3 From Editor s Emporium You may have noticed that The Villager arrived with your normal mail via the Royal Mail this month. So, in Little Bourton, Doreen s delivery task has halved in weight as she will only be delivering Broadsheet now. It does mean that homes in Little Bourton will be receiving their Broadsheet a few days earlier than before. It has been note that some teenagers have been having fires in the countryside, accompanied by aerosol cans. How the cans have been used is not known but putting them on a fire is extremely dangerous. Please keep an eye out for such events and warn the teenagers of the dangers. Visitors, guests and prospective members are welcome to attend at 1.50 per person. Cropredy Historical Society will be visiting Syresham for a guided walk round the village led by members of Syresham History Society on Thursday 15th June. Meet at Cropredy Green at a.m. to arrange car sharing. Walk starts from Syresham Village Hall at a.m. and concludes with light refreshments at the hall. Contact Mark for more details Wednesday 21 st June Summer Solstice walk at Salford taking in the Rollright Stones. Organised by a guest leader, this will be an evening walk with a meal at the pub afterwards. Meet at the sports pavilion at 4.30pm. Non-drivers pay 1 towards the transport. It is important to book your place on this so that we can give an idea of numbers to the pub. If you have been unable to make any of the walks and would like any repeated, please let us know. We raised 300 for the Teenage Cancer Trust. Strawberry Fayre, Sunday 25 th June from 3pm, at Old Orchard Cottage, Manor Road, Great Bourton (follow the signs) or in the Church if very wet. Strawberry Teas, Cake and Produce, Tombola, Raffle, Various Sideshows including the notorious Trembulator. Contributions would be gratefully received: Bottles, etc for the Tombola; Raffle prizes; Cakes; Jams; Produce; Plants (please note: no books or bric-a-brac this year). 10 to the Editor Dear All, You will all know that the touch paper has been lit for the June 8 General Election. A group of the Horton s most dedicated supporters has decided the Horton must be at the heart of the Banburyshire campaign, headed by an Independent - Vote For The Horton candidate. We are extremely concerned about permanent loss of consultant maternity, medical beds and intensive care from Banbury downgrading of A&E, the children s ward and all other major acute services (in 2018) Banbury patients being sent to Oxford, Warwick or Northampton for specialist care or emergencies. Too far too dangerous the crisis in GP and primary care through defunding, affecting basic health care introduction of rationing, top-up payments and an insurance-based system the lack of any serious moves by existing politicians to address the consequences of STP (Sustainability and Transformation Plans) that are intentionally shrinking the NHS. I have agreed to stand as that Independent candidate to take the Horton to the forefront of this General Election campaign; to fight for protection of the Horton s as a full district general hospital and against STPs. The campaign team is producing an election Website, Twitter feed and Facebook page. I hope, whatever your political affiliations, you will feel you can support our cause. This does not mean you need to vote for me though I would be delighted if you did. We hope, with many other campaigns, to get national publicity for the fight for our hospitals and the NHS. With no time to fundraise, we are relying on donations. Would you help? The election cost will be c 2,500 plus the deposit of 500, plus the cost of an election address that sent to all homes in the constituency by Royal Mail, free of charge. We will also need leaflets to distribute. If you could contribute to this last ditch effort to save the Horton we would be extremely grateful. The account number for donations is Sort Code A/C No We are happy to provide receipts. News will be sent out as the campaign proceeds, with details of hustings and other useful information. 11 THE BOURTONS PARISH COUNCIL Minutes of the meeting held at the Village Hall, Great Bourton on Tuesday May 2nd 2017 at 19:55 Present : Cllr Mrs S E Lesczcynski (Chairman), Cllrs A Johnson, C Upton, D Walker, CDC DCllr K Atack Apologies : CCllr George Reynolds [OCC election matters], Cllr Tom Sowler [unknown] Declarations of Interest : None Public Participation : There were no members of the public in attendance. Minutes : The previous meeting (March & April 2017) minutes were received and APPROVED. Minute ref Item Footpaths - Progress Report No new reports received. A report has been received from a resident that youths have been seen in and around the old farm building nearby the former Bourtons Sewage works, a fire has been observed. Ownership of the land is unclear but the former works is thought to be owned by Thames Water. Signs are present warning of dangerous deep water but surrounding fences are damaged. The Council will communicate with Thames -167 Water advising them of the situation Highways & Road defects - Progress Report The OCC highways inspection is still awaited and this will -168 be chased up again with OCC. The new Dragon pothole repair machine has been observed in the area and comments were made that the visual quality of the repairs looks very poor with tar sprayed across -169 roadside verges. OCC will be advised. The issue of parking in Station Road, Cropredy was discussed again. Cllr Johnson [recently appointed as Local Authority Governor at the school] advised that the school had considered the offer of land on the corner of School Lane as a car park but felt that the costs to create the carpark were too high. He will discuss this further with fellow Governors. The new housing development in Gt Bourton may provide a possible opportunity to raise funds through an s106 contribution to the school. 12 -171 Mrs S Upton will also attempt to make contact with him. A new letter will be sent advising that the Council has made alternative arrangements for refurbishment. The new location for the Foxden Way bench [to ensure a good view] requires discussion with the owner of a -172 gateway and this will be arranged Defibrillators - Progress Report Both inspected and no problems observed or reported Website development - Progress Report. Cllr Mrs Upton had circulated a report describing the problems experienced with hackers on the new website. This has been discussed with the server provider who have been most unhelpful. The Chairman PROPOSED that we change server providers and this was SECONDED by Cllr Johnson. The new provider will be 5/month more expensive than we currently pay to that maintenance contractor, but provide a better service. It was AGREED that the remaining subscription for the current provider be -174 written off [ 87] Garners Field development - Progress Report The Council has responded to the new application for 33 houses made by Hayfield Homes to keep that previous permission extant, raising no objections and expressing its view that this application is preferred over the one for 43 houses approved earlier in the year, but which is still awaiting formal consent due to outstanding issues with conditions and the s106 agreement from OCC. It was AGREED that the somewhat excessive delay to finalising the approved application be raised with the planning officer, and DCllr Atack will discuss this in our behalf Playgrounds & Public Spaces GB : inspection completed, all OK. Litter remains a problem. Replacement green refuse bin awaited from CDC [previous one appears stolen]. LB : inspection completed, all OK. Waste left by previous illegal occupiers of site now cleared by CDC. Quote has been requested from GOGC [suppliers] for maintenance of adult gym equipment and is awaited, will be expedited. 12 Upton Chairman Cllr Mrs Upton DCllr Atack Funds transfer from CDC re outstanding maintenance reserves due from developers of Pinson Close still awaited. To be expedited. DCllr Atack will discuss on our behalf. DCllr Atack The quote received from MB Landscaping for re-stoning

At the same time the post for dog bin will be replaced Burial grounds update : repairs to fence and gate post still -182 outstanding. To be expedited with Parkland fencing Allotments Our solicitors have been instructed to complete on the transfers of the Stonepits site to Mr Hall and have communicated same to his solicitors. A further request for a plot has been received and forms sent. There are now only 5 plots remaining. The provision of a noticeboard was discussed and it was RESOLVED that this be purchased. Quotes have been received Public transport Delays to the new County Connect service now seem to have been resolved and the service is due to start imminently. Existing registrations for the service will remain valid and s are being sent by the booking agents to existing users. Registration is now open for new users by calling or online via the booking portal: Further details to be published in the Broadsheet and on Bourtons.net website Village Hall The new boiler installation has gone well and the VHMC have reported their satisfaction. They have also agreed that maintenance of the new boiler will be provided by Town & -187 Country [the installers] Finance & Administration The financial statement for APRIL 2017 was received and -188 APPROVED Fairport A total of 3 payments totalling were APPROVED. In compliance with relevant regulations those exceeding 100 are detailed below : Town & Country Heating & Plumbing Ltd - Village Hall boiler installation SW Services - public space mowing in March SW Services - public space mowing in April A message has been received from Cropredy that there are some changes to the rules regarding ticket allocation. 14 Planning applications No new planning applications have been received The following planning applications have been decided : 17/00469/F : 5 Buzzards Close, LB : rear extension & reroof & widen garage - APPROVED A query regarding an approved application currently under construction has been received and this will be investigated Correspondence An has been received from a resident of Pinson Close concerning the apparent dumping of green waste generated during the contractor's grounds maintenance in the resident's brown bin. An enquiry has been made of CDC who have advised contact with the developers Avoncroft who appointed the maintenance contractor. Contact has been made and a reply is awaited. received from Ms N Gillies querying the purchase of a new noticeboard for the allotments when the one formerly sited at the GB playground has been missing for sometime. A reply has been sent advising that this noticeboard was damaged by contractors and is now being repaired prior to being reinstalled New business No new business was discussed District & County Councillors report DCllr Atack advised that this would be his last attendance at our Council meetings due to his intention to relocate to the south of the County. Councillors expressed their thanks for his support over the years and wished him well in his retirement and new home. Date of next meeting : Tuesday June 6th in the Village Hall, at 7.30pm.
