2 Graham Megson John Rhodes North Yorkshire County Council Minutes of the Last Meeting The minutes of the last meeting were agreed as a correct and accurate record. Matters Arising Caughton Moor Wind Farm Planning Application Don McKay noted that the planning application had been considered by Lancaster City Council and rejected. He was not aware of any appeals being taken forward but if such an occasion arises the Committee would be informed. New Draft Memorandum of Understanding Sam Marsden noted that currently 4 AONB's have signed up to the new national agreement but the Forest of Bowland AONB have some concerns regarding wording are being looked into. It is hoped that all AONBs will have signed up to the agreement by the end June Don noted that the agreement was with 's solicitors at present and it was confirmed that none of the other Authorities within the Forest of Bowland were aware of the agreement being signed. Resolved That Don McKay and 's solicitors liaise with the other authorities' legal departments and Lead Officers to discuss the best way of taking forward the signing of the Memorandum. Budget Update 2009/10 and 2010/11 Don McKay explained that the proposed budget was presented to the October 2009 meeting of the Committee for each Council to take forward and request that provision be made in their budget. It was noted that a majority of councils were able to make the full budget contribution, however Lancaster Council had predetermined their budget for 2009/10, 2010/11 and 2011/12 and as such were making a slightly reduced budget, however it was hoped that they could find alternative funding as they had done in previous years. In addition to this Pendle would also be making a slightly reduced contribution of 6,900. Craven District Council had not yet determined their budget as their Overview and Scrutiny Department are reviewing all contributions they make; Councillor Barrington noted that they hope to have resolved the situation as soon as possible. Colin Price noted that it might be beneficial to make a presentation to the Craven District Council Full Council meeting to highlight the benefits that the Forest of Bowland budget brings to the area. It was noted that there were a couple of outstanding queries with the budget offer from Natural England but a meeting was taking place on 15 May 2010 to explore the queries. 2

3 Resolved That Don McKay and the AONB unit make a presentation to Craven District Council, after the elections, highlighting the benefits to the area. Draft Projects Programme 2010/11 Don McKay presented the report noting that officers have a good record of bringing in additional funding to the AONB and as such project programme which is more ambitious that can be achieved through partners budget contributions has been drafted. However due to the economic uncertainty the programme is not as ambitious as it has been in previous years. Don noted that the Assistant AONB Officer position had not been recruited into due to Lancashire County Council cutbacks and uncertainty regarding grants. This has meant that Tarja Wilson has specialised her position more to cover some areas of work, this has meant a reduction in the number of Countryside Ranger hours that she has undertaken but there was a commitment from Lancashire County Council that they not be lost and so negotiations are currently ongoing at how best these can be claimed back. In relation to various parts of the budget Don highlighted that the core activities allocation, for tasks such as updating promotional material, would be similar to that in 2009/10. He added that the noncore projects including activities such as progressing the Health Agenda, conserving and enhancing traditional boundaries and looking at ways in which the parish lengthsmen scheme can be supported. Resolved That the Committee approve the Target Programme for 2010/11 as drafted in the report and agreed that the officers make the necessary adjustments in light of the funding offers received from Natural England and to continue to seek additional funding to enhance the effectiveness of the programme. A Review of Headline Achievements during 2009/10 Don McKay distributed a document that looked at each of the themed groups, set up as part of the review and governance of the AONB, and some of the projects that have been undertaken (this is attached at Appendix 'A') to the minutes. He highlighted the following: Relocation of the AONB office European Charter Green Tourism Wildlife Blog RSPB and working with schools Bowland Experience Don reminded Members that the website also has a lot of information on it. 3

4 Climate Adaptation Presentation Cathy Hopley noted that there are 3 objectives relating to Climate Adaptation within chapter 19 of the Management Plan. There have been two meeting looking at climate adaptation where it was resolved that the group would concentrate on the Management Plan objectives. In particular the group would look at the various outcomes and possibilities in relation to climate adaptation, look at future landscapes and how they can be better managed, and how various activities and behaviour affect climates. In addition the group will be looking at grip blocking and how this has affected farming and how areas of peat can be restored. Cathy went on to explain that to date work has been undertaken on: A study of renewable of energy how this could be used in the AONB and the advantages attached to it Carbon Footprint left by the activities in Bowland, in particular those of the AONB unit Development of a renewable energy position Hydro potential (development of energy through water) a old mill survey has been undertaken which has established 130 old mill sites in the AONB area. Archimedes Screws at Settle In addition a number of micro renewable energy production projects have been funded through the Sustainable Development Fund, such as ground source heating systems, wind turbines, solar panels and Ignite (wood fuel supply). Access and Recreation Presentation Paul Shoreman, from the Ranger Service, gave a PowerPoint presentation noting that the Ranger services covers a significant area of the AONB and is greatly assisted by Volunteers who are highly skilled and work on a number of varying projects. He added that the service contributes to an extensive access and events programme and deals with all manors of incidents in the area, such as nuisances, burn out cars and personal injuries. David Oyston noted that the Countryside Service has undertaken numerous tasks in relation to access and recreation, including dry stone walls, stone pitching, restoring stiles, improving accessibility, and improving surfaces. Tarja Wilson, who works in the South West Bowland area, noted that she has undertaken work to establish access agreements and how tramper trails can be used more on private land. She added that other cross terrain vehicles are also being looked at. In addition studies have been undertaken to look at the ecological and historical features in the area and how these can be restored to improve the area. Alison Boden presented information on the work that Wyre Borough Council has undertaken in the AONB, a detailed handout on this is attached at Appendix 'B' to these minutes. She highlighted work on biodiversity improvements, access improvements on the promoted routes, and the Garstang Walking Festival. She added at this years festival new activities would take place such as archery and guided geological walks. 4

5 Martin Charlesworth highlighted the work that has been completed in the Gisburn Forest Bike Trails, which is now complete and has been well received. In addition he noted that a lot of work is ongoing in relation to landscape stories. David Kelly enquired to why the MARIO map system used by does not have the facility to view both boundaries and access points at map scale 1: He noted the facility was available at 1:10000 but this scale was too small for most walkers. He felt that the need to see both access points and boundaries was particularly important in areas that have a lot of walls and fences. Tarja noted that this was a problem on the system but asked that members encourage people to use the map at scale 1:10000 or use Harvey maps which have the required information included. Vaughan Jones, Pendle Borough Council, highlighted that the trampers are well promoted in the AONB and at the morning tour on speaking to a visitor to the Bowland area he noted that he had used the trampers at both Wycollar and Beacon Fell. The visitor was extremely impressed as it was the first time that he and his wife were able to admire the view from the top of a hill together. Vaughan felt this was an extremely positive experience. Sam Marsden requested that she could take to someone regarding the carbon footprint of the AONB and how the data would be used. She felt that this information would be beneficial to Natural England in monitoring the activities and carbon emissions in the countryside. The Chair thanked the officers for their excellent presentations. Forthcoming Events Don McKay drew Members attention to the Festival Bowland leaflet and noted that the events are well attended. Vaughan Jones also referred Members to the Pendle Cycle Fest leaflet which gives details of a 3 day cycling event in Pendle. He noted that, dependant on weather, it was expected between 5 and 20 thousand people would attend the event and that on Sunday a number of local roads will be closed around the village of Barley, Roughlee and Newchurch. Parish Councils and Clearance of Snow Councillor Rosemary Elms noted that the winter of 2009/10 was very severe and a number of villages such as Slaidburn, Newton, etc were impassable. She enquired as to why local farmers and contractors had not been allowed to assist with the clearing of snow and ice, when in previous years they had and the problems had been nowhere near as bad. She requested that Lancashire County Council and the Forest of Bowland committee support and offer guidance to her in investigating ways in which can again be implemented and taken forward. The Chair noted that during the severe weather this year had adequate grit supplies on order however central government intervened and grit was sent to those areas in most need. Therefore with a reduced grit supply the Council prioritised keeping the main routes open so that deliveries of food and fuel could continue. He acknowledged that there was confusion about who was able to clear roads but added that anyone who was to assist with gritting must have 5

6 the appropriate health and safety training and must be trained to use gritters as often untrained people can cause damage to the road surface. Members noted that in neighbouring authorities farmers and contractors were used to good effect and roads were kept in a much better condition that Lancashire. This was particularly noticeable on roads which cross boundaries were roads were fairly clear but on entering Lancashire because icy. One Member also noted an occasion were a farmer was not permitted to clear a road so that a funeral car could get to a church which was inaccessible. Councillor Elms noted that she was aware of 3 rd generation farmers who helped with gritting and so were trained and had knowledge of how different snow and ices should be treated. She felt that these farmers could be invaluable in training other locals to grit and clear roads in adverse weather. The Chair noted that the Environment Directorate are currently undertaking a review of the winter service and lessons are being learned. Resolved That the comments of the Committee be taken on board in the review of the winter service. Any Other Business There were no items of business to report.
