1 Skye And Lochalsh Council for Voluntary Organisations Registered Scottish Charity SC July 2012 June 2013 Annual Report Older People have their say in helping to reshape local service delivery As a partner in the local Health and Social Care Forum, Skye and Lochalsh CVO recently completed a project that looked at the views of older people and their experience of accessing health and social care services in Skye and Lochalsh. The project, funded by the Change Fund as part of the Scottish Government s Reshaping Care for Older People strategy, aims to: Identify what matter most to people as they get older Assess their experiences of health and social care services Review current services for older people in Skye and Lochalsh Identify any gaps in those services and suggest how these gaps can be addressed The Highland Third Sector Partnership (HTSP) is the Third Sector Interface for the Highlands. Inside this year s annual report, we look at how Skye and Lochalsh CVO work with HTSP on a local level. A Fond Farewell Service providers, community groups and older people were consulted as part of the project using a combination of online questionnaires and face to face meetings. One of the project highlights was a very successful Information and Awareness Day at Kyleakin Hall on 24 June which gave people the opportunity to: Find out about health and social care services in Skye and Lochalsh Try new activities such as flower arranging and zumba gold Take part in the Luminate Festival * workshop where memories, stories and songs were recorded for Scottish composer Bill Sweeney to use as inspiration for his new music cycle, The Luminate Suite The project development report Reshaping Care for Older People in Skye, Lochalsh and Wester Ross identified partnership working and community involvement as essential activities if, as a community, we are to ensure Older people are valued as an asset, their voices are heard and they are supported to enjoy full and positive lives in their own home or in a homely setting (Reshaping Care for Older People, A programme for change ). In Skye and Lochalsh we are currently working in partnership with the Highland Third Sector Partnership and NHS Highland in the hosting and support of newly appointed Community Networker Karen MacRae who will be developing the RCOP agenda at a community level with service providers, community groups and service users. If you would like to find out more about the RCOP project you can download a copy of the development report from Skye and Lochalsh CVO website After a combined 33 years, Co-ordinator Chrisanne MacDonald and Communications and Development Manager Michelle Seviour have bid a fond farewell to Skye and Lochalsh CVO. Their contribution to communities across Skye and Lochalsh has been outstanding, helping establish and develop groups and organisations such as Cuillin FM, Skye Old Peoples Welfare and Raasay Community Hall. SLCVO Directors and staff would like to wish both Chrisanne and Michelle the very best of luck and hope they will be successful in their future endeavours. The Saltire Awards are going from strength to strength in Skye and Lochalsh with over 500 volunteering hours registered by young people. 3 Board Overview The last 12 months have been a time of significant change for Skye and Lochalsh CVO. The organisation has seen the continued progress of the Highland Third Sector Partnership (HTSP), changes in SLCVO directors and staff, the introduction of the Saltire Awards scheme, and a nationally co-ordinated approach in the delivery of services provided by Third Sector Interfaces. Locally, Skye and Lochalsh CVO have: Dealt with over 230 enquiries from community groups and charities Worked with third sector and statutory organisations in the promotion of volunteering and community development Represented the Skye and Lochalsh community on community planning forums Been instrumental in the local implementation of the national Reshaping of Care for Older People initiative On behalf of the board of directors, I would like to take this opportunity to thank our members and community groups sincerely for their ongoing hard work, support and dedication. I hope that you will benefit from this year s annual report, which not only details what Skye and Lochalsh CVO have achieved during the past 12 months, but showcases the fantastic community we have in here Skye and Lochalsh. 4 Co-ordinators Report by Chrisanne MacDonald SKYE OLD PEOPLE S WELFARE Skye Old Peoples Welfare lost a much valued supporter earlier this year. Mary Ann Morrison (pictured left with Chrisanne Mac- Donald) from Struan was involved in SOPW for over 3 decades; she was a driver, fundraiser, committee member and was still the Organiser for the Struan area when she passed away suddenly in April. She was much loved and is sorely missed. Passenger numbers have increased again, we carried over 1000 passengers in the past year. Donations are down ( 840); fares income is more or less the same as last year ( 1,438); fuel amazingly is also slightly down ( 2,019). The hydraulic lift continues to cost us money, we had no joy from the Manufacturer. Repairs and lift inspection costs were over Thanks to a 700 grant from Age Scotland we produced and distributed 3 editions of our Bus Buzz newsletter to all lunch clubs in Skye & Lochalsh. We featured a different lunch club in each one, so far Dunvegan, Raasay & Loch Duich submitted articles and pictures, some of them have activities and outings throughout the year and are so much more than just a lunch club. I was successful in securing funding of 10,000 from the Change Fund and Michelle has visited every lunch club to gather valuable information on the needs of Older People which will be used by all agencies in the planning of future service provision. As part of the project an event was organised in June and 80 lunch club attendees came from all over and enjoyed various activities, music and craic (see front page). Tigh na Drochaid only used our bus on 6 occasions last year, that s another drop of 30% on last year. However there maybe opportunities in the future as they intend to purchase a new smaller minibus. I got the increase I asked for in our Highland Council community transport grant, it is now more or less what it used to be before they cut it! We have been awarded 10,902 for and it is hoped they may look at longer term funding, they are currently carrying out a review. The Scottish Government have recently published their report on Community Transport and they recognise the value of CT services provided in particular in rural areas, lets hope this is reflected in future funding. Transport was the main issue identified by both older people and service providers in our recent consultation process. Older People are valued as an asset, their voices are heard and they are supported to enjoy full and positive lives in their own homes or in a homely setting The Scottish Government Reshaping Care for Older People COMMUNITY PLANNING Skye & Lochalsh Health and Social Care Forum We submitted a proposal to the RCOP Change Fund in Sept/Oct Although it was approved we didn't get the funding until March Our proposal was to identify gaps in Older Peoples services in Skye & Lochalsh. We also included Wester Ross in our service users survey in an attempt to map services there. SLCVO carried out the work on behalf of the Forum and Michelle began the consultation exercise in April. This was done via face to face with lunch club attendees (177), surveys were distributed through service providers such as Crossroads, Handyperson service and Tigh na Drochaid. All service providers both statutory and third sector were sent surveys and adverts were placed in the Free Press, community newsletters and online to enable anyone in the community to have an input (see front page). Skye, Lochalsh & Wester Ross District Partnership Forum The initial meeting was held in Dornie in October There are to be 4 meetings a year, agenda items have to be submitted in advance and go to a panel (forms/guidance available on the SLCVO website). There is only one seat at the table for the third sector and we share this with our colleagues at Ross-shire Voluntary Action depending on where meetings are held, anywhere between Ullapool and Portree. Skye & Lochalsh Drug & Alcohol Forum In November 2012 SLCVO attended the Blue Light Disco where we took the opportunity to talk with other agencies, local groups and young people about their ideas for a youth drop in centre and the Saltire Awards Scheme for under 25 volunteers. It was a very successful event attended by young people from across Skye and Lochalsh. Skye, Lochalsh & Wester Ross CHIL- DREN S WELFARE FUND With no more funding coming from BBC Children in Need I have still managed to make some grants this year with money accrued over the years. Nearly 1000 was distributed to help 15 children in the Skye, Lochalsh & Wester Ross area. 4

5 Community Planning and Partnership Working THIRD SECTOR INTERFACES AND THE HIGHLAND THIRD SECTOR PARTNERSHIP Third Sector Interfaces (TSIs) provide support and advice to the voluntary sector within a local authority area. Although they receive funding via the Scottish Government, they retain their independence to deliver the four key functions which form the bedrock of their role. Building the Third Sector relationship with Community Planning Supporting and developing a strong Third Sector Volunteering development Social enterprise development The Highland Third Sector Partnership (HTSP) is the Third Sector Interface for the Highland area. With representation from seven partner organisations, including Skye and Lochalsh CVO, they are committed to working together to support and deliver the four core functions of a Third Sector Interface. Community Planning Skye and Lochalsh CVO is the official Third Sector representative for the local community, sitting on many forums, steering groups and national initiatives, some of which are listed below. We are living in rapidly changing times, and the Government is increasingly recognizing the exceptional value, in both monetary and social terms, of the Third Sector and all its assets, be they fixed or human. As such, we are being sought ever more progressively to engage and contribute to the official discussions at local and strategic levels which will shape the social landscape in decades to come. We are here to give all community groups a platform, so please use us as your herald to ensure that all voices are heard and acknowledged by the decision makers during this vital time in the forward planning for our communities. As a member of the HTSP, Skye and Lochalsh CVO are required to deliver on the four core functions of a Third Sector Interface. This is very much business as normal for SLCVO, having worked very well at the leading edge of third sector support, volunteer development and community planning for over 60 years. Retaining their independent status as a Scottish Charity and Company limited by guarantee, Skye and Lochalsh CVO are committed not only to its core objectives but also working in partnership with community groups, statutory agencies, the HTSP and Scottish Government to ensure Skye and Lochalsh community have a direct impact on the growth of its economy, the wellbeing of its citizens and the improvement of its public services. 6 Skye and Lochalsh CVO Membership There are an estimated 300+ community groups in the Skye and Lochalsh area. Volunteer led, these groups make up the vibrant third sector of the area, providing a wide range of services, projects, events and activities crucial to the wellbeing of the local population. August 2013 SLCVO membership was 224 Comprising of: 76% locally based community groups of varying structures and activities 17% Individuals 6% Highland-wide and Scotland-wide Third Sector organisations 1% Associate Members Between July 2012 June community groups did not renew their membership with SLCVO due to closure or financial restrictions. This year s annual survey asked members for their thoughts on how important it is for them to be part of the Third sector. Between July 2012 June 2013 Skye and Lochalsh CVO staff handled 1,230 enquiries Over 2800 people directly benefited from accessing SLCVO services It s very important for Highland and Scotland-wide representation so that a realistic picture of all the third sector and voluntary effort is taken into account when government is funding or cutting funding, to see just how much local people provide 2013 Annual Survey 81% said is was important to be part of the local third sector in Skye and Lochalsh, a decrease of 7% from last year 66% believed it is important to be part of the Highland third sector, a decrease of 3% from last year 48% felt being part of Scotland Third Sector was important, an increase of 2% from last year 10% identified being part of the UK s Third Sector as important, a decrease of 32% from last year Wall Mural from Skye Youth Cafe in Porteee which opened in Summer Skye and Lochalsh CVO play a crucial role in supporting and developing a strong Third Sector by handling a wide variety of enquiries every day. 61% of enquiries came from community groups, an increase of 6% from last year 19% from individuals, an increase of 3% from last year 7% from statutory agencies such as Highland Council, a decrease of 3% from last year 10% from other organisations and agencies, a decrease of 9% from last year 1% from Highland Third Sector Partnership Representing members Skye and Lochalsh CVO represent local community groups and voluntary organisations at all levels of the third sector. Locally, we are an active member on a number of forums including Ward Forums, Skye and Lochalsh Drug and Alcohol Forum and the local Health and Social Care forum. During the last 12 months we have represented our members at 14 local forums/events including the Staffin Community Trust event Culture as a Community Asset in June 2012, funded by HIE and HISEZ. As a partner of the Highland Third Sector Partnership (HTSP) we work with 7 organisations throughout the Highlands to develop a confident, effective and thriving third sector. We represent Skye and Lochalsh community groups on a number of Highland wide committees including the HTSP Volunteers group, HTSP Operational meetings and Highland wide third sector events such as the HTSP launch event in Inverness in March Nationally, we represent local community groups, making sure the policy makers and the Scottish Government know about the aims and achievements of the Skye and Lochalsh third sector. In the last 12 months, we have attended Voluntary Action Scotland s Annual Conference, met with the Scottish Women's Convention and attended the Scottish Ministers Summer Cabinet. 7

8 Supporting and Developing a Strong Third Sector Between July 2012 June 2013 Skye and Lochalsh CVO staff handled 236 enquiries relating to supporting and developing a strong third sector, including: Needs analysis How to set up a community group Legal structures of new groups Development and review of constitutions Trustee and committee responsibilities Becoming a SCIO Attaining Charity status Employment issues Funding searches and application reviews Building new premises Trading as a social enterprise Charity accounting Second stage application of Highland Community Challenge fund Community transport advice Development of online promotion including website and social media set up 86% of enquiries relating to supporting and developing a strong third sector were from SLCVO member groups, an increase of 14% from last year. 9 Volunteer Development Volunteering in Skye and Lochalsh This year s Annual Survey asked groups how they promote volunteering opportunities. 94% stated that word of mouth is their preferred method, 42% use local press and 19% use Skye and Lochalsh CVO services. With the employment of a part-time volunteer Development officer in April 2013,, we have been able to improve our volunteer services to member groups, increasing awareness through outreach presentations and talks, dedicated volunteering events and greater involvement with award schemes such as the Saltire awards. Volunteers week (01-07 June 2013) To celebrate Volunteers Week, we joined forces with Skye and Lochalsh Citizens Advice Bureau to organise a Volunteers Fayre at the Portree Community Centre on the 04 June Skye and Lochalsh CAB volunteers receiving their Volunteer certificates from Skye and Lochalsh CVO. 12 community groups and organisations took part including, Crossroads Care, Marie Curie Cancer Care and Step it up Highland. Attending groups made full use of the day, from fundraising to volunteer recruitment. The Saltire Awards are going from strength to strength in Skye and Lochalsh with over 500 hours volunteering awards having been issued since February Young volunteers have taken part in 5 Saltire Challenges, including beach cleaning and Rhododendron bashing, we have awarded 18 certificates and have given 6 presentations to local groups and statutory organisations. Between July 2012 June 2013, Skye and Lochalsh CVO staff handled 61 enquiries relating to volunteering. How we support volunteer development There has always been a tradition of self-help in the Highlands and as groups grow, there is a need for them to have a consistent approach to their volunteers. Skye and Lochalsh CVO support community groups in volunteer development providing advice and information on: Development of volunteer policies Volunteer recruitment and selection Supporting and motivating volunteers Equalities and human rights legislation We also help individuals who are looking for voluntary work. With over 70 registered organisations in the Skye and Lochalsh area, we are able to: Help people find local volunteering activities which match their skills and interests Search Highland and National volunteering opportunities Provide advice on what to consider when volunteering If you are under 25 and would like to register for the Saltire Awards, contact Niki on or Thanks to the help of SLCVO promoting our volunteer vacancy, we were able to recruit a local volunteer who has taken on the role of Co-ordinator across Skye. 10 Office Support and Room Hire Between July 2012 June 2013 Skye and Lochalsh CVO staff handled 668 enquiries relating to Office Support and Room Hire and Promotion. The Society mainly uses photocopying service and we always find the staff friendly and helpful 2013 Annual Survey respondent Printing and Photocopying 33% of enquiries related to photocopying and desk top publishing (217 enquiries) 17% related to room hire (171 enquiries) 11% of enquires were signposting to other organisations or community groups (71 enquiries) The remaining 30% related to making payments, equipment hire and other general advice With 217 enquiries relating to photocopying and desk top publishing, our printing services are a core methods of income generation. Used by community groups, local businesses and individuals we undertake many types of printing jobs, including: Newsletters and Posters Prize tickets Fishing permits and membership cards Greeting cards Training materials If your group have any printing requirements, contact info@slcvo.org.uk for a quotation, discounts for members and large jobs. Office Support and Room Hire Services SLCVO offer a range of discounted office and room hire services to members including: Discounted meeting room hire, - available all week including weekends and evenings. For training, interviews, meetings and conferences for up to 18 people. Photocopying and printing, from single sheets to booklets and tickets Video Conferencing Laminating and poster printing up to A3 Typing and desk top publishingthe production and printing of newsletters, posters and information leaflets Group training in SLCVO meeting room Meeting facilities at the SLCVO Tigh Lisigarry, Bridge Road, Portree. To book call or info@slcvo.org.uk Room Hire facilities have been used 165 times for: 93 meetings, 51 training sessions, 14 drop-in events, 4 interviews and 3 miscellaneous. Room hire hours have increased by 14% (411 hours in comparison to 358 last year ) The room has been used by 933 people (reduction from 1075) Video conferencing facilities were used 6 times Community Group Types of organisations that use SLCVO room hire facilities Individual Business Statutory 10

11 Helping with Promotion COMMUNITY FOCUS During we co-ordinated articles for the Community Focus section of the West Highland Free Press featuring the work of:- Durinish Media and Culture Club Skye Piping Society Lochalsh Youth Community Trust Children's Hospice Association Scotland (CHAS) Crossroads Charity Shop Skye and Lochalsh CAB Skye and Lochalsh Disabled Rambers Broadford and Strath Community Company YMCA Portree OK Skate Youth Space O. Linda, a CHAS Care Team member, shares a joke with the children, as featured in the West Highland Free Press Community Broadford and Strath Community Company as featured in the West Highland Free Press Community Focus Between July 2012 June 2013 Skye and Lochalsh CVO staff handled 164 enquiries relating to promotion. 390 events were promoted through SLCVO s online events calendar and E-bulletin, an increase of 58% from last year 181 articles were added to the local NEWS section of the SLCVO website and E-Bulletin, an increase of 53% from last year 21 local e-bulletins were sent to over 300 subscribers across Skye and Lochalsh 10 groups featured in the West Highland Free Press Community Focus section coordinated by SLCVO Always find the staff most friendly and helpful. SLCVO Website Visits Social Media With the increased use of Social Media in the third sector and by Skye and Lochalsh community groups, we asked our members if they would use social media. 82% of people visit the website to keep up to date with local news and events 43% of survey respondents stated they would use a Skye and Lochalsh CVO Facebook page, so in response to this we have created a new Facebook page for SLCVO. 13 The Community Toolkit Since 2004 SLCVOs online Community Toolkit has provided an extensive range of information and guidance to Third Sector organisations across Scotland and with 20 TSI partners, it is a primary source of income generation for Skye and Lochalsh CVO. In June 2012 the Community Toolkit TSI Network Roll-Out project, funded by the Big Lottery fund in Scotland, came to an end and visitor figures to the resource reflected this with a 6.5% reduction in page views as 5 partners decided not to continue with the feed after the free 12 month period. However, page views are still very healthy with 29,932 page views and over 7,300 unique visitors. Community Toolkit Annual Survey 2013 Monitoring and evaluating the Community Toolkit helps to demonstrate the practical difference it makes to partner organisations, service users and stakeholders. As part of the Community Toolkit team s established programme of monitoring and evaluation, this years annual survey ran 8 to 19 April Questions were developed to measure the usability, effectiveness and impact of the Community Toolkit. 71% of respondents said the Community Toolkit has helped them meet the needs of their local community groups more effectively 59% of respondents said the Community Toolkit has helped them improve their skills and knowledge How the Community Toolkit helps our members With a simple A to Z page listing it is easy to find all the information you need for the set-up, development and running of your community group or project. Available 24 hours a day the Community Toolkit is there when you need it, with a wide range of essential topics including: Establishing your committee Charitable status Constitutions Community Transport People management Health and Safety Working with children and vulnerable adults Licensing Planning and development Data protection Marketing and promotion Trading as a Social Enterprise 58% of respondents said the Community Toolkit enables their group to understand and meet its legal responsibilities 88% of TSI Community Toolkit Partners who took the survey stated it is important for the Community Toolkit team to be based within a TSI network organisation 82% of TSI Community Toolkit Partners who took the survey stated it is important that the organisation that owns and maintains the Community Toolkit is a member of Voluntary Action Scotland (VAS) Understanding the four functions of TSIs and aligning support materials to those is invaluable for us as specialists in provision of advice, support and development services to our local third sector. The website provides underpinning resources that enable TSI development workers to fulfil their tasks more effectively and efficiently. 14 Skye and Lochalsh CVO Directors CHAIR Peter Urquhart Isle of Skye Round Table Peter has been active with the Isle of Skye Round Table for many years. He runs a well-established local family hotel business, a chartered boat trip business and more recently a retail initiative. He actively contributes to a number of local committees, including Portree Community Council (former chair), and offers considerable financial, management and marketing skills. Hamish Fraser Highland Councillor Hamish was re-elected in 2012 as a member for the Eilean a Cheo Ward. He is involved in the local Health & Social Care Forum and is passionate about retaining health services in this area. He runs his own business and has been Chair of the Federation of Small Businesses for many years. He is a native Gaelic speaker and was Chair of the Council s Gaelic Committee. Jill Westgarth Raasay Community Association Jill is a member of Raasay Community Council. Prior to that, she was involved in the Raasay Community Association and a wide range of voluntary organisations in England (as a volunteer, committee member and paid worker) as well as having had long experience in local government as an elected councillor. Angus Robertson Sleat Community Trust Angus returned to the family croft on the Isle of Skye in 2003 after working with a variety of multinational companies. He is currently employed as the General Manager of the award winning Sleat Community Trust, owners of Tormore Community Forest and a director of Community Land Scotland. Angus is a passionate believer in the community land ownership model, community renewables and social enterprise. Clive Pearson Isle of Skye Ferry CIC CEO of Isle of Skye Ferry Community Interest Company; and committee member for both the Lochalsh Trails Group and Skye & Lochalsh Tourism Forum. Clive is an Associate Lecturer and Consultant for the Open University. He has been our representative on the HTSP. Maxine Johnston Alzheimer s Scotland Maxine has lived and worked on the Isle of Skye for 21 years and has experience of working in the health and community care sector in a variety of settings. A previous employee of Skye & Lochalsh CVO, Maxine feels her time with the organisation gave her an increased awareness and appreciation of the diverse and important role of the voluntary sector in the area. Maxine feels she benefited greatly from the experience, and the contact and involvement with community groups in Skye & Lochalsh which her time with Skye & Lochalsh CVO, afforded. Maxine has worked for Alzheimer s Scotland for over 8 years, initially as Service Manager for the local area and latterly as Regional Manager for Highland, Western Isles & Orkney. Ruaraidh MacNeill Waternish Community Council Skye born Gaelic speaker and crofter/fisherman, Ruaraidh has been a member of Waternish Community Council for many years, including terms as Chair. Ruaraidh is also a member of the Coastguard Search and Rescue Team in Dunvegan. Johnnie Murchison Skye Old People s Welfare Johnnie brings to the board many years of experience in voluntary sector involvement, as well as drive, determination and a passion for people and causes. Having previously worked in the police force and as a journalist, he moved to Skye in 1999 and has served on the committee of many local groups in the North End. He also trained as an alcohol and drugs counsellor and for several years ran a counselling group in Staffin and Uig. Johnnie is now a volunteer driver, area organiser and chairman of Skye Old People s Welfare Committee. Ann Hartley Sleat Lunch Club (retired Nov 2012) Ann came to Skye 35 years ago and as Company Director with her husband, owned and ran a hotel for some years, then self-catering holiday houses. She is now retired and is a director of Crossroads Care, Skye and Lochalsh as well as running the Sleat Lunch Club. A busy lady, Ann is a member of Portree and District Inner Wheel Club, the WRVS and president of her local SWRI. She is kept busy with her large family of seven children and twelve grandchildren, all scattered over the UK! 14

15 Skye and Lochalsh CVO Staff Meg Gillies, Chief Development Officer Meg joined the SLCVO in August, following the retirement of Chrisanne. She leads the SLCVO at local and strategic levels, contributing to effective partnership working with the various Statutory Agencies as well as our wide group of members, to ensure that the organisations plans are implemented, and that our voice is heard this can be as diverse as community planning forums with NHS and Highland Council to watching an impromptu fashion show at Rag, Tag n Textile! Meg loves to spend as much time as possible with her 2 little grand-daughters, or sailing around the coast of Skye with her husband in their 24ft Hurley. She has researched her family history as far back as the 1600s, and is still looking! Jo-Anne Bertenshaw, Group Development and Communications Jo-Annes primary role is to support community groups in their setup and development, from initial needs analysis to charity applications and all things in between. She is also responsible for the management of SLCVO services, Community Toolkit development and SLCVO communications. When she is not working, Jo-Anne is a volunteer presenter for Cuillin FM, a member of Skye and Lochalsh Women's Aid and fundraiser for various charities and community groups. She is also a very talented Halloween costume maker! Niki MacLean, Volunteer Development and Administration Nikis role is to promote volunteering within the community by matching volunteers with suitable voluntary work. She manages the Saltire Award scheme which rewards young volunteers between 12 and 25 for their work, as well as running administration, reception and membership. Outwith work, Niki volunteers for the Scottish Wildlife Trust and runs a Wildlife Watch Group for children. She is a driver for Minginish Community Bus and assists with the local youth club and Rainbow and Brownie unit. Fond Farewell Steph Parsons, Community Toolkit Development and Editing Stephs main role is the development and editing of the Community Toolkit. She works closely with Toolkit partners and information providers to ensure the resource meets the needs of the Third Sector. She is also responsible for the marketing and sale of the Community Toolkit which generates a significant income for the SLCVO.. In her spare time, Steph volunteers for the RNLI, is the coach for the Row to St Kilda team and is a keen runner, having taken part in her first Isle of Skye half marathon this year.
