1 15 67 Whittle-le-Woods Parish Council The monthly meeting was held at the Village Hall, Union Street at 7:30pm on Monday, March 14th, Present Apologies Chairman Bell Parish Councillors Briscoe, B Higham, P Higham, McDonald, Newall, Walker and the Clerk. Also in attendance were Councillor Snape and a member of the public. Councillors Fogarty, Holland, Marsden and Yates. The Parish Council meeting opened at 7:30 pm. 1. Minutes *16/03/01 2. Changes to Declarations of Interest *16/03/02 3. Parish Councillor vacancy *16/03/03 The minutes of the previous meeting were APPROVED and signed. Following discussion at the latest Financial Committee meeting - see below - it was agreed that at all future meetings Parish Councillors will be asked to declare any changes to their Declarations of Interest. Prospective Parish Councillor, Gillian Candlish, was invited to the meeting by Chairman Bell. Her letter of application was read out and her co-option was proposed by Councillor B Higham and seconded by Councillor P Higham. All welcomed Gillian onto the Parish Council. 4. Planning Matters Comments on the following new applications will be sent to the Planning Department: 16/00087/FULHH - 13 Welch Walk - Erection of a garden shed. Concern only over adequate neighbour consultation. 16/00147/FULHH Town Lane - Erection of a two storey rear/side extension. Concern only over adequate neighbour consultation. 16/00129/FULHH - 22 Dunham Drive - Erection of a single storey rear extension and demolition of the existing conservatory16/00118/ful - Concern only over adequate neighbour consultation. Gelston, Dawson Lane - Section 73 application to vary condition 8 of planning permission 14/00508/FUL to "no more than 150 children shall be in attendance at the nursery at any one time." Previous planning permission related to "41 childcare spaces". Though the Parish Councillors agreed that Whittle-le-Woods does require facilities such as these, they expressed concerns that the vast increase in numbers of children attending would increase traffic not only out of Gelston, but out of the already dangerous Dawson Lane/Preston Road junction. 16/00138/FUL - Land on Bank of Quarry Hill, Hill Top Lane - Substitution of approved house type on Plot 3 with an alternative house type. This was felt to be misleading, as it is not an 'alternative house type' being proposed. It is a house incorporating sun room and balcony which protrude and which take up garden space. This was felt to be overdevelopment of the site and would lead to a lack of privacy for the neighbours on each side, despite the obscured glass. 16/00122/NOT - PCP 13 Telecommunication Equipment Cabinet Outside 39 Blackburn Road - see Granted. 16/00170/TPO - 9 The Ridings - Pruning back lower branches of sycamore tree from property boundary. Withdrawn - see below. 16/00163/CLPUD - Elm House, 12A Orchard Drive - Proposed use of garage to run a dog grooming and walking business. The Parish Councillors wondered whether appropriate neighbour consultation had been undertaken as they weren't sure a business of this type was appropriate on this particular estate. 16/00190/FULHH - 4 Blossom Grove - Erection of single storey rear

Concern only over neighbour consultation and use of appropriate materials. 16/00210/TPO - 16 Stamford Drive - Common or English Oak - Crown lift branches growing down to ground by 3m. Reduce branches growing towards property by 1m and away from Common Ash by 1m (TPO 12, WLW, 1992). This application has been passed to our Tree Warden. The following applications were amended: 15/01057/FUL Town Lane - Proposed dwelling in lieu of existing extensions to be demolished including off-road parking provision for existing and proposed dwelling. The proposed site layout has been amended to alter the access, parking and turning arrangements. Sent to Planning Committee 07/03 for comments. Comments were ed direct 09/03. 16/00073/FUL - Gelston, Dawson Lane - Elevational changes to existing day nursery facilities. The description of the proposal has changed (the original proposal read "Conversion of existing garage into a habitable space for D1 use") and there is now an amended location plan. No comment. See comments above. 16/00038/FUL - Land rear of 25 Preston Road - The design of plot 1 has been amended. The Parish Council would like to reiterate their previous comments that this is an inappropriate garden development. 16/00071/FULHH - 3 Parksyde Cottages, Dawson Lane - Erection of a first floor side extension incorporating a juliet balcony and a raised decking area to the rear. Following demolition of existing rear extensions. Concern only regarding neighbour consultation and use of appropriate materials. The following applications have been withdrawn 16/00170/TPO - 9 The Ridings - Pruning back lower branches of sycamore tree from property boundary. Withdrawn. Councillor Briscoe declared an interest in the following item and temporarily withdrew from the meeting. The following applications have gone to appeal 14/00742/FUL Town Lane - Erection of Summer house. Following Chorley Borough Council's enforcement notice, an appeal has been made. The following applications were granted 16/0041/MNMA - 10 Bluebell Close - Application for minor non-material amendment to planning application 15/00650/FUL to alter size of upstairs windows, position of ground floor windows, reduction in ridge height of extension and change from hip to gable roof on extension. 15/01251/FULHH - 17 Lancashire Drive, Buckshaw Village - Replacement tiled roof to existing rear conservatory. 15/01191/ADV - Manor Products, Low Mill, Town Lane - Installation of non illuminated fascia sign (retrospective). 15/01202/FUL - Land adjacent to Dolphin Rise, Millstone Close - Proposed new dwelling. 15/ Chorley Old Road - Erection of part single part two storey rear extension. 16/00122/NOT - PCP 13 Telecommunication Equipment Cabinet Outside 39 Blackburn Road - BT Openreach cabinet. 15/01226/FULHH - 5 Buckton Close - Erection of a single storey rear extension. 16/00013/FULHH - Grasmere, Moss Lane - Erection of first floor extension to create living accommodation including the formation of two juliet balconies to the front. Councillor Briscoe also noted that the WAP building which had permission to be used as a residential property, has now reverted back to use as an office.

3 Correspondence Correspondence was noted and Parish Councillors passed the correspondence around the meeting. Amongst this month's correspondence were the following: The decision to retain the name Tuson Lane for new development, rather than renaming The Royals, and the notification of the route for the Chorley Grand Prix on 26th March. The route was discussed and the Clerk will put this onto the website. Councillor Briscoe noted that, according to a piece of correspondence, rare willow tits have been seen in the local area. 6. Ongoing issues There were no ongoing issues for discussion. 7. Projects *16/03/04 8. Reports from representatives It was agreed that Bedrock Landscapes should be contacted and asked to go ahead with the resurfacing of Carrwood Lane footpath, as per their quotation. Community Hall Trust - Councillor P Higham informed the meeting that the annual duck race will be held on the first bank holiday in May. Civic Society - Nothing to report. War Memorial - The new footpath is a success and the war memorial is looking good, with many bulbs emerging all at once. Other meetings - There were no other meetings to discuss. 9. Clerk's report The Clerk informed the meeting of the new National Living Wage which becomes law on 1st April The lengthsman's wages will be recalculated as a result. She also read a couple of s relating to play area strategy and refurbishment of play areas, and reported on the progress on a couple of recently reported issues. 10. Maintenance There were no maintenance issues this meeting. 11. Wild flower areas At the last meeting, Parish Councillors put forward suggestions for potential wild flower areas within the Parish: the top of Church Hill, top of School Brow and on the Polo. Chorley Council have agreed to prepare and sow these areas for They will also continue with Blackburn Road's wild flower area without charge. Work on these will start in a couple of weeks. 12. Financial Committee meeting *16/03/05 This meeting was held on 25th of February. The following documents were considered, amended and distributed alongside the agenda: 1) Pension document Discretions Guide. 2) Risk Assessment. 3) Asset register. 4) Audit plan. 5) Financial Procedures. 6) Data Protection Act. 7) Internal audit effectiveness review. 8) Meeting Invitation, Minutes and Agendas Policy. 9) Minutes of this meeting drawing Parish Councillors' attention to amendments made. Some discussion took place around the wording of changes and the lack of terms of reference for committees such as these. Following this discussion, these documents were agreed, but it was suggested that further discussion and clarification could take place at a future Parish Council meeting at which all members of the Financial Committee were able to attend. The Clerk will contact the Financial Committee to inform them of this, and will arrange to put this item onto a future agenda.

4 June newsletter The Clerk will now begin to put together the newsletter and will contact Parish Councillors in a week or so requesting adverts and suggestions. It was agreed that the information regarding golf lessons for children at Shaw Hill could be included as an article. Suggestions for content included articles on the recent closure of the Waterhouse Green post office, Chorley PALS, the bell ringers' 100th anniversary, the scarecrow festival, community tea room, and the queen's 90th birthday. 14. Footpaths for clearing Parish Councillors discussed problem footpaths in order to send list to David Hull. Councillor B Higham mentioned that the aqueduct footpath was not too bad at the moment, though there were a couple of small fallen trees there. She will inform the Clerk when it requires clearing. 15. CIL monies Chairman Bell informed the meeting that, as a result of the Lucas Green site, over 80,000 in CIL monies will be due to the Parish Council in years to come. The importance of forward planning was agreed. Information boards were brought up again. Councillor Walker suggested the old canal area by the Polo, the renovation of which could be a fairly major project, especially if it could be turned into more of a recreational area. At the moment it is very silted up and can't be easily cleared. Councillors B and P Higham declared an interest in this. Councillor Candlish wondered if it would be possible to purchase a little land from Liseux Hall to be used for dispensing water in a flood situation. Councillor Newall wondered if it would be possible to purchase the field at back of the Redrow estate in order to create facilities for older children - a skate park, for example. Councillor Briscoe mentioned the land known locally as The Plantation, situated across from the Copthurst Lane/Town Lane junction. It could be acquired and tidied up and benches could be supplied. Councillor Walker will find out more about ownership of this land and let the Clerk know. 16. Community bus service Chairman Bell announced that the 114 service will be continuing, but with a reduced service. 17. Flooding Chairman Bell has recently received a letter from Simon Clark regarding provision of sand bags, and other flooding related issues. The Clerk will write to Simon informing him we have now got a site at Low Mill which needs clearing and which needs a container for storage of flood related items. Councillor Candlish reported that surveys are currently underway for the 5,000 grant, and solutions such as drain cleaning and river dredging may take place. Much work is being undertaken by the group of residents, though there is a disparity of opinion whether the 5,000 grant should be used for community facilities, as it was felt much should be provided by the Environment Agency. Councillor Newall suggested setting up a more formal Flooding Action Group, which she would be happy to work alongside. The Clerk will draft a letter replying to Simon Clark and request feedback from Parish Councillors before sending. 18. Planters, hanging baskets and lamp post baskets *16/03/07 The Clerk will inform Plantscape to continue with the Church Hill order as per last year and will begin to draft letters to local businesses on Chorley Old Road and Preston Road, about hanging baskets. She will also order the usual lamp post baskets with Chorley Council, but will request some changes to lamp posts - for example, move the Blackburn Road baskets to Springs Crescent. The Clerk will order the lamp post baskets as usual, and the hanging baskets for the maypoles - both from Chorley Council. Councillor Walker shared some photographs of the rockery area behind the Chorley Old Road noticeboard, which will require some serious planting, to be done in stages. She intends to plant up some shrubs and

5 15 71 bulbs this year, with Councillor Newall's assistance. All agreed that the Parish Council would fund up to 300 this year. Waterhouse Green Island is looking good at the moment. The Clerk will contact Chorley Council to arrange Summer bedding. Councillor Walker informed the meeting that the planters opposite the Dog Inn are fine for now, and that she will install the Summer planting as and when needed. 19. Tidy Up Day *16/03/08 The Tidy Up Day was agreed for 14th May. Chairman Bell will book the skip. Louise from the Tea Rooms has offered to provide tea and cake for volunteers. The Clerk will put this onto the April agenda. Councillor B Higham suggested that standing orders be suspended. This was agreed and the meeting continued. 20. Documents for comment 20. Amendment of Regulation List of infrastructure projects funded by CIL. Nothing specific to Whittle-le-Woods. No comment. 2. Public notice and proposals on proposed expansion of St George's Primary School. No comment. The monitoring of the budget was APPROVED for February It was proposed that the February accounts be approved. Cheques presented for approval: War memorial committee recharge for Factory lane road surface Employee 2 March wages D Hull Remainder of payment on maintenance contract Employee 1 March wages minus pension HMRC January to March payment Councillor Briscoe reported that on Moss Lane, opposite Springside Gardens, the utility company has left a cutting the entire width of the road which needs putting right. He also reported that following the recent work on Town Lane, United Utilities have left a large yellow barrier at the Town Lane/Copthurst Lane junction. In addition, Councillor Briscoe reported that the Moss Lane canal bridge is a scene of regular altercations regarding motorists' priority regarding getting over the bridge. Currently it is signposted that traffic coming down has priority. The Clerk will contact LCC and request they assess the situation with a view to swapping the priority. Councillor Newall attended a recent meeting about fracking and will write up this report and bring to the next meeting. Councillor McDonald expressed concerns of local residents who have requested that on Chorley Old Road, at the bottom of Union Street, double yellow lines could be installed to prevent traffic blockages. Councillor McDonald also mentioned a current Facebook petition regarding installation of lights or roundabout at the junction of Dawson Lane and Preston Road. Recent serious accidents owing to frustration and fast moving traffic have brought this problem into further light. Chairman Bell has already been in touch with County Councillor Mark Perks about this. The Clerk will contact LCC and request that they reassess this junction. Councillor McDonald also requested clarification of what she is able to post on the Facebook page regarding the Parish Council's activities. It was agreed that, until minutes are signed and made public record, mention of decisions should not be made. Councillor P Higham asked the Clerk to contact the Hill Top Lane

6 15 72 contractor and request that industrial plastic packaging and other debris be removed from the Hill Top Lane and canal areas. Councillor Walker informed the meeting of an open drain (without concrete cover) which is positioned at the rear of 187 Chorley Old Road, on the canal path. It was thought that a contractor keeps returning to this, which may be why the drain cover was removed. Councillor Walker also said that behind 193 Chorley Old Road, which is currently being developed, a quantity of garden waste has been disposed of behind the fence. The Clerk will contact the contractor to request clearance. Councillor Briscoe asked the Clerk to request the street sign be reinstated at the Dawson Lane/Preston Road junction, Councillor Walker brought up the subject of the Queen's 90th birthday. Following a brief discussion a Picnic on the Polo was agreed for June. Residents could bring along their own picnics and blankets and entertainment could be provided. Parish Councillors will consider other options and bring these to the next meeting. 22. Confidential Items There were no confidential items. The meeting closed at 9:48 pm. The next Parish Council Meeting will be held at the village hall on Monday 11th April, 2016 at 7:30pm. This will be preceded by the Grants meeting, beginning at 7:15pm.
