The schedule has been prepared by management based on the financial reporting provisions in Section 65(1) of the Education Act ( the act ). Management s responsibility for the schedule Management is responsible for the preparation of the schedule in accordance with the financial reporting provisions in Section 65(1) of the act, and for such internal control as management determines is necessary to enable the preparation of the schedule that is free from material misstatement, whether due to fraud or error. Auditor s responsibility Our responsibility is to express an opinion on the schedule based on our audit. We conducted our audit in accordance with Canadian generally accepted auditing standards. Those standards require that we comply with ethical requirements and plan and perform the audit to obtain reasonable assurance about whether the schedule is free from material misstatement. An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the schedule. The procedures selected depend on the auditor's judgment, including the assessment of the risks of material misstatement of the schedule, whether due to fraud or error. In making those risk assessments, the auditor considers internal control relevant to the entity's preparation of the schedule in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity's internal control. An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of accounting estimates made by management, as well as evaluating the overall presentation of the schedule. 3 2 Opinion In our opinion, the financial information in the schedule of salaries and expenses of members and employees for the Tri-County Regional School Board for the year ended March 31, 2016 is prepared, in all material respects, in accordance with the financial reporting provisions in Section 65(1) of the Education Act. Basis of accounting and restriction on use Without modifying our opinion, we draw our attention to Note 1 to the schedule, which describes the basis of accounting. The schedule is prepared to assist the Tri-County Regional School Board to meet the requirements of Section 65(1) of the Education Act. As a result, the schedule may not be suitable for another purpose. Our report is intended solely for the Members of the Tri-County Regional School Board and the Department of Education and should not be used by parties other than the Members of the Tri-County Regional School Board and the Department of Education. 22 Tri-County Regional School Board Note to the Annual and Expense Report March 31, 2016 Tri-County Regional School Board (the Entity ) is an independent legal entity with an elected governing board as stipulated under the Education Act. The Board provides a full range of educational services for all instructional programs from Grade Primary through Grade 12 at public schools within Digby, Shelburne and Yarmouth Counties. The Board is registered as a charitable organization under the Income Tax Act and therefore, is exempt from income tax and may issue official receipts to donors for income tax purposes in accordance with Board policy. 1. Financial Reporting and Accounting Policies This report has been prepared by management based on the financial reporting provisions in Section 65(1) of the Education Act. This report has been prepared using the following significant accounting polices: Basis of Accounting Salaries & Salaries and are recorded on the cost basis and include payments made to members and employees of the school board during the fiscal year. 21
