APOLOGIES FOR ABSENCE RECEIVED FROM Cllr. Knill 2. DECLARATIONS of INTEREST None The chairman suspended the Parish Council meeting in order that the guest speakers from Network Rail and Cornwall Council could make their presentation and conduct a Q&A session with the members of the public. See Appendix 1- Notes and questions re Saveock Bridge replacement The Parish Council meeting was reconvened at 20:45 Cllr Carley left the meeting at 20:45 3. PUBLIC QUESTION TIME 19 members of the public attended. i) A member of the public informed the meeting that according to a letter published on the Cornwall Council Planning website that the planning application for a development to the eastern edge of Chacewater that had been withdrawn, was now to be resubmitted. Noted; but as a new application had not yet been submitted the CPC comments on the withdrawn application still applied but any new application would be considered when published. ii) A member of the public raised the issue of recent flooding in Chacewater village and asked whether the parish council was taking action to address the issues. Clr Dyer (CC) informed the meeting that Tregothnan Estate had offered to fund the clearance of the leat tunnel were it passes under houses and also noted that an excessive volume of debris had been found, including 3 discarded Christmas trees. Police Report There was one crime recorded in the parish during January and this crime was an individual stopped in his vehicle by one of my colleagues and the recorded crime was possession with intent to supply class B drugs. The crime is currently still under investigation. There were 18 calls from the public in January and 6 of these were reports of anti-social behaviour, 4 of these were in relation to off road motorcyclists. Recently the Tregothnan estate have taken steps to deal with this anti-social behaviour and have employed staff to deal with this specific issue at this time I have not had any feedback as yet. 5. Cornwall Councillor Report Cllr Dyer (CC) commented on the flooding issues in the village and reported that SWW had commented that the water-table was currently very high due to the volume of rain fall and that SWW were investigating the sewerage capacity issues of the pipes passing through the village. He also commented on the planning application at Blackwater in the adjoining parish of St Agnes for 85 new houses and that St Agnes Parish Council had objected to the proposal because of the issues of surface water and drainage capacity issues Minutes of the Meeting held on Friday 29th January These were approved as correct Minutes of the Extraordinary Meeting held on Tuesday 23rd February Cllr Bailey noted that her request on behalf of the What's On publication that the Parish Council minute the approval of Cllr Robinson's contact details be published in What's On had not been included. 7. Matters arising from those Minutes (for discussion or future agenda only) Cllr Bearham stated that he wished it to be recorded that referring to Agenda Item 08.02/01.16 [Playground] he had misunderstood the resolution at the conclusion of the item and wanted to record his objection on the grounds of increased risk of bullying and opportunities afforded to paedophiles. That the agenda item 08.02/01.16 be placed on the next agenda for re-consideration (8-votes for; Cllr Robinson voted against.) The clerk reported that the script provided by Cllr Mrs Bailey noted in Resolution (iii) 08.01/02.16.e [Resignation of clerk] would cost 1,150 +VAT/week and had consequently revised the script and obtained a quotation of 260+VAT for 1 week or 330+VAT for 2 weeks. That Resolution 08.01/02.16e (iii) be rescinded due to the high cost and because it was felt that the poster adverts around the parish would be sufficient. (9 votes - unanimous) 8. Agenda items 08.01/02.16 Saveock Bridge See Appendix /02.16 Recreation Ground Old pavilion/store Cllr Mrs Bailey handed an invoice to the clerk to a total of 492 issued by Cornwall Garage Door Centre for the supply and installation of a Garador garage door to the Old Pavilion/Store in the Recreation Ground and requested that a cheque for the full amount be issued to her so that she might make payment when the garage door had been installed. That a cheque be drawn and given to Cllr Mrs Bailey. (9 votes - unanimous) 08.03/02.16 Electricity suppliers To consider alternative energy suppliers and invoice from EDF Energy The clerk reported that to-date only one new supplier had replied to his enquiries and presented a comparison of fees from the existing supplier and the alternative supplier. That this item be moved forward to a future meeting to allow time for additional electricity suppliers to quote (9 votes unanimous) Page 2 of 8

3 08.04/02.16 Website To consider revising the Chacewater web site To delay a decision on this item until the new clerk was appointed. (9 votes - unanimous) 9. Planning Applications received 39.15/PA Mr W May - Little Penstraze Rd from A390 at Tresco to Melbourne House, Penstraze, Chacewater Partial demolition, re-build and extension of existing cottage and annexe. COMMENT: No objections conditional on a restriction being included if permission is granted that the extended annexe should be permanently incorporated within the dwelling and not separated off or sold/leased separately from the primary dwelling. Other planning matters Noted, following the information given at Agenda item 3(i) Public Question Time regarding the possible submission of a development to the east of Chacewater, that a watching-brief be held pending official notification. 10. 6 Appendix /02.16 Saveock Bridge Notes and questions re Saveock Bridge replacement Mr George Bartlett presented an illustrated slide show to complement his explanation that the bridge was suffering from advanced corrosion and was deteriorating at a rate faster than estimated. The key points are that: >40% of the structural rivets in the bridge have failed, The tie-bars between the vaulted brickwork have failed, There are signs of movement in the structure. Proposed key dates are: Works will be undertaken between 14th June and 14th October 2016 The road will be closed to all traffic and pedestrians from 27th June 2016 The route of the traffic diversion will not be finalised until 7th April 2016 Questions: (Note: not necessarily comprehensive and in no particular order) 1. It was noted that when the works were proposed in 2015, signage was deployed that basically just stated 'Road Closed', this did not state that Chacewater businesses were still operating and discouraged shoppers. Can any signs be worded to minimise the discouragement of shoppers visiting Chacewater? Mr Turner offered his contact details to local businesses and agreed to liaise with them on the wording of signs. 2. Could the works be completed in a shorter time if the rail service was halted at Truro and Redruth, with buses taking passengers between? Mr Turner explained that any interruption to the rail network invoked a penalty fee to Network Rail so this option was too expensive to consider. 3. Would it be possible to make repairs to the existing bridge and/or replace the failing elements in-situ? Mr Bartlett explained that this option was not practical due to the current structure being too unstable if it were to be partially dismantled whilst new replacement elements were installed. 4. Will the Penstraze Road be closed or made one-way during the diversion period? It was stated that there are no proposals to restrict or make the road one-way. 5. The summer period is when many local businesses attract the majority of their trade, why couldn't the works be undertaken during the winter period? It was stated that June 27th had been chosen as a works start time so as not to conflict with school-exam traffic, plus there are considerably more construction safety considerations during the winter months including restricted day-light hours. 6. Have GWR been asked whether they would consider voluntarily restricting their services as a good-will, public relations gesture to enable the works to be completed in a shorter period? GWR had not been approached by Network Rail on this topic but it was felt they would not be prepared to restrict their services and if they were to do so for Saveock Bridge, then it would set a precedent for all the dozens of other road-bridges in the network requiring attention and the domino effect of multiple closures would cripple the train timetables. 7. Will Network Rail reimburse or compensate local businesses for proven trading losses during the road closure? Mr Turner stated that whilst anyone was at liberty to make a claim to the Network Rail Claims Dept., Network Rail would strongly resist any claims and he advised that in his opinion the chances of a successful claim would be very slight. As the period 27th June to 27th July is allocated to the preparation and support of the BT data cable that is located to one side of the bridge only, would it be possible to open the bridge to traffic in at least one direction during this period? Mr Bartlett stated that as the cable is buried within the concrete overlay on the bridge and that the effects of digging out the concrete would alter the stress factors acting on the bridge, it would not be possible to permit any non-construction traffic or personnel to use the bridge. 9. It was noted that several cyclists and a number of pedestrians cross over the bridge daily on their journey to work, could pedestrians at least be able to cross through the works, particularly as some of the employees at the adjacent Garden Centre live in Threemilestone and regularly walk to work? Unfortunately no non-construction personnel will be permitted on the site. 10. As there is a farm pedestrian (open) level-crossing adjacent to the bridge, could this be used by pedestrians and cyclists during the works? Mr Turner explained that Network Rail were in the business of closing down Level Crossing/public footpaths and although Level Crossings are safe as long as used properly, Network Rail would never encourage increased use of this crossing. Furthermore, the crossing to which is referred is an accommodation crossing. 11. Will the Penstraze Road have lower speed restrictions during the works? Mr Stevenson agreed that this option would be considered. 12. It was noted that there are 2 principle but related issues to the traffic diversion i. Through traffic needs to be diverted along the main road links as early as possible to miss Chacewater/Saveock ii. Local traffic and shoppers need to be encouraged to continue shopping in Chacewater. This is understood and will be addressed as far as possible by appropriate signs 13. The Chacewater to Threemilestone road carries a high volume of traffic, can the even smaller tertiary roads proposed for the diversion carry this volume of traffic This will be taken into consideration when deciding how many routes will be signed as diversions. 14. Rather than just considering the arithmetic volume of traffic known to pass over Saveock Bridge during the summer period, will the proposed diversion routes be formulated based on typical journeys eg Redruth to Truro, Chacewater to Threemilestone etc with an assessment of individual route volume and times? An experienced traffic consultancy company has been commissioned to consider all aspects of the available diversion routes together with modelling anticipated usage. 15. Will Network Rail / CC / Cormac fund an ongoing media campaign on the local radio stations to emphasise that Chacewater businesses are 'still open for business' during the works? Ms Agbarawake indicated that this would be considered and was a possibility. 16. Will CC / Cormac liaise with the local businesses on the wording of diversion signs rather than just deciding on the signs without consultation? Mr Stevenson agreed that he was happy to liaise with businesses if they could form a working party. 17. Concerns that the diversion decision deadline of 7th April will be undertaken in-camera and that detailed local knowledge may not be considered; will CC / Cormac agree to liaise with local businesses to debate the routes before the final decision is taken? Reply Mr Stevenson agreed that this was possible if a working party consisting of the most affected businesses could be formed, but it would not be practical to hold such meeting in the public forum. Suggested that the Parish Council collate a short list of appropriate businesses to form the working party. Page 7 of 8

8 18. Will traffic travelling north along the Pestraze Road be permitted to turn right towards Truro at the junction with the A390 and will temporary traffic lights be installed? Mr Stevenson stated that traffic would not be prevented from turning right towards Truro and that a short trial with traffic lights had been trialled earlier, but had not been very successful but this option would be reconsidered. 19. Have the bus companies been approached regarding timetables and diversions? Yes the local bus services have been approached and are included in the ongoing discussions. 20. As a major factor to the lengthy works period is due to the BT data-cable that carries fibre-optic networks utilised by the major banks and large national companies for financial data, would the City of London and the major banks and companies contribute to a fund to help compensate local businesses for loss of income, or contribute to the wage costs of keeping staff employed whilst trade is seriously diminished due to the works? Mr Turner stated that it was not within the remit of Network Rail to suggest such a scheme and queried whether local businesses couldn't claim for loss of trade on their business insurances. 21. It was noted that Network Rail and CC / Cormac had taken several months to discuss and decide on diversion routes but local businesses would only have a matter of weeks to consider how their businesses are likely to be affected once the decision is made and this will give them very little time to take decisions and put any processes in place to mitigate any issues created by the choice of diversion routes. Will the final route of the diversions be provided to local businesses immediately following the decision? The details of the final diversion routes will be forwarded to the Chacewater Parish Clerk on the 7th or 8th of April. 22. Will speed restrictions be introduced on all the surrounding local roads, not just those signed as diversions? Mr Stevenson noted that there were longer-term proposals to place speed restrictions on most rural roads and would consider the practicalities of bringing some of these proposals forward in time.
