exchange A3.4-type agreement with France is under consideration. Romania: A technical visited was conducted by France on behalf of IHO in July Recommendations included : the creation of a National Hydrographic Committee, the increase of hydro surveys, the training of the hydrographic staff, the development of regional co-operation. A bilateral agreement between SHOM and the Maritime Hydrography Directorate (MHD) is under consideration Co-operation with adjacent regional hydrographic commissions (EAtHC) NTR Improving the relationship with the European Union In order to develop a MoU between the IHO and the European Commission, the IHO North Sea Hydrographic Commission has established the European Union Maritime and Marine Policy Working Group (EUM2WG). The objective is to raise the awareness of the European Maritime Task Force and EU Commission General Directorates (ENV, TRAN, RECH, MARE) on the IHO EU Member States capabilities to support maritime policies. The EUM2WG is investigating the possibility of setting up a Task Group of active members across IHO EU Member States (MBSHC, NSHC, BSHC,
13 13/15 NHC) to deal with EU matters. This proposal consists, actually, of enlarging the people involved in these questions, and not to limit the group to NSHC members only. Therefore Member States of the MBSHC were invited in 2009 to apply for membership (MBSHC 16 recommendation 3). 6. C-55 Latest update The C-55 database for French areas of responsibilities is updated by SHOM on a yearly basis. Separate entries are now available for France areas in each IHO region. A regular annual updating process (around the month of May) has been put in place for periodic updates. 7. Oceanographic activities 7.1 Tides In 2010, SHOM released a new edition of the tidal prediction software SHOMAR and now also provides real time services for sea state, sea levels, sea surface currents and associated forecasts and prediction on Tsunami Prevention The CEA/DASE is in charge of establishing a Tsunami Warning Centre for the Western Mediterranean Sea and North-Eastern Atlantic Ocean (SHOM also participates). The project started on the 22nd of September 2009 and the Centre will be operational in July The Centre will operate on a 24/7 basis and will : - disseminate warning to French and Mediterranean states nlt 15mn after earthquake - disseminate possible tsunami occurrence with time of arrival and amplitude. The detection of the earthquake will be done by seismic networks. French seismic data available for the Tsunami Warning Centre will be distributed through a secured connection to the other Tsunami Warning Centres. The monitoring of the tsunami wave propagation through the sea / ocean and the detection of its arrival on the shores will be done by tide gages and tsunameters. The whole needed network is still in construction.
14 14/15 SHOM Tide gauge Network available for the Tsunami Warning Centre : Other projects are ongoing: CRATANEM-SATANEM (SHOM, CEA and CNRS), ALDES (IGN) and Vigilance Vague Submersion (METEO FRANCE). 8. Conclusions After a number of meetings of the IHO Capacity Building Sub-Committee and other Regional Hydrographic Commissions, it looks that the concept developed by France to establish State-to-State bilateral agreements in order to support SOLAS, Chap. V, Reg. 9 obligations on hydrographic services, with transfer of full responsibility to Coastal States, is becoming more and more efficient. Due to the very high level of such agreements, it is also a major step forward to raise the importance of hydrography 2 at the political level for every country. It is finally one of the best way to put into practise the new definition of hydrography adopted at the 4th EIHC2 when Coastal States can accept as a tangible example to take over their responsibilities with the establishment of National Hydrographic Committees, embracing all the disciplines and stakeholders together. Considering this capacity building issue, considering the sensitive maritime issues pending in the MBSHC region, it seems that one of the most important challenge this commission has to face, is to ensure that a consistent and coherent ENC coverage will be publicly available by 2012 for the main international shipping routes, approaches and harbours. France suggest that the WEND-WG meets prior to the IHC to address important ENC issues in order to make sure that IMO requirements will be met. 2 Hydrography is the branch of applied sciences which deals with the measurement and description of the physical features of oceans, seas, coastal areas, lakes and rivers, as well as with the prediction of their change over time, for the primary purpose of safety of navigation and in support of all other marine activities, including economic development, security and defence, scientific research, and environmental protection
