2 Background 1. This report provides information on the position with planning permissions for both housing, employment and green space sites contained within the SAP. The update of permissions on sites is to 1 April The Site Allocations Plan (the Plan) contains identified sites, which have existing or recently expired permission for housing (or mixed use, including housing) or were previously allocated for housing in the UDP Review (CD1/1 Policy HG1). These are not proposed new allocations, however they contribute towards the CS requirement for land (CS Policy SP6) to be allocated for housing in the SAP. 3. The Submission Draft Plan includes information on these sites as at 1 st April In paragraph 4.2 of Housing Background Paper (CD1/34), the Council sets out Clearly, the position with planning permissions is constantly changing as new planning permissions are granted. It is not practicable to continually update a strategic plan to reflect this. However, as soon as practicable after the plan is submitted for examination, the Inspector will be informed of the current position with regards to more recent planning permissions updated to 1st April The Plan also sets out in Policies EO1 and EG1 the contributions from identified employment sites (for offices and industry) based at 1 st April In a similar manner to housing, the position is under constant change. 5. Similarly, the Council has already identified in its response to Matter 4 (M4/1) where green spaces have been affected by planning permissions up to 31 st March There is one further outstanding permission which occurred between 1 st April 2016 and 1 st April The Council s intent at this stage is not to seek to modify the Plan by updating the baseline as this would require considerable detailed amendments, but rather to provide the Inspectors with up to date contextual information. Housing 7. The Council has undertaken revised calculations that reflect planning permission and construction activity between 1 April 2016 and 31 March 2017, where this amends figures in the Plan, as an illustrative update to the figures held in Table 1: Housing Distribution by Housing Market Characteristic Area (HMCA) of the Plan (CD1/1). 8. The monitoring of the grant of planning permissions in 2016/17 results in the following updates to site information since the submission draft Plan: changes to existing identified sites in the Plan planning permissions granted on housing allocations in the Plan planning permissions granted on sites designated as safeguarded land in the Plan (arising from decisions taken by the Council, permitted developments and appeals) Page 2 of 6
3 planning permissions granted on sites that are not identified, allocated or designated in the Plan i.e. large windfall sites Changes on the capacity of sites in the Plan, based on planning permissions between 1 April 2016 and 31 March 2017 results in a surplus of housing sites in the Submission Draft as at 1 April 2017 at 2,372 units which represents an overall increase in housing supply of 555 units. All sites below this threshold are classed as small windfall and contribute towards CS windfall estimates of 500 homes per year. Sites which are above this threshold and arise as new sites are termed large windfall. Page 3 of 6

There are also 28 additional sites that were not in the Submission Draft Plan that now have planning permission which can be classed as large windfall as at 1 April The 28 sites deliver additional capacity of 925 units as shown in Table vi below. Employment 12. The Council has also undertaken revised calculations to reflect planning permissions granted and construction activity between 1 April 2016 and 31 March 2017 as an illustrative update to the figures held in Policy EO1 Identified Sites for Office Use and EG1 Identified Sites for General Employment. 13. There are minor changes to the data contained in the Submission Draft in the period 1st April 2016 to 31st March 2017 with activity on existing sites meaning the capacities remain the same. Sites EG2-26 and EG2-27 now have planning permission. 14. In total, there are two new sites that were not identified in the Plan that now have planning approval with a total increase of 4,489 sqm of office floorspace and 0.6ha of general employment land. 6 Greenspace 15. Greenspace deletions where planning permission for an alternative use has been granted this past monitoring year (1 st April 2016 to 31 st March 2017) are shown below. The figures in the Plan have not been updated accordingly. Conclusions 16. Based on planning permissions granted between 1 April 2016 and 31 st March 2017: the total amount of housing on identified and allocated sites in the Plan would increase by 555 units from 67,817 to 68,372 units the total amount of housing on identified, allocated and large windfall would increase the total units by 1,480 sites from 67,817 to 69,297 units the total amount of general employment land would increase by 0.6ha from ha to ha the total amount of office floorspace would increase by 4,489 sqm from 1,067,583 to 1,072,072 sqm there are minimal further losses of greenspace as a result of new development 17. The Council invites a discussion with the Inspectors as to whether to update the Submission Plan baseline. Page 6 of 6
