2 2. Minutes of the Last Meeting The March 2017 minutes were reviewed for content and accuracy. It was requested that typed minutes be issued within a month of the meeting date. SW apologised for changes to the originally planned meeting dates. That the minutes of the March 2017 meeting be approved. 3. Organisational Changes followed by Business Development LBA s Operations Director, Simon Whitby (SW), reported:- Tony Hall left the business in June to take an active role in his wife s growing marketing business. A replacement Aviation Development Director will be announced later this summer 17. John Parkin retired at the end of May and David Laws announced as the new Chief Executive Officer. David Laws introduced himself to Committee members, brief outline noted: Spent 39 years at Newcastle Airport, first starting out as a fireman and then Fire Officer and from there the airport s safety advisor before taking on roles as Commercial Director and the role of Chief Executive for 10 years. Plans to improve Security etiquette and general courtesy culture at the airport and discussed new business planned for the airport including flights to more cities for business and start of the Dusseldorf flights with Flybe commencing 29 October 17. Comments: Cllr P Graeme welcomed improvements at the airport. Cllr P Wadsworth requested a review of the drop-off charges, DL advised income has been allocated to budget however this would be investigated along with safety implications along Whitehouse Lane. Mrs H Ruane asked why doesn t the airport acknowledge comments or inform the public of delays and issues. DL responded he is committed to raising the airport profile alongside PR Manager Kayley Worsley, Chamber of Commerce s, MP s and local resident groups. Recent installation of the Happy or Not machines will help train staff to improve passenger customer experience. Mr K Cothliff suggested car park signage is improved, visitors need clear directions not currently available. CJ confirmed new signage is now in place on Whitehouse Lane. Mr B Dunsby reiterated the point about drop off charges suggesting a 5 minutes free drop off would transform the public s view of the airport. DL assured members he will look into it. 3. Business Development continued LBA s Head of Planning Development, Charles Johnson, reported:- LBA s Airspace Change Consultation process Consultation process takes 12 weeks and any comments will be passed on. Master plan link road plan is still with the local authority in consultation with traffic modelling. Public consultation expected next year.
3 DfT have signed off and endorsed busses and three new train stations. In the process of putting together a formal Business Case, this is a lengthy process and expect to complete by April Eco-hub site allocations are in plan process north of Whitehouse Lane. EIP scheduled for 10/10/17 although expected to take time to process. LBA are pulling together evidence and analysis. LBAs Strategic Development Plan refers to car parking extensions as we are up to capacity during the busiest times of the year. A permitted development rights application for additional car parking and access rights have been recently submitted. Propose a hybrid long stay with Meet & Greet being met by bus and shuttled to the Terminal. CJ held up a paper dated June 17 Transport for the Norths Strategic Transport Plan Engaging with Transport for the North. Plan for document to have a soft launch in April 18 and plan for adoption by Summer 18. Please refer comments to Charles.Johnson@lba.co.uk Latest Airspace Change document is available online detailing how we handle aircraft in terms of noise, CO2 and impact on local communities and invite everyone to get involved. Expected to be live from May 18. NPR remains the same and no plans to redress. Comments:- Mr A Elsegood asked if the Airspace consultation will include route information. CJ confirmed this will follow the public consultation. Mr R Bedford asked if airlines will be more than 50% owned by European companies. SW doesn t anticipate any issue regarding the way we operate or grow the business. Sophie Murr, LBA s Head of Projects, presented an update on project developments since March 17, reporting:- New flooring and additional passengers seating in place in landside area. Additional x-ray lane has been installed, 1487 passengers passing through in an hour with an average passenger queue time of 2 minutes. More security lanes planned for installation over Winter 17 to keep up with passenger growth. Airside refurbishment Saltaire Bar is now fully open offering table service with an additional 124 covers. Passenger feedback has been very positive since opening. A newly opened commercial unit started trading last month stocking clothing items from Fatface, Leeds Rhinos, Leeds United FC and Yorkshire County Cricket Club. New light fittings for the Airfield Ground Lighting Project were recently tested and found to be much brighter than halogen we currently use. The project runs for 3 years and Winter 17 is the start of year 2. Work will be carried out between 10pm and 6am. Still on track for installation of upgraded hold baggage screening x-rays in August 18. Car parking at the airport will be extended, plans are being drawn for this purpose. Comments:- SW Agreed to organise a tour of the Electronic systems upgrade alongside possible tour of ATC towards the end of the year. Mr K Cothliff asked if the new car parking plans would impact the memorial on Warren House Lane, SW advised he didn t anticipate any affect. Helen Pearce, LBA s Head of Passenger Services, provided an update on Customer Service improvements, reporting:- Bus shelters in the long stay car park have recently been upgraded with a larger area to wait and intercom systems installed.
4 Terminal Way Finding completed last week, yellow on dark grey more prominent signage Similar to most other airports. Airside coaching commenced on 5 June 2017 with all inbound aircraft providing an improved service to passengers. Boarding gates have been renumbered to fit in with the recent development works and covered corridors are now fully secure. The Meet & Greet service has been overhauled offering a collection service from the terminal front servicing over 900 vehicles since its start. We re hosting an open day on Saturday 18 November and inviting airline partners and local disability groups with the aim of highlighting the services available to persons with reduced mobility and benefits of pre-booking this service 4. Noise Impact Survey The CAA has asked UKACCs to help encourage communities around airports to respond to its noise impact survey which was launched last week. The CAA is looking at how it can influence the aviation industry s noise performance, and is seeking feedback from people impacted by aviation noise to get a better understanding of what they would like the CAA to do about noise. Details can be found at: The survey closes on 5 January Letter from Mr A Elsegood, Menston Community Association Mr A Elsegood voiced concerns from members of Menston Community Association in regards to the airports expected growth in particular the disparity between published and promoted passenger figures with many feeling the figures have been deliberately inflated. CJ informed members that projected figures and estimates are provided by the DfT as part of their Aviation guidance forecast which estimated 7.1M passengers by 2016 and the need for us to plan for such growth. The Chairman pointed out the effect on businesses from the recession in Mr A Elsegood voiced concerns that doubling of passengers numbers will increase aircraft movements. CJ stated he is conscious of this which triggered the Airspace Change to manage and control descents. CJ stated he would be happy to visit Menston Neighbourhood Forum & Community Association and answer any queries on behalf of the airport. 6. Night time Movements Tracey Stevenson (TS), Environmental Manager provided a visual to members noting aircraft movements between November 16 and April 17.
5 7. Noise & Track Keeping Report LBA s Environmental Manager, Tracey Stevenson (TS), gave details of the airport s performance which was as detailed within the advance report to members. 8. Harrogate Rail Line Update Mr B Dunsby updated members on the WYCA rail backed scheme and confirmed the DfT have authorised a commitment to produce a business plan. UKACC Annual Meeting The Chairman provided a summary of the meeting attended at Glasgow Airport: - ACC memberships had been declined for community groups deemed too far from the airport. - Discussed Aviation policy updates these included Brexit, drones and night flying from London Airports. - Noise insulation schemes notably Heathrow. - Regional connectivity and surface access issues. - ACC and Border Force encouraged to develop constructive relationships. SW will speak to UKBF Senior Officer and arrange presence at a future meeting. 10. Any other business Mrs H Ruane expressed frustrations when arriving from Mahon with Jet2.com, four flights arrived at the same time and made to wait rather than being bussed to the terminal in order. HP advised of changes made to improve the passenger experience, remote stands will only be used outside of peak operational times and apologised. The Chairman said he had been at Manchester Airport the day before to meet his son and American grandchildren. The non-stop aircraft from Vancouver landed at 9.12, the family came through arrivals 1hour 55 minutes later. He wondered whether that Border Control inefficiency would be reported in the media and blamed on Manchester Airport (as it would have been had it been LBA).
