1 339/15 UNCONFIRMED MINUTES OF THE HAMBLEDEN PARISH COUNCIL MEETING Held on Monday 13 th July 2015 at 8.00 pm in the Village Hall, Hambleden PRESENT: Cllrs Mr J Jackson, Mr T Nixey, Mrs S Walker-Allies, Miss S Webb, Mr C Hussey, Mrs L Mann, Mr N Snell, Mr D Broad Alastair Nicholson Development Manager, Wycombe District Council Mrs L Coldwell Clerk 3 members of the public Minute 8485 Minute 8486 Minute 8487 Apologies for Absence Cllr Mr A Armstrong, District Cllr Mr C Whitehead Declaration of Pecuniary Interests Cllr Jackson declared an interest in Planning Application 15/06384/FUL - Valentine Farm, Shogmoor Lane, Skirmett and also several minor interests with regards to the Hamble Brook; there is a possibility he will receive advice from the Environment Agency. Cllr Webb declared a private interest in Planning Application 15/06384/FUL - Valentine Farm, Shogmoor Lane, Skirmett. To confirm and sign the Minutes of the June Parish Council Meeting The minutes for the June meeting were agreed by the Councillors and signed by the Chairman. Minute 8488 Talk from Wycombe District Council Planning Development Manager regarding domestic garden creep in the countryside Alastair Nicholson from WDC gave an informative presentation explaining WDC decisions behind granting or refusing planning for people to extend their gardens with agricultural land. Each case is looked at individually according to the Town and Country Planning Act, the impact on the countryside is assessed when an application for change of use is submitted. Minute 8489 Minute 8450 Minute 8456 Minute 8475 Minute 8474 Progress on items in the previous minutes The fallen Frieth sign at Rotten Row has been raised and is visible Fixes have been made at Ellery Rise play area, and the Annual Playground Inspection carried out. Overall the risk assessment was Low Risk but some fixes were advised: Benches to be secured to the ground - they are currently moved depending on where the sun is as there is no shade in the park. This has been raised previously and after consultation with parents who use the play area it was decided to leave them unbolted. There will be a new bench placed imminently that has been moved from Shogmoor Lane, this bench will be bolted to the ground. Further issues raised were: U bolts on four way springer to be tightened, grass matting to be lifted and relayed as areas will become slippery when wet, loose fixings on basket swing to be tightened, damaged bolt cap to be replaced on activity trail, decayed timber on swings to be replaced. Clerk has padlocked the swing so it cannot be used until fixed. A quotation from Playground Services to supply, break out and install replacement timber is 680. The other items mentioned are awaiting a quotation. Clerk will call to discuss the high cost of replacing one piece of timber. A meeting regarding the Hambleden Brook was held on 23 rd June with representatives from the Environment Agency, National Trust, Chiltern Conservation Board, Chiltern Farm Advice Project, Hambleden Parish Council, District Councillor Whitehead and a local farmer. A public meeting is arranged for Monday 20 th July to be held at at Hambleden Church. All are welcome to attend. The meeting will consist of a short presentation about chalk streams, the Environment Agency presentation and followed by public question time. Clerk, Cllrs Hussey and Broad attended a training session Being a Parish Councillor which detailed for new Councillors matters such as role of the Chairman,

2 Minute 8477 Minute 8476 Minute 8414 the Clerk, responsibilities of Councillors, Working with NALC / BMKALC / WDALC / SLCC, Importance of training and keeping up to date with legislation, Overview Agenda & Minutes, How meetings are conducted / Closed Session, Standing Orders / Financial Regulations / Role of the RFO, Committees / Sub Committees / Working Parties, Materials Councillors can access, Communicating with your Electorate, Who is responsible for what BCC / WDC, and Planning. Clerk and Cllr Nixey attended appeal meeting at WDC regarding Huttons Farm, Main Road, Rotten Row to support the appeal application. Clerk has contacted BCC approved contractors and is awaiting quotations for the fixes needed to Cherries Corner. The new rural style sign at Hollow Lane junction has been erected. The Rights of Way Officer from BCC will be contacting County s Local Access Forum to write to the owner at The Cottage, Little Frieth requesting the obstruction from Common Land is removed. If this is not complied with, there will be no alternative but for the Parish Council to take County Court action. Clerk would like to attend a Budgeting Briefing Event to be held at WDC on 3 rd September at a cost of 15. Clerk will be on annual leave from Friday 7 th August to Sunday 16 th August inclusive. Letter from English Rural Housing Association regarding the intention of the Government to extend the Right to Buy scheme to Housing Associations 5. Minutes from WDALC meeting held Thursday 25 th June forwarded to Cllrs 340/15 Minute 8491 To report on the Community Bus project Following the end of the Handibus trial that finished last week, a new approach is now being used. A taxi service will be used on a Thursday, to take passengers into Henley. The cost remains the same at 5, as does the telephone number to book. In the last 5 weeks there have been 6 passengers. It has been requested for 100 to be given to the local residents who help the Community Bus Scheme as escorts and take messages from the answer machine, to be used as a float this money will come out of the Film Fund as that is the account the fares are paid in to. This will mean that they will not have to use their own money to subsidise the fares and pay for the taxi, and then wait until the next Parish Council meeting in September to be reimbursed.

3 341/15 Minute 8492 Minute 8493 Minute 8494 Minute 8495 To discuss the situation with the AED machines and South Central Ambulance Services There is nothing in service agreement regarding the emergency operator calling a neighbour to get the AED for the person who needs it. Most Trusts will not take on the responsibility of calling someone else for fear of legal action, and would advise to use a mobile to call someone else when using a landline to call 999. There are currently no Community first responders in the Parish. The Community first responder co-ordinator will be invited to the AED training which will be taking place in September to hopefully recruit volunteers. In some parishes, the local doctors surgery is called by the emergency operator to send someone to attend with the AED, Clerk will write to SCAS to see if this is a viable option. To discuss the nomination for the Appointment of Replacement Parish Member to the Chilterns Conservation Board As Cllr Hussey was previously nominated by HPC at the June meeting, it was resolved to nominate him for the position from the possibilities given. Clerk to advise CCB. To report on the Mobile Infrastructure Project in Ibstone Harlequin Group wish to erect a mobile telephone mast in Ibstone, which would give mobile coverage to what are referred to as not spots. The precise locations of the not spots are not able to be disclosed. The mast would be approximately 90 feet high. A mast in Ibstone would likely benefit most of the North of the Parish, with the exception of Fingest. Ibstone Parish Council have lodged an objection to this proposal and given alternative suggestions for the mast placement, including in Turville Heath, which would be unlikely to benefit the Hambleden Valley. Clerk will write to District Councillor Whitehead to lobby for improved mobile telephone signal in the Hambleden Parish also. To discuss Frieth Village Society s further suggestions for a new tree for Mary Butler From the options given by Frieth Village Society, it was resolved to support the suggestion of a new tree in the same location with FVS seeking local residents to help care. 4 342/15 Minute 8497 Members questions 1. Cllr Webb reported that there are 2 pot holes in the centre of Hambleden, one is directly in front of the church entrance Clerk will report. There have been complaints about the hedges on the path that goes up behind the Old Museum, Clerk will write to owner requesting that they are cut back. 2. Cllr Mann reported parts of footpath HA15 are virtually impassable, with lots of nettles. Clerk will write to landowner asking for the hedges to be cut back. 3. Cllr Hussey was asked by District Councillor Whitehead to raise inconsiderate parking in Hambleden village. Could someone from the police come and patrol when it is known a large event will be held in the village? Clerk will speak to Claire Marchant and ask for help with this. 4. Cllr Jackson has been approached by a local farmer to advise that it is approaching harvest time, there will be tractors/trailers and combine harvesters going through Frieth to carry this out, although all efforts will be made to avoid disruption. 5 343/15 Public Question time A concerned resident raised the lack of white lines on the roads in the area, which can be dangerous especially in the dark. These lines are painted by BCC and it is not a priority of theirs to repaint due to lack of funding. There is a drain towards Pheasants Hill that has been filled by someone emptying their bin, when the next gulley emptying happens this will be added to the list. Lots of the hedges in the Parish are in a terrible state, growing into the road making them very narrow. Agricultural hedges are not allowed to be cut until 1 st September, however if essential to safety they may be. Private hedges can be cut at any time of the year. Clerk will write to landowners in particularly bad spots asking for any hedges that are posing a safety risk to be cut back. The MYSI device is very helpful in the community, Thames Valley Police also believe it is; more units are appearing in different locations. Some finer operational details need to be worked out, some technical problems are being looked into later this week. There have been 129,000 cars in the last month, of which 29% were travelling over 30 mph. More volunteers for Community Speedwatch are needed, as it really does make people slow down their speed.
