2 2 Benchmarking a) BV215: Out-turn data for 2005/06 is now available and a summary for London Boroughs is given at Appendix 1 to these notes. TfL return for 215a was 12.5 days. TF and TJR attended a meeting on 19 th December 2006 with DfT and the Audit Commission to try to resolve apparent anomalies in the data. The notes of which are at Appendix 2. This will remain a CPA indicator for the time being. Additional data would be beneficial as it might serve to influence the way in which an authority is assessed, details are given in the notes. agreed to collate the data requested PD mentioned that a colleague was criticised on audit for not providing details of the number of faults. This is included in the additional information requested. TF concluded that it was pleasing to note that the AC wanted dialog. b) Data assembly and Spreadsheet feedback and comparisons: Currently only Hounslow have returned their datasheet. It was agreed that the members of the group would return theirs by the next LoLEG meeting in April. c) Night scout survey (RB Kensington & Chelsea) Progress: TF stated that of the night scout surveys sent out, approximately 25 have been returned back. He asked that all should attempt to return the information requested to RV at Richard.Vernon@rbkc.gov.uk. A copy is provided at Appendix 3 to these notes. d) AOB: TF highlighted that Elexon, through UMSUG, are intending to carry out some load research on 150 and 250 watt SON lamps and had previously circulated a questionnaire. It is important that all try to complete it. TE raised the point of taking into account the age of the lamp and gear and that comments should be sought from the industry early to avoid improper results being given / conclusion reached. TJR informed the members that from July this year, a new column condition indicator was to be introduced that would require authorities to extract such data from their systems. PD asked that more information be made available on this indicator. TJR also reminded the group that Appendix A and B data also needs to be provided on a regular basis. However, apart from inventory data, the use of these as far as London Boroughs are concerned, is not clear. PD and others indicated that they were not in position to provide this detailed level of information. TJR suggested that clarification be sought from the UK Lighting Board at their next meeting, TE to pursue. TJR has received an query from Steve Lain at Haringey regarding Cosmopolis lamps as an alternative light source. Although this was limited to a few Boroughs, the Group agreed that it may be of benefit to widen it to the rest of London. The query is attached to these notes as Appendix 4, please respond direct to Steve. Page 2 of 6

3 3 LoLEG a) Update from LoTAG Group 2 meeting: TJR attended LoTAG Group 2 meeting on 9 th January TFL have set up a series of meetings with EDF to drive their requirements forward and it is important that LoLEG are part of this. A representative from LoLEG is required. TfL have recently awarded their new contracts, starting in April 2007 for 6 years + four annual extensions. No stewards contracts will exist but short term contracts have been awarded to manage the transfer of information from the current stewards to TfL. TfL s street lighting engineer / advisor is still unclear. Also highlighted was the reorganisation of the Roads Liaison Group and it s associated boards, including the UKLB. Consultants have been appointed to look into this and have yet to make their final report. LoTAG Group 2 is to organise a half-day seminar in February so that the London view can be established. a) Representation (and deputies): TJR notified the Group that TF will soon be leaving his current local authority for the private sector and LoLEG needs to sort out replacement representation. TE said he was happy to represent LoLEG / LoTAG at UKLB meetings, subject to approval by his senior management. The next UKLB meeting is on 28 th March and future ones 4 th July and 31 st October. MT will represent the Group at CSS Lighting Group meetings, future dates are 20 th February, 28 th June and 23 rd October. SC agreed to act as deputy for both TE and MT should the need arise. MT also agreed to attend future TfL / EDF meetings. TF asked that who ever attended the EDF User Group meetings should provide a five minute summary or a paragraph outlining any outcomes to the Group. PD agreed to provide this for his area. b) DNO issues: PD expressed concern that there was still no Service Level Agreement from EDF, a sentiment shared by the Group. A way forward is required. TJR agreed to speak to Chris Warner as he is leading on this area and if appropriate, would write Michael Dyke requesting that the previous charter(s) is reviewed and re-issued as a matter of urgency. A copy of the BV215b data would be attached. TF asked if the members were aware of the impending service price rises that take effect from 1 st April. It was agreed that more warning needed to be given in the future, as this helped not only the authority in planning schemes, budgets etc but could also assist EDF in a number of ways. TE appraised the Group of Hillingdon s recent energy procurement exercise for 2007/08. This has resulted in an increase of around 11%, and not the 30% in recent years. Dead supplies are now to be handled centrally; one contact given was Sharon Jackson, although some members could not see how this would improve the current situation. Page 3 of 6

4 c) TfL funding for Street lighting: TfL have stated that they will not make any indicative allocations for street lighting per se but that they will consider lighting improvements if included as part of the normal LIP bids. d) PFI: An overview of the current situation with regards to Barnet (AM / PB) was given, revealing concerns about the PFI in place. Concerns regarding reporting measures, performance, management structure and a lack of willingness to change were given as some examples of the problems faced by Barnet. Enfield (AS) indicated that similar problems were being experienced. Islington (AB) stated that they had similar problems in the early stages of their PFI but matters had got better and things were now running smoothly. Questions were being asked; whether PFI was the right way forward by some authorities with mixed experiences given. Post meeting: a quick trawl through the web shows the following for London Boroughs :- Barnet operational Brent operational Croydon not yet approved Ealing operational Enfield operational Harrow not yet approved Islington operational Lambeth operational Lewisham not yet approved Note that there is a view within the industry, via ILE, that there may not be sufficient companies wanting to bid for future PFIs in view of the high costs involved, in the region of 1M. e) AOB: MT asked whether other authorities had been asked to pay an administration charge to EDF for knockdowns of 25, no one else had had any experience of this. TJR took the opportunity to thank TF who will be leaving RB Kensington & Chelsea, and so LoLEG, on 23 rd January. Have any of you thought of switching to this as your preferred light source? If as I suspect this small trial works out then we may well switch over to this as our main stream lamp for residential roads, certainly the designs show a reduction in the numbers of columns required per street and of course the lumen output is significantly increased.
