5 SPEAKER PROFILES Stewart Allan Winter Service Manager / Performance Analyst Amey David Kinsey Highway Manager Derby City Council Stewart is an experienced winter maintenance professional working for Amey on the M8, M73, M74 Motorway Improvements contract on behalf Scottish Roads Partnership and Transport Scotland. He has experience in delivering winter services both on the Trunk Road and local authority network. He has worked on the M8 contract since its commencement as a Performance Analyst, responsible for coordination of traffic management and Transport Scotlands IRIS system. Between 2014 and 2016 Stewart was a named Winter Service Duty Officer, before being nominated as Winter Service Manager in 2016, responsible for the delivery of all winter services within the M8 contract. David has worked in Highway Maintenance for the last 15 years, prior to this he worked for a number of civil engineering contractors. He is responsible for managing all aspects of Highway Maintenance, the service is delivered by an in-house team and has been since 2013 when the operational side of Highway Maintenance was brought back in house, and this process was suggested and then subsequently managed by David. David is the current chair of the Midland Service Improvement Group (MSIG) Winter Service Group as well as sitting on the NWSRG Steering Group and Technical Advisory Group. Outside work David is a keen, but long suffering, Derby County supporter so to take his mind off this he enjoys landscape photography as well. Andy Fraser Operating Company Representative Scotland TranServ Andy Fraser is currently Operating Company Representative for Scotland TranServ, overseeing the management and maintenance of the South West Scotland trunk road network. Andy has been involved in the management of winter service delivery for 25 years, covering large areas of Scotland for both Local Authorities and private contractors. Always keen to investigate innovative solutions, Andy has promoted increased coverage of monitoring of the road network, been heavily involved in trialling alternative de-icing materials and increasing winter resilience, and is currently implementing the sue of technology to provide a more targeted and sustainable approach to winter service delivery. Adrian Runacres Independent Consultant Technical Advisor and Secretary of the NWSRG Adrian is the Secretary and Technical Advisor of the National Winter Service Research Group (NWSRG). He has a wealth of experience in highway winter service matters and runs his own independent consultancy business, as well as undertaking collision investigations. He has strong links with TRL and is their Principal Consultant in his professional fields. Prior to setting up his own business in 2005, Adrian headed TRL s Investigations and Risk Management Department and was a member of their Executive Management Committee. Nick Johnson Lead Consultant, Transportation Weather Consulting Vaisala Ltd I have worked for Vaisala for over 20 years now, mostly in various training roles. I ve trained extensively throughout the UK and Ireland and also overseas in North America and Europe. My main focus has been the Roads market but I also am involved in training and consultancy for our Airports customers. Recently I developed and also now deliver the Monitoring and Decision Making modules for the IHE qualification for winter service decision makers. Gavin Sharp Resilience Specialist The City of Edinburgh Council Gavin Sharp is a Resilience Specialist for the City of Edinburgh Council. He has been working within Resilience for the past 6 years and is the lead officer for the Council Severe Weather Response Plan, as well as being the Resilience Business Partner for services including Transport, Planning, Environment, FM, Housing, Customer, Regulatory Services, ICT and HR. 6 SPEAKER PROFILES Martin Thomson Network Impacts Manager Transport Scotland Carol Valentine Highway Manager Kent County Council Martin is currently Network Impacts Manager within Transport Scotland and is responsible for delivering and developing a number of outward facing services; including the winter service. Martin is an active member of the National Winter Service Research Group (NWSRG) and strives to improve the winter service through innovations and research. Over the past three winter season s this has included live brine v pre-wetted salt trials on the Scottish trunk roads. In 2016, Martin joined the World Roads Association (WRA) Winter Technical Committee on behalf of Transport Scotland to share best practice in Scotland, the UK and Internationally. Peter Turland Senior Engineer, Highway Asset Maintenance Doncaster MBC Carol is an experienced local government manager who is currently a Highway Manager working for Kent County Council. Her remit includes managing reactive highway maintenance, enforcement, street works, vehicle crossings and customer services in west Kent. Additionally she has been the Winter Service Manager for the county for the last 9 years. Carol takes a proactive approach to winter service and has made a number of improvements and refinements to the service in Kent over the years. She has recently been elected to the post of Deputy Chair of the NWSRG and within that group is currently chairing a sub-group focusing on the planning and spread rate sections of the Best Practice guidance replacing Appendix H to Well Maintained Highways. Carol is keen to see the continued development of winter service across the UK and will continue to work with the NWSRG and partners to ensure that research beneficial to the industry is pursued. Peter started his career at Nottinghamshire County Council from school as a trainee technician, gaining experience in many aspects of highway engineering from design and maintenance to new construction sites. After a short spell at Barnsley Council in highway maintenance and some aspects of winter, Peter joined Doncaster MBC in As an engineer working in highway maintenance, winter service was part of the job and he became involved with thermal maps, weather stations, forecasts and subsequently winter service planning and decision making. Moving into highway asset maintenance as senior engineer, dealing with asset management and programmed maintenance works, Peter also had to deal with the winter service policy, planning and overseeing the provision of winter services. Currently secretary to the Vaisala User Group, a member of the NWSRG and has completed the IHE Professional Certificate in Winter Services - Decision Makers and Managers. Humza Yousaf Minister for Transport and the Islands Humza Yousaf is the MSP for Glasgow Pollok and Minister for Transport and the Islands in the Scottish Government. Born in Glasgow on 7th April 1985, he graduated from the University of Glasgow with a degree in Politics and is an alumnus of the US State Department s prestigious International Visitor Learning Programme. He went on to work in the Scottish Parliament as an aide to the late Bashir Ahmad MSP being elected as an MSP in May He was a Parliamentary Liaison Officer to the former First Minister Alex Salmond and was appointed Minister for External Affairs and International Development in September 2012, before taking up his current ministerial role in May Follow Cold Comfort Scotland on #coldcomfortscot
