4 Project Overview Christopher B. Burke Engineering, LTD (CBBEL) facilitated a Diagnostic Team meeting on October 8, 2014 for the proposed 24-hour Quiet Zone. The proposed Quiet Zone is along Metra s Milwaukee District West Service. The railroad crossings involved are listed in Table 1 and shown in the Location Map below. CBBEL used the results from the Diagnostic Team Meeting in conjunction with the FRA Train Horn Rule criteria and applied them to the proposed Quiet Zone to develop potential costs associated with engineering and construction improvements that could be required to establish the Quiet Zone. The whistle ban includes the Roselle Road, Prospect Street and Park Street crossings. If a new 24-hour quiet zone were established per Federal Railroad Administration (FRA) requirements, the ICC whistle ban would no longer apply and will be lost. Once lost, the ICC whistle ban could not be re-established in the future. The Village of Roselle has jurisdiction of Prospect Street, Park Street and Roselle Pedways. Roselle Road and Medinah Road are under the jurisdiction of DuPage County. Rodenburg Road is under the jurisdiction of both the Village of Roselle and the Village of Schaumburg. Medinah Pedway is under the jurisdiction of the Village of Medinah. Metra confirmed during the Diagnostic Team meeting that all public crossings were equipped with Constant Warning Time (CWT) circuitry, which is a requirement for all new quiet zones.

6 Proposed Safety Measures Generally, a quiet zone which satisfies FRA Train Horn Rule criteria is established by installing a combination of Supplemental Safety Measures (SSM) and Alternative Safety Measures (ASM). SSM s fully satisfy the FRA s requirements for a quiet zone. ASM s allow the village to obtain partial credit for the safety measure but require an application submitted to the FRA for approval. The Diagnostic Team determined the following improvements and safety measures that should be installed at each crossing: 1) Rodenburg Road a) SSM install channelization devices (delineators), 100 feet north and 100 feet south of the tracks. 2) Roselle Road a) To be considered an SSM the following needs to be done: Install channelization devices (delineators), approximately 95 feet north of the tracks and 100 feet south of the tracks. Relocate the driveway south of the tracks on the west side 60 feet south of the lowered gate arm. The old driveway needs to be fully closed with curb & gutter installed where the driveway was located. b) To be considered an ASM (FRA application required), which would assume the driveway south of the tracks remains open, the following needs to be done: Install channelization devices (delineators), approximately 95 feet north of the tracks and 100 feet south of the tracks. Signage should be added at the south driveway restricting movements to right in/right out only per FRA recommendation. 3) Prospect Street a) ASM install channelization devices (delineators), 100 feet north of the tracks and approximately 30 feet south of the tracks. b) The on-street parking located north of the tracks on both sides of Prospect Street would need to be changed to parallel parking to reduce conflicts with the proposed delineators. c) The one-way eastbound alley north of the tracks running between Park and Prospect should have additional signs installed to restrict westbound movements. These signs have been installed by the Village. d) Per ICC request install one Do Not Stop on Tracks sign for northbound traffic south of the tracks. These signs have been installed by the Village. e) Considered an ASM due to intersection located within 60 feet of the crossing, south of the tracks and driveways located within 60 feet north of the tracks. f) Per ICC request refresh pavement markings and cross hatching. 4) Park Street a) ASM install channelization devices (delineators), 90 feet north of the tracks and 20 feet south of the tracks.

7 b) The ICC requested two Do Not Stop on Tracks signs be installed for northbound traffic before and after the tracks. These signs have been installed by the Village. c) Considered an ASM due to an intersection located approximately 25 feet south of the tracks and driveways located within 60 feet north of the tracks. 5) Roselle Train Station Pedways a) The three pedways would require active warning devices (lights and bells). b) Per ICC request Install additional Look for Trains sign at pedestrian crossing. 6) Medinah Train Station Pedway a) No improvements are required. 7) Medinah Road a) ASM install channelization devices (delineators), 60 feet north of the tracks and 100 feet south of the tracks. b) South of the tracks driveway on west side which is located within 60 feet of the gates needs to be closed and curb & gutter installed. c) Considered an ASM due to driveways located within 60 feet of the crossing north and south of the tracks. Proposed Quiet Zone Evaluation CBBEL evaluated two improvement alternatives that satisfy FRA Quiet Zone criteria. The Quiet Zone for Alternative 1 would include the following four crossings: Rodenburg Road, Roselle Road, Prospect Street and Park Street. The Quiet Zone for Alternative 2 would include the following nine crossings: Rodenburg Road, Roselle Road, Prospect Street, Park Street, Roselle W Pedway, Roselle C Pedway, Roselle E Pedway, Medinah Pedway and Medinah Road. The proposed improvements for each crossing are listed above in the Proposed Safety Measures section and illustrated in Section 2: Exhibits. In order for the Roselle Road crossing to be considered an SSM, the driveway south of the tracks on the west side of the road needs to be relocated. If the driveway is not relocated, Roselle Road would be considered an ASM. The Quiet Zone criteria requires that the Quiet Zone Risk Index be below the Risk Index With Horns (RIWH). The margins shown in Table 2 may change in response to rule changes, new safety data, safety measures chosen and crashes at the crossings.

10 Summary This memorandum is a preliminary feasibility study and is not meant to indicate that a new quiet zone can be established nor does this memorandum take the place of a Notice of Intent and/or Notice of Establishment of a Quiet Zone. Alternatives presented would be subject to FRA Train horn rules at the time the Village proceeds with attempting to establish a quiet zone. Consequently, the alternatives presented may not satisfy Quiet Zone criteria if rail traffic or vehicle traffic increases. To obtain credit for Alternative Safety Measures (ASM s), the Village of Roselle would be required to submit an application of proposed alternative safety measures to the FRA. Within the application, a proposed effectiveness rate for each ASM will be established. The FRA will review the application and provide an adjusted effectiveness rate to be used in the Quiet Zone Risk Index (QZRI) calculation. The FRA s determination of the effectiveness rate may affect whether a quiet zone could be established.

The purpose of the meeting was to discuss the Village s proposal to create a new 24-hour quiet zone along the Metra Milwaukee District West Line. The Metra Milwaukee District West Line proposed quiet zone would consist of four at-grade crossings and three pedestrian crossings. Specifically, the crossings in the proposed quiet zone are: Rodenburg Road (US DOT # Y), Roselle Road (US DOT # X), Prospect Street (US DOT # R), Park Street (US DOT# J), Roselle W Pedway (US DOT# C), Roselle C Pedway (US DOT# H) and Roselle E Pedway (US DOT# B). In addition, a field review of the crossings was conducted by the team following the office meeting.

24 MINUTES OF MEETING The following items were discussed during the office meeting: 1) The Village of Roselle is proposing to install the channelization device (vertical delineators) safety measure at all of the public railroad crossings. 2) The ADT counts are current for all crossings as of 2012 except for Roselle Road where ADT counts are required. DuPage County will review their files to see if they have updated counts for Roselle Road. At Rodenburg Road, the 2014 ADT counts will need to be submitted to IDOT for processing. Updated ADT counts are required for each crossing upon submission of the Notice of Intent. 3) The type of train detection is listed as Constant Warning Time on the crossing inventory for all public crossings. Metra confirmed that each crossing had constant warning time. 4) The question was posed regarding the quiet zone limits. The FRA indicated that the three pedestrian crossings at the Roselle train station should not be included in the quiet zone because they are outside of ¼ mile from the nearest public crossing. The ICC indicated that even if Park Street was included in the quiet zone, train horns may still sound through Park Street because the pedway crossings would not be in the quiet zone. The Roselle W Pedway is at MP and Park Street is at MP The three Roselle pedway crossings could be included in a quiet zone if the limits of this quiet zone were revised eastward to include the Medinah Road crossing (US DOT # N) and the Medinah pedway crossing (US DOT # U). Also discussed was if the western limits of this quiet zone should include the Schaumburg train station pedway crossings. 5) The ICC and Metra indicated that stand alone pedestrian crossings would need to have active warning devices (flashing lights and bells) installed as a condition of establishing a quiet zone. The ICC also requested supplementary pedestrian signage at pedestrian crossings within station platforms, but indicated that the signage was not required. Metra indicated that the cost for installing active warning devices (flashing lights and bells) at the three Roselle pedway crossings would be approximately $350,000 to $400,000 per pedway crossing. During the field review of the three Roselle pedway crossings, Metra revised this estimate to approximately $500,000 to install active warning devices at each Roselle pedway crossing. Metra did indicate that once the Village was prepared to move forward with installing the pedway active warning devices, Metra would prepare a detailed construction cost estimate. 6) Metra indicated that construction work utilizing their forces could be scheduled once agreements between the Village and Metra were signed, but current backlog of construction work is approximately 1 year. 7) A discussion ensued regarding funds that could be utilized to pay for quiet zone improvements. The FRA indicated that they do not fund quiet zone improvements. The ICC indicated that they do not fund Metra crossings as the Grade Crossing Protection Fund

25 MINUTES OF MEETING (GCPF) is only for freight lines. Metra indicated that they do not fund quiet zone improvements. DuPage and IDOT indicated that they do not fund quiet zone improvements unless the Village were to request a barrier median as part of an agency s programmed roadway project. The FRA cautioned that the Quiet Zone risk will be evaluated when the Notice of Intent is submitted and the crossing improvements needed to establish this quiet zone today may differ in the future, if the Village is not able to construct the improvements in the next year. 8) The Train Horn Rule requires the Public Authority to re-certify the quiet zone every 3 to 5 years. Establishing the quiet zone by constructing the required safety measures is not a guarantee that the quiet zone will not require additional safety measures in the future. In addition, the quiet zone designation could be removed due to crashes with trains at the railroad crossings that are part of the quiet zone. 9) The FRA and ICC indicated that if the vertical delineator channelization devices are proposed as the safety measure, they need to be maintained. The FRA could remove the quiet zone designation if vertical delineator channelization devices are missing or broken because this is considered a non-compliant quiet zone. 10) The FRA and Metra stated that after a quiet zone is established, train horns may still sound due to people or vehicles on/very close to the tracks. Metra will sound the train horns when railroad crews are working on the tracks. 11) The FRA and ICC indicated that Roselle currently has a pre-rule whistle ban in effect from 12 am to 5 am. The whistle ban includes the Park Street, Prospect Street and Roselle Road crossings. If the new 24-hour quiet zone were established per the FRA Train Horn Rule, the Village would no longer have the ICC whistle ban. The ICC stated that the current ICC whistle ban cannot be expanded to include additional crossings. The following items were discussed in the field: The diagnostic team reviewed five additional railroad crossings- 3 pedestrian crossings at the Schaumburg Train Station, Medinah Train Station pedestrian crossing and Medinah Road crossing. 1) Schaumburg Train Station Pedways Schaumburg E Pedway (US DOT #920571J) Schaumburg C Pedway (US DOT #920572R) Schaumburg W Pedway (US DOT #920573X) a) All three pedways had active warning devices (flashers & bells). b) The E Pedway (MP 26.66) is more than ¼ mile from Rodenburg Road (MP 26.17) which is the closest public railroad crossing. Therefore, these three pedestrian crossings may not be included in this quiet zone.

26 MINUTES OF MEETING 2) Rodenburg Road US DOT #372202Y Schaumburg / Roselle Jurisdiction a) The diagnostic team members stated that channelization devices (delineators), 100 feet north and 100 feet south of the tracks were acceptable at this location as an SSM. b) No driveways noted. c) The speed limit was noted at 30 mph. 3) Roselle Road US DOT #372196X DuPage County Jurisdiction a) The diagnostic team members stated that channelization devices (delineators), approximately 95 feet north of the tracks and 100 feet south of the tracks were acceptable at this location as a safety measure. To be considered as an SSM, the driveway located south of the tracks on the westside needs to be relocated 60 south of the lowered gate arm. The old driveway needs to be fully closed with curb & gutter installed where the driveway was located. b) If the driveway south of the tracks is not closed, this would be considered an ASM. The FRA suggested signage at the driveway indicating right turn out only. c) The ICC has suggested the village consider installing pedestrian gates north of the tracks on the east side and south of the tracks on the west side. The FRA clarified that the pedestrian crossings at this location are being considered sidewalk crossings and are part of the public at-grade crossing. They are not being considered as stand-alone pedestrian crossings. d) The signage and pavement markings were ok. 4) Prospect Street US DOT #372195R Roselle Jurisdiction a) The diagnostic team members stated that channelization devices (delineators), 100 feet north of the tracks and approximately 30 feet south of the tracks were acceptable at this location as an ASM. b) The on-street parking located north of the tracks on both sides of Prospect Street may need to be revised to reduce conflicts with the proposed delineators. c) An intersection is located approximately 45 feet south of the tracks. Driveways were located within 60 feet north of the tracks on both the east side and west side of Prospect Street. d) The ICC has suggested the village consider installing pedestrian gates for the sidewalk crossings on the east and west sides of Prospect Street both north and south of the tracks. This would be a total of four pedestrian gates. The FRA indicated that the pedestrian crossings at this location are being considered sidewalk crossings and are part of the public at-grade crossing. They are not being considered as stand-alone pedestrian crossings. e) The one-way eastbound alley north of the tracks on the east side should be signed restricting westbound movements. f) Advanced warning signs and pavement markings should be added. g) The ICC indicated that one Do Not Stop on Tracks sign be added for northbound traffic before the tracks.

27 MINUTES OF MEETING 5) Park Street US DOT #372194J Roselle Jurisdiction a) The diagnostic team members stated that channelization devices (delineators), 90 feet north of the tracks and 20 feet south of the tracks were acceptable at this location as an ASM. b) The ICC suggested the village consider installing pedestrian gates for the sidewalk crossings on the east and west sides of Park Street both north and south of the tracks. This would be a total of four pedestrian gates. The FRA indicated that the pedestrian crossings at this location are being considered sidewalk crossings and are part of the public at-grade crossing. They are not being considered as stand-alone pedestrian crossings. c) The ICC requested that two Do Not Stop on Tracks signs be installed for northbound traffic before and after the tracks. The ICC indicated that the Do Not Stop On Tracks signs be installed regardless of the quiet zone since the railroad warning devices are interconnected with the adjacent traffic signals at IL Route 19 and Park Street. d) An intersection is located approximately 25 feet south of the tracks. Driveways are located within 60 feet north of the tracks on both the eastside and westside of Park Street. 6) Roselle Train Station Pedways Roselle W Pedway (US DOT #920570C) Roselle C Pedway (US DOT #920569H) Roselle E Pedway (US DOT #920568B) a) The three pedways would require active warning devices (lights and bells). Metra indicated that the cost to install active warning devices at each of the pedways would be approximately $500,000. b) The Village noted that the Schaumburg train station pedways and the Medinah train station pedway all had active warning devices installed. Currently, Metra is requiring pedestrian flashers and bells for all new pedestrian crossings being installed on platforms. 7) Medinah Train Station Pedway US DOT # U a) The Pedway has active warning devices (flashing lights & bells). b) No improvements are required. 8) Medinah Road US DOT # N a) The diagnostic team members stated that channelization devices (delineators), 60 feet north of the tracks and 100 feet south of the tracks were acceptable at this location as an ASM. b) North of tracks- 1) On the eastside right-in driveway is located 18 feet north of the gate, rightout driveway is located 80 feet north of the gate. 2) On the westside driveway for parking is located 48 feet north of the gate.
